To perform comprehensive and highly professional advising and planning with business clients in a wide range of topics and assigned specialized areas; lead training and project development activities for businesses with other resource partners; and implement outreach events to promote center services. To provide technical business development skills to the department and clients and develop and maintain resources partnerships and potential funding sources.
Description of Duties
• Advises small, established and/or growth-oriented business clients, offering advanced, professional advising and planning assistance to develop growth strategies in the government contract arena and increase knowledge in marketing, bonding, operations, and other contract solicitation areas. • Knowledge of, and experience with, procurement processes and principles acquired through direct experience submitting proposals to the government agencies / departments, • Provides client with related bid match research to analyze industry and markets and support their growth planning effort. • Assists clients with contract and/or subcontract reports. • Works with client to interpret post award compliance issues. • Develops and presents content focused on advanced, business growth topics to meet the educational needs of small business clients planning for growth which include trade, procurement, SBIR / STTR commercialization, and/or human resources. • Establishes and maintains resource partner relationships with federal, state, and local government agencies as well as potential sponsors for client support and center growth. • Leads event and project planning activities that include logistics, speaker recruitment, oversight of materials, and evaluation to provide clients with additional, needed resources and growth opportunities. • Provides advanced training on leadership, management, and advanced advising services to clients with cooperative schedules, SAM registration, and federal and state small business equity certifications. • Enhances program brand by presenting center services at outreach events such as expos, trade shows, and other public events; and participating in public relations activities, collaborative projects, and committees. • Maintains working knowledge of federal, state, and local procurement/contracting regulations, rules, processes, etc. • Participates regularly in professional development opportunities to stay current on specialty of concentration area and better assist business clients. • Develops advanced training on government procurement topics based on clients' needs and requests. Provides appropriate client, project, and center reports on a timely manner and uses these to manage client growth activities and program development. • Performs other duties as assigned.

Direct supervision of assigned support staff.
Required Education
Bachelor's degree from an accredited University in Business, Public Administration or a closely related field.
Preferred Education
Master's in Business or Public Administration
Licenses/Certifications
N/A
Required Experience
Four (4) years of experience in business, management, marketing, consulting, training or a related field.
Preferred Experience
Purchasing experience in a state agency, school district, or University. Knowledge of State Purchasing Policies and Guidelines.
Equipment
Use of standard office equipment. Proficient in Microsoft Office.
Working Conditions
Needs to be able to successfully perform all required duties. Primarily assigned to an Office environment. Position includes 40% travel within the South Texas area.

May be required to work night and/ or weekends. Some travel might be required.
