DUTIES
Reporting to the AVP Strategic Enrolment & University Registrar, the Manager,
Strategic Enrolment Initiatives works in a leadership, coordinator,
facilitator, and individual contributor role on a broad range of special
projects and ongoing initiatives to advance TRU's Strategic Enrolment
Management (SEM) plan and enrolment objectives relating to student
recruitment, retention, and success. The Manager is a key contributor in
building and maintaining the SEM plan, designing and implementing new projects
and initiatives, identifying and addressing existing processes, policies, and
procedures that require change to better serve students, and interpreting
market and enrolment trends to identify challenges and opportunities. The
Manager is a member of the leadership team for the division of Enrolment
Services and collaborates with academic units and various other service units
across multiple campuses and Open Learning on projects and initiatives ranging
from those limited in scope to those that are pan-institutional. The Manager
exercises a high degree of professional judgement with delegated authority on
matters pertaining to strategic enrolment planning, implementation, and
analysis.
Major Responsibilities
In consideration of the many pathways students take into and through
postsecondary education, identifies how the distinct needs of different
audiences can be best accommodated through policy, processes, service
delivery, and supports, specifically regarding, but not limited to,
systemic and personal barriers faced by under-represented groups
Works with Enrolment Services teams and other service units to gain and
maintain a strong understanding of various operating processes and
procedures and how those impact student enrolment and academic outcomes
from a SEM perspective
Analyzes and interprets enrolment data and other forms of research to
identify challenges and opportunities in relation to student recruitment,
conversion, retention, and achievement
Develops and leads the implementation of SEM projects and initiatives to
address challenges and pursue opportunities, including managing project
timelines, deliverables, and change management plans, in collaboration
with service team leaders
Facilitates multiple departments working collaboratively to optimize
shared processes and streamline operations in alignment with SEM goals and
objectives
Works with leaders and managers across Enrolment Services to evaluate the
operational effectiveness of, and redesign as needed, existing processes
and procedures from a SEM perspective
Compiles and delivers reports, presentations, and proposals for SEM
projects and initiatives that address enrolment challenges and
opportunities
Proposes and manages SEM project budgets, often several at a time
Identifies, monitors, and reports on metrics and measures of success in
relation to strategic enrolment initiatives
Reviews institutional policies, and drafts changes as needed, to ensure
policies enable and support SEM goals and objectives
Prioritizes work based on where the most significant impacts can be gained
in relation to institutional and divisional values, goals, and objectives
Serves as a resource and an advisor to the Strategic Enrolment Management
Steering Committee and other institutional committees and governing bodies
Oversees consultant and contractor work as needed
Researches and evaluates new products, technologies, and sector
innovations to improve student experiences with services
Serves the division of Enrolment Services as a member of the leadership
team with respect to divisional strategic planning, budget planning,
supporting staff hiring, onboarding, training, development, and
engagement, use and allocation of space, physical and technological
infrastructure needs, etc.
Works closely with other stakeholders including but not limited to
Integrated Planning & Effectiveness, Open Learning, TRU World, Williams
Lake, Student Development, Marketing & Communications, Finance, Office of
the Provost, People & Culture, Facilities, Deans offices and academic
departments, as well as external stakeholders such as various BC school
districts, other postsecondary institutions, government, provincial and
national organizations, etc.

QUALIFICATIONS
REQUIRED KNOWLEDGE/SKILLS
The ideal candidate will be results-driven with extensive experience in a
post-secondary registrarial setting including a strong understanding of
Strategic Enrolment Management (SEM), knowledge of student information
systems, recruitment activities, application and admission processes, student
awards, financial aid, and integrated student service models. Specific
requirements include:
Bachelor's degree
Minimum of 5 years of progressive experience in a registrarial and/or
enrolment services environment
Extensive knowledge of and experience with Strategic Enrolment management
(SEM) planning and practice
Knowledge in project management methodologies; Project Management
Professional designation preferred.
Proven skill in leading projects and groups of people, examining
operations and procedures, formulating policy, and developing and
implementing new strategies and procedures
Demonstrated leadership skills
Excellent communication skills
Knowledge and experience with postsecondary application, admission,
financial aid, and registration systems, processes, and timelines
Strong interpersonal skills and the ability to work effectively with a
wide range of constituents across diverse communities
Proven ability to problem-solve and bring groups with competing priorities
and views to consensus/compromise/resolve
Experience with customer/student-facing provision of services at high
volumes
Knowledge and experience with enterprise systems including student
information systems
Ability to work collaboratively with internal and external partners
Tact and diplomacy
Demonstrated knowledge of Canadian and international education systems
Experience managing project budgets
Experience leading groups of staff in a unionized environment
Knowledge and understanding of the Freedom of Information and Protection
of Privacy Act (FIPPA)
