The Royal College of Surgeons in Ireland (RCSI) is a private, self-
financing, not-for-profit medical and surgical college headquartered in Dublin
(Ireland) with global reach through its overseas medical universities and
health care centres in the Middle East, the Far East and Africa. Since its
foundation in 1784, it has played a leadership role in Irish surgical and
medical education. Currently, it operates the largest Medical School in
Ireland and provides undergraduate education in Physiotherapy, Pharmacy, and
Nursing. In addition to Surgery, it also provides postgraduate training and
education in Radiology, Dentistry, Nursing & Midwifery, Sports and Exercise
Medicine, Healthcare Management and Leadership, and has an Institute of
Research.
About National Office of Clinical Audit
The National Office of Clinical Audit (NOCA) was established in 2012 as a
key enabler of clinical effectiveness which in turn is a key component of
patient safety and quality. The integration of best evidence in service
provision, through clinical effectiveness processes, promotes healthcare that
is up to date, effective and consistent. Clinical effectiveness processes
include guidelines, audit, and practice guidance. NOCA establishes and
maintains national clinical audits across several clinical areas including
intensive care, major trauma, hip fractures, arthroplasty, and mortality. NOCA
is funded by the Health Service Executive (HSE) Office of the Chief Clinical
Officer (CCO) and operationally supported by the Royal College of Surgeons
in Ireland. The purpose of NOCA national clinical audits is to improve the
quality of care provided to patients and to improve their outcomes.
About the Potential Donor Audit
Organ Donation Transplant Ireland (ODTI) is the competent authority
responsible for the oversight of donation and transplant services in Ireland.
A key national objective of ODTI is to increase the availability of organs for
transplantation in Ireland. Commissioned by ODTI, NOCA completed a feasibility
study in 2021 to ascertain the need for a national clinical audit of organ
donation practices. A pilot of data collection across 6 sites was completed in
2022. NOCA is now commencing the national implementation of the Potential
Donor audit (PDA).
About the role of Audit Manager
NOCA are seeking to recruit an Audit Manager to support and manage the
implementation of the PDA with the support of the PDA Clinical Lead and the
PDA Governance Committee in collaboration with ODTI.
Specific duties
Audit Management
Supporting the audit team with day-to-day audit support and management
tasks
Work with the audit clinical leads, audit development manager, PDA working
group and governance committee
Support and collaborate with hospital-based Organ Donation Nurse Managers
(ODNMs) for audit promotion, data collection and quality improvement
Develop and deliver programme for audit with clearly identified
deliverables
Support hospitals with data quality and data validation reports
Lead and promote quality improvement initiatives or PDA at the audit level
Support the development of hospital audit governance committees to use the
PDA data to drive improvements
Manage day to day hospital queries related to the audit
Organisation of the governance committee meetings
Lead the planning, writing, design, of data for reports including the
national report, summary report, quarterly reports, data access requests
and research requests. Liaise with the NOCA data analytics team for data
analysis
Ensure adherence to NOCA best practice policies and procedures
Present on the audit at relevant conferences, meetings, association
meetings
Lead ongoing developments in the audit
Support research
Ensuring audit compliance with information governance requirements,
legislation, HIQA information standards and NOCA PPGs
Member of relevant committees related to the audit
About the person
Qualification
Minimum level 8 NFQ qualification in relevant discipline or equivalent
professional training combined with relevant experience (e.g. Medical,
Nursing, Pharmacy, Health and Social Care professions). Level 9 desirable
Essential experience, knowledge, competencies, attributes
Postgraduate clinical experience
Experience in project and change management
Experience in clinical audit and quality improvement initiatives
Experience in developing and delivering training programmes
Strong working knowledge of MS Office suite or similar
Good understanding of GDPR (General Data Protection Regulation) and
implications for national data collections
Track record of building positive relationships with relevant stakeholder
including clinical, technical, and patient groups
Strong communication skills (verbal and written) to engage with all
stakeholders
Access to appropriate transport to fulfil the requirements of the role
Flexibility in relation to working hours to fulfil the requirements of the
role can shift focus when required as well as the ability to prioritise
conflicting demands to meet deadlines
Desirable experience, knowledge, competencies, attributes
Experience in public speaking at events and conferences
Knowledge HIQA information standards
Experience of working in organ donation or a critical care environment
Understanding of research principles
Problem Solving Skills: Analytical and decision-making skill
Meticulous attention to detail, with excellent writing skills and
experience in writing of reports
Motivated: Displays a ‘can-do' attitude; demonstrate enthusiasm and
passion for the role
Ability to work as part of a team: co-operative and patient; shares work
and information
