    The Community Colleges of Spokane is seeking a highly motivated and qualified individual for the position of Program Manager in the Corporate & Continuing Education Division.

    GENERAL DEFINITION

    Reporting to the Corporate & Continuing Education Director of Operations, the Cyber Program Manager (PM) will help with all or parts of implementing Cyber 500 allocation activities supporting cyber programming and classes to reach full-time equivalent student goals by the end of the allocation year FY 24-25.

    The Program Manager will manage all aspects of the allocation to include activity tracking, marketing, events, conferences, student engagement activities, enrollment/registration, product knowledge, product/program sales, etc. The PM will ensure proper reporting to the State Board of Community Technical Colleges. The PM will ensure project stays on time and within identified parameters while implementing and evaluating project/program effectiveness. This position will work collaboratively with other areas of cybersecurity instruction within the district and community as needed for resources and expertise.

    This is a full-time contract position with an anticipated end date of June 30, 2025, as long as program goals are met. This position is located in Spokane, WA.

    CHARACTERISTIC DUTIES AND RESPONSIBILITIES

  • Serve as the main point of contact for Cyber/IT-related trainings/classes, instructors, community partners, businesses, key stakeholders, etc.
  • Work with Community Colleges of Spokane (CCS) Marketing, Corporate Training & Communications Commerce Specialist, and key stakeholders on marketing plan, strategies, and implementation.
  • Plan and execute meetings, events, and conferences to promote programs. Attend meetings/working groups with industry to support/promote program growth.
  • Recruit, screen, and place program adjuncts, volunteers and resources.
  • Conduct research and curriculum development for new classes and programs in response to industry demand, corporate clients and community need. Include online technology to increase efficiencies where applicable.
  • Work in conjunction with faculty and support staff regarding industry standards.
  • Create and manage CANVAS courses online.
  • Manage Cyber 500 Program budgets, report budget to Director of Operations monthly, or as requested.
  • Use Outlook, Word, Excel, OneDrive, and online software to provide accurate monitoring and tracking of all students. Keep student files to document attendance and exam pass rates, as applicable. Submit required reports on time to maintain contract funding eligibility.
  • Track contract progress, and provide visibility to cost, schedule, and performance.
  • Independently evaluate processes, identify problems, evaluate staff roles/responsibilities and develop process improvement strategies to enhance the delivery of programs and efficiency of department.
  • Implement short and long-range plans to meet program needs. Plan milestones and outcomes, and work to ensure successful contract completion.
  • Utilize project management techniques and change initiative principles to ensure the successful implementation of programs.
  • Create documentation and procedural manuals.
  • Model professional decorum and mutual respect in all personal interactions.
  • Comply with district policies, procedures and directives, state and federal regulations, orders and statutes and collective bargaining agreements.
  • Support and advance the CCS strategic plan, and perform other duties as assigned.

    REQUIRED COMPETENCIES (MINIMUM QUALIFICATIONS)

  • Bachelor's degree in Business Administration, Human Resources, Marketing, Communications, Public Administration, Vocational/Technical Education, or closely related field from an accredited institution. Or an equivalent mix of education and experience that demonstrates the candidate meets all competency requirements for this position.
  • Two (2) years or more of program budget management experience.
  • Experience using Microsoft Office products, including word processing, graphics, statistical, spreadsheet and database functions.
  • Understanding of Information Technology, Information Systems, and/or Cybersecurity programs or field.
  • Ability to maintain confidentiality.
  • Ability to multi-task and meet numerous project deadlines.
  • Attention to detail regarding student records, reporting data, data input.
  • Ability to re-prioritize work based on workload and varied needs of CCS students, faculty, staff and administration.
  • Excellent oral and written communication skills.
  • Ability to work with diverse populations.
  • Acceptance of the responsibility to promote the welfare and best interests of students at all times.
  • A demonstrable understanding and acceptance of the mission, values, goals and objectives of CCS.

  • PREFERRED COMPETENCIES (DESIRED QUALIFICATIONS)

  • Master's degree in Business Administration, Human Resources, Marketing, Communications, Public Administration, Vocational/Technical Education, or closely related field from an accredited institution.
  • Grant or contract implementation experience.
  • Awareness of Family Educational Rights and Privacy Act (FERPA) regulations, and knowledge of processing admissions, registration, and transcripts.
  • Experience working in Information Technology, Information Systems, or Cybersecurity business or program.
  • Two (2) years experience in program development and corporate outreach.

    TOTAL COMPENSATION WITH BENEFITS : $83,837-$93,337.

    Total compensation is an estimate based upon adding the following amounts together:

  • Base compensation of $62,202-$70,314, P lus

  • The actual total will vary depending upon each employee's enrollment choices.

    Person hired must be able to provide acceptable documentation of U.S. Citizenship or lawful authorization to work in the United States. This is an absolute condition of employment.     This is a contracted, exempt management position. Medical, dental life and long term disability insurance benefits are provided as currently administered under the Public Employees Benefits Board; TIAA-Cref retirement plan. Vacation leave accrues at the rate of 14.67 hours per month (22 days per year) and sick leave accrues at the rate of one (1) day per month, effective upon employment. (For positions that are less than full time, leave accruals will be prorated to the percentage of the position.)
