Work Arrangements
Regular hours of work are 8:30 am to 4:30 pm, Monday to Friday. The work may
involve situations requiring response outside of the normal work day
timeframe, and the manager is required to be on call, 24 hours a day, 7 days a
week, in case of emergency. Travel between various Douglas College's locations
will be required.

The Role
Under the direction of the Director, Safety, Security & Risk Management
(SSRM), the Manager, Campus Security Operations provides leadership to
the College in planning, developing and overseeing the College's security
program. The Manager develops and implements strategies, programs and
initiatives to establish and maintain a safe environment for all persons on
all college campus locations. The Manager organizes, directs and coordinates
the activities of campus security operations, which includes contracted patrol
and security services, crime prevention programs, investigations,
communications, technology, reports and administration.
The Manager is responsible to develop and maintain security programming that
contributes to the quality and excellence of the College through the
protection of life and property and the preservation of peace and good order
on College campuses. The Manager directs and reviews the delivery of campus
security operations, identifies and addresses future security requirements,
determines major security initiatives and optimizes campus public safety and
security. The work may involve situations requiring response outside of the
normal work day timeframe, and the Manager is required to be on call, 24 hours
a day, 7 days a week, in case of emergency.
Responsibilities
The Manager, Campus Security Operations is accountable for:
Leading the campus security operations in proactive development and
enforcement of cost effective safety and security programs to address the
unique issues facing the Douglas College community.
Ensuring effective security service delivery at all campuses through a
visible and responsive security presence, effective interactions between
security personnel and students, employees and the public on campus, and
consistency of security programs across all campuses.
Determining and implementing major security initiatives, and participating
in initiatives of the SSRM Department at the Director's request.
Developing security related policies and procedures.
Working collaboratively with administrators, staff, faculty and students
to develop, implement and maintain services that are responsive to the
community's needs and are in keeping with the College's strategic
objectives.
Developing strategies for reducing crime and enhancing safety and security
through preventative measures including awareness campaigns and safety
orientations and training.
Providing advice, consultation and information to College students and
employees with respect to safety and security matters.
Liaising with external agencies and organizations including the police of
local jurisdiction, and municipal, provincial and federal regulatory
agencies to ensure that the College's security programs are in alignment.
Keeping the Director, SSRM apprised of all criminal, security and/or
safety issues.
Overseeing security related technology, including security cameras and
access control systems to ensure they are working effectively and in
compliance with applicable College policies and BC Freedom of Information
and Protection of Privacy Act.
Reviewing security incident reports to determine problem areas on campus
relating to safety and security, recommending and implementing appropriate
solutions.
Conducting and/or overseeing investigations of security incidents, and
investigations of a sensitive nature, by identifying and interviewing
witnesses, complainants, respondents and other relevant parties.
Ensuring that evidence relating to an incident is identified, collected
and securely held.
Preparing investigation and evidentiary reports to support internal and
external bodies (i.e. police, crown prosecutors and compliance agencies)
in respect to internal and criminal investigations. May be required to
attend and give evidence in internal hearings and/or civil or criminal
proceedings, and provide guidance to other College personnel who may be
called as witnesses.
Conducting risk assessments of college buildings and operations and making
recommendations in relation to loss prevention and limiting liability
exposure.
Arranging high profile security coverage as and when required.
Invoking a “hold and secure” or “lockdown” procedure at a campus where
necessitated by a threat to campus security.
Providing safety and security orientation and related training to various
campus groups.
Providing a reporting system with respect to crime statistics, security
incident reporting, and ensuring the maintenance of security records in
compliance with related College policy.
Participating as a member of various internal committees and working
groups, including: Behaviour Intervention Team, Threat Assessment Team,
Critical Incident Response Team and Emergency Operations Centre.
To Be Successful in this Role You Will Need
Bachelor's degree in a relevant field of study, as well as advanced
training in areas such as crime prevention, threat assessment, and trauma
informed interviewing, or an equivalent combination of education, training
and experience
7 – 10 years of progressively responsible professional experience in
security service and program development, preferably within a post-
secondary setting
3-5 years' experience overseeing security teams
Keen attention to detail
Highly self-motivated and directed
Proven analytical and problem-solving abilities
Demonstrated ability to design and deliver personalized training to
administrators, faculty, and students as required in areas of
responsibility
Demonstrated decision-making capacity together with an ability to
prioritize campus needs and ensure effective decision-making within a
collegial environment
Excellent written, verbal and interpersonal communications skills together
with proven experience in resolving conflict
Demonstrated supervisory experience, preferably at a management level
Demonstrated experience in establishing and maintaining effective working
relationships with employees at all levels of the organization
Demonstrated ability to model professional, ethical and collaborative
behaviours consistent with the position
Team-orientated and skilled in working within a collaborative environment
Must hold a valid Security License and a valid B.C. driver's license
Successful police criminal records check
