Job Title: Title III Director Department: Instruction Job Summary/Basic Function:

Title III Project Director will be responsible for developing and managing all aspects of a comprehensive five-year Title III SIP program. The position coordinates Title III grant activities to meet all defined objectives and works closely with Student Services and Academic staff to accomplish the goals of the grant. The position will coordinate the activities in a manner that facilitates maximum effectiveness and utilization of program resources including personnel; authorize all expenditures, and maintain control over budget.

PERFORMANCE RESPONSIBILITIES:

  • Under the direction of EvCC's Vice President of Instruction, provide leadership, effective oversight, and direct all aspects of the Title III Project.
  • Communicate an informed understanding of the objectives of the Title III project to all constituencies of the College and manage project faculty and staff to ensure that objectives are met.
  • Coordinate activities to ensure implementation of project components meet the corresponding objectives in a timely and effective way, in accordance with college policies and the negotiated agreement; Work with the Title III Steering Committee and project staff to plan/implement activities.
  • Maintain on-going communication through regular reports to the President's Extended Leadership Team, Title III Steering Committee, and college constituents.
  • Work with Title III Steering Committee, Transitional Studies, Career and Experiential Learning, the EvCC Foundation and all relevant Academic and Student Services Departments to develop, implement, modify and evaluate the various strategies as proposed. Communicate changes and updates, seeking approvals where necessary.
  • Authorize all expenditures, maintain control over budget, assume responsibility for appropriate utilization of funds, and establish a procedure for timely process and approval of expenditures meeting the Title III Dept. of Education policies and grant terms and conditions.
  • Facilitate the development and implementation of an effective evaluation and assessment process for the project.
  • Remain thoroughly informed regarding Title III and ED policies and grant terms/conditions and ensure adherence to all applicable college, state, and federal requirements.
  • Lead the Title III Steering Committee collaborating with related College student success and retention initiatives.
  • Work with IR and the evaluation consultant to implement project evaluation and support collation, analysis and dissemination of data pertaining to achievement of goals and objectives.
  • Maintain detailed and accurate files and records as part of compliance with and remaining informed about Title III ED policies and procedures.
  • Oversee preparation and submission of required fiscal and annual reports to ED
  • Provide oversight for post-award management, including assisting and ensuring that principal investigators properly requisition personnel (comply with all hiring procedures), purchase equipment and procure other materials and supplies
  • Represent the college at state-wide and federal groups on matters related to Title III.
  • Work to institutionalize sound new practices and improvements.
  • Provide overall leadership for the large-scale implementation of all project components.
  • Coordinate work between the Instruction and Student Development Services divisions.
  • Participate in efforts to launch, maintain, and troubleshoot implementation throughout the grant period to ensure goals are met.
  • Performs other Title III related duties as assigned.
  • Minimum Qualifications:

    ● Master's degree and two (2) or more years of experience in higher education, preferably with a focus on two-year colleges; or an equivalent combination of education and experience.

    ● Experience implementing and managing federal grants; expert understanding of federal regulations and agency guidelines for grants management, and Title III, including EDGAR, A-110 and Circular A-21.

    ● Broad knowledge of and experience with college systems across Instructional, Student Development Services, and Administrative divisions, including Guided Pathways framework and its implementation.

    ● Experience in budgeting and project management

    ● Strong computer technology skills.

    ● Ability to relate effectively with populations representing diverse backgrounds, life experiences and abilities.

    ● Strong oral, written, public speaking and interpersonal communication skills.

    ● Demonstrated ability to work as a member of a team.

    ● Strong organizational and problem-solving abilities.

    ● Ability to multi-task and work in a high-paced environment.

    Work Hours:

    Monday through Friday 8am to 5pm. Summer schedule is condensed (4 10's). Some evening and weekend may be required.

    Full-time (40 hours per week) 12 months per year grant funded administrative exempt position. Exempt staff member with year-to-year contract. Expected duration through September 30, 2027. Continuation is dependent upon annual renewal of grant funding.

Additionally, Everett Community College Administrative/Exempt employees accrue 16 hours of vacation for every month of service, during which the employee is in pay status for 10 or more days; 8 hours of sick leave for every month of service, during which the employee is in pay status for 10 or more days; 11 paid holidays throughout the year, plus 3 paid personal holidays.
