DUTIES
The People and Culture Advisor has a pivotal role at Thompson Rivers
University (TRU). As a trusted HR professional, the People and Culture
Advisor serves as the main point of contact for human resources and labour
relations issues within their assigned portfolio. The People and Culture
Advisor works closely with leaders at all levels, including management, Deans,
Directors, and Vice-Presidents across the university, to provide strategic
employee and labour relations perspective, advice, guidance and support in a
way that aligns with the university's values and promotes the desired culture.
Reporting to the Director, HR Strategic Partnerships, the People and Culture
Advisor collaborates with the People and Culture team and others across the
university to develop consistent practices and systems that reflect best
practices and align with and support the university's strategic direction to
provide exceptional employee experiences.
As a People and Culture Advisor, your attention to detail, approachability,
and deep understanding of human resources will be crucial in developing a
sense of TRU's strategic objectives and a comprehensive understanding of the
assigned portfolio, supporting them in achieving their goals. Along with your
own learning and growth, you support the growth of other team members by
providing training, mentoring and orientation.
This position is ideal for an HR professional who thrives in a dynamic,
collaborative environment, is proactive, possesses excellent interpersonal
communication skills, and can build effective strategic relationships while
adapting communication styles to various circumstances.
MAJOR RESPONSIBILITIES
Provides HR leadership advice, recommendations and support at all
organizational levels regarding employee and labour relations.
Provides trusted advice regarding the application of collective agreements
and organizational policies and practices.
Collaborates with managers and union representatives to address issues and
find traditional and innovative solutions, taking into account past
practices, best practices, and the common interests of all parties while
upholding the integrity of the relevant collective agreement.
Works collaboratively with the People and Culture team, operational
departments and unions to resolve grievances and labour management issues.
In partnership with leadership, assesses and evaluates operations and
identifies opportunities for improvement, developing workforce plans that
meet the organization's short and long-term resource needs.
Collaborates with leaders in the assigned portfolio to advise on
departmental structure, roles, job descriptions, and the job evaluation
process.
Conducts reviews of sensitive and complex situations and fact-finding
meetings, as well as prepares, coaches, and supports management to address
complex issues.
Conducts preliminary investigations into complaints of harassment,
conflict of interest, professional misconduct, discrimination, etc., in
accordance with established processes and procedures.
Ensures recruitment and selection practices comply with collective
agreements procedures, connecting leaders with organizational resources.
Advises and coaches portfolio leaders on effective performance and
development planning and supports the process by providing relevant
training and practical tools.
Connects departments with learning and development programs to support and
build individual and organizational capacity.
Administers compensation programs to ensure they comply with collective
agreements and provide consistency and internal equity by placing
employees on salary scales.
Facilitates transactions such as approvals for postings, recruitment and
hiring, using the HRIS system, and reviews and approves confidential
correspondence based on established standards.
Acts as a change agent in partnership with organizational leaders to
implement new practices, programs, tools and organizational and
departmental changes that are aligned with TRU's strategic goals.
Participates in and leads related special projects as assigned.

QUALIFICATIONS
REQUIRED KNOWLEDGE/SKILLS
Education:
An undergraduate degree in an area of HR and/or Business, combined with
four years of recent experience in HR, preferably in a multi-unionized,
public-sector environment
A professional designation (CPHR) is preferred
