Tax Manager

Job Purpose

  • To provide strategic finance leadership across the Group through insightful analysis and issue resolution with excellent technical knowledge. To support and develop enhanced liaison between the central Finance Office and other departments, ensuring accurate, timely, relevant and reliable information allowing delivery of a customer service focus.
  • Optimise and lead the VAT recoveries available from the ongoing Campus Redevelopment and large estates projects.
  • Manage compliance with all indirect and direct tax matters across the Group.
  • Lead, line manage and provide day-to-day support to the tax analysts and indirect report within the team to allow a speedy response from the tax team for any ad hoc queries from the business.
  • Lead strategic improvement to the efficiency and effectiveness of the processes and controls to support the tax operations within a strong internal control environment.
  • Manage the tax relationship with internal and external stakeholders.
  • Ensure that the University has a sound tax strategy which it follows at all times.
  • Main Duties and Responsibilities 1. Manage the Tax Relationship with both internal and external stakeholders • Lead point of contact with HMRC. • Manage that relationship across all direct and indirect taxes (with assistance in payroll taxes). • Lead all HMRC audits and bring to a close with minimal findings / adjustments. • Manage the relationship with external advisers, using your own judgement, experience and technical knowledge to drive efficiencies in the advice sought from professional advisors. • Build and manage relationships within the University as required to ensure that all taxes are considered where projects are being undertaken. • Create opportunities to ensure that University staff (at all levels) have improved awareness of tax issues, both at the basic transactional level and at the strategy level for all taxes. • Develop training tools and resources which will improve staff knowledge and embed them throughout the organisation.

    2. VAT Lead on Estates Campus Redevelopment and Large Estates projects • Budgeted spend of £635m on capital projects and £620m on maintenance over the next 15 years. • Provide strategic analysis to senior management within Finance and Estates team to educate them on the impact that operational decisions will have on VAT recoveries. • Collate and report all required information to agree and maximise VAT recoveries. • Negotiate with HMRC to agree tax treatment at the earliest possible point to maximise cash flow. • Establish a process that can be carried out by the tax team to review building use on an ongoing basis. • Utilise the available reliefs in the most efficient way so as to minimise restrictions on recovery over the life of the building as required.

    3. Complex Technical Advisory Services • Conduct adhoc complex VAT planning and project work aligned with the University's strategy. • Communicate complex VAT matters to non-financial staff. • Advise key stakeholders across the University in relation to key strategic decisions of investment both domestically and internationally from a tax perspective. • Influence opportunities across the colleges by providing informed complex technical tax advice in a timely manner. • Identify opportunities across the group where available reliefs have not been utilised.

    4. Line Manage and Support tax analyst and Technician •Lead the tax team to deliver and manage all tax matters across the University in line with the University values and strategy. • Develop and line manage the tax analyst and technician in the team who support the tax matters.

    5. Tax Compliance • Ensure that processes and controls are working effectively to capture all VAT activity accurately. • Review the University and subsidiary companies' VAT returns and responsible for the accurate and timely submission. • Ensure the University is compliant with its obligation to report through Making Tax Digital software. • Develop, maintain and review the calculation of the capital goods scheme. • Develop, maintain and perform the annual true up calculation in line with the current PESM. • Perform annual tunnel review and ensure accounting system updated. • Perform a reduced rate VAT calculation for utilities and arrange for the certificates to be issued on annual basis. • Ensure all system codes are up to date and reflective of current legislation. • Identify and ensure transfer pricing requirements are being fulfilled in all areas of activity across the University group. Perform reviews as appropriate. • Develop an efficient process to monitor levels of international activity and ensure any new tax jurisdictions are identified and complied with as required. • Fulfil the University Group's corporation tax compliance requirements are met from a compliance perspective and a gift aid / group relief perspective taking on board the University's strategy.

    6. Transactional Analysis / KPI monitoring • Through the Making Tax Digital software review the quality of input data and seek solutions or improvements where required. Pursue a data quality culture of right source data and minimal corrections. • Provide suitable KPI reports which allow the team to focus on areas where improvements are required.

    7. Import VAT and duty queries • Responsible for the compliance within the team of Import VAT and duty. • Provide insightful analysis to drive forward the resource and system improvements that are required to cope with the changes post Brexit. • Provide support as required to the team processing the imports.

    Knowledge, Qualifications, Skills and Experience

    Knowledge/Qualifications

    Essential: A1 Professionally qualified (CTA or similar). A2 Ordinary/Honours Degree (SCQF Level 9, 10 or 11) or equivalent. A3 Proven track record of dealing with tax matters in a large complex organisation. A4 Authoritative general knowledge of UK taxes and how they apply to a large charity and its subsidiaries. A5 Comprehensive understanding of the VAT environment in the UK and specifically how it applies to the charitable/education sector.

C8 Ability to identify control weaknesses and recommend and implement solutions to resolve these areas. C9 An ability to demystify complex financial concepts for non-financial colleagues. C10 Resilient and able to effectively deal with ambiguity and able to maintain momentum in the face of obstacles/setbacks. C11 Ability to prioritise workload to deliver to tight deadlines and manage competing demands from various stakeholders. C12 Advanced skills in the use of Microsoft packages such as Excel, Word, Access, Powerpoint; and accounting software packages.

    Desirable: D1 Strong leadership and management skills with a demonstrable ability to develop high performing teams. D2 Advanced skills in the use of industry standard and specialist financial and accounting software packages.

    Experience

    Essential: E1 Significant post-qualification tax experience at a senior level within a large, complex environment. E2 A strong track record of leadership and delivery at a senior financial level operating in a political or highly complex environment - providing direction, delivering results, building on relationships and capability and demonstrating personal resilience. E3 Extensive experience of leading and managing teams to deliver excellence. E4 Substantial professional VAT experience. E5 Good knowledge of other UK and international taxes.

    Desirable: F1 Experience with direct taxes. F1 Experience with partially exempt organisations and charities.

    Terms and Conditions Salary will be Grade 9, £57,696 - £64,914 per annum. Please note in exceptional circumstances, it may be possible to offer a supplement to the salary range stated for this role. Any such supplement would be awarded on the basis of a demonstrable history of outstanding achievement and an expected future level of contribution and is entirely at the discretion of the University.

    This post is full time (35 hours per week) and open ended (permanent). Relocation assistance will be provided where appropriate
