Italy, where Europe’s outbreak began, has recorded more than 110,000 COVID-19 dead, more than any other European country but Britain. Lombardy’s embattled regional governor, Attilio Fontana, acknowledged “some difficulties” but insisted that they hadn’t impacted the overall vaccination campaign.
