Work Arrangements
This regular full-time position is available as of July 2, 2024. However, the
start date is flexible. Regular hours of work are 8:30am to 4:30pm, Monday to
Friday. Occasional travel between Douglas College locations as required.

The Role
Under the direction of the AVP, Institutional Effectiveness, the Manager,
Business Intelligence & Data Analytics is responsible for leading the
development of business intelligence tools that can support evidenced-based
decision-making throughout the College. These tools assist Deans, Directors,
Chairs, Coordinators, and Senior Management with decisions related to program
and unit reviews, program development, institutional performance, market
intelligence, and strategic enrolment management. The manager takes the lead
role in ensuring the College's databases are maintained such that the College
provides accurate data for reporting purposes. As well, the manager takes a
lead role in all government compliance reporting at the College, either
conducting or delegating submissions to appropriate personnel. The manager
also conducts complex research studies for the Institutional Research &
Planning office utilizing the College's student information systems. The
manager ensures information and analysis is published to the College community
and stakeholders.
Responsibilities
The Manager, Business Intelligence & Data Analytics is accountable for the
following:
Proactively develop business intelligence tools utilizing College and
provincial datasets that assist all levels of management within the
College with evidenced-based decision-making such as conducting focus
groups with Deans/Directors to aid in the development and refinement of
these business intelligence tools.
Lead and coordinate the College's internal and central data warehouse
initiatives, including managing the submission of data derived from
operational systems, querying the databases, and liaising with operational
departments and information technology personnel.
Train other managers, as necessary, to increase the internal capacity of
the Institutional Research & Planning office to meet government compliance
reporting requests.
Ensure the production of annual or recurring datasets such as key
performance indicators and quick facts based upon data derived from
Banner, Ministry, and other internal or external data sets.
Perform ad-hoc database queries and research projects (based on data
derived from Banner, Ministry and other internal or external data sets),
especially in support of strategic enrolment management and program and
service evaluation. Bring potentially critical issues and findings to the
attention of senior decision-makers, as well as conduct confidential
studies in response to requests from others.
Meticulously examine and review tables within the internal central
warehouse to identify potential differences and ensure data standards
adhere to current government and College data definitions and standards.
The Manager, Business Intelligence and & Data Analytics may provide support
for the following duties contained in the Institutional Effectiveness office,
as required:
Conduct primary and secondary research about the College and its
operational environment, and provide advice and assistance to others
conducting such research. Identify critical data for educational and
operational policy formulation and decision-making, analyze it for
relevance and trends, and present conclusions to appropriate audiences.
Represent the College on provincial committees. Establish and maintain
effective working relationships with a variety of employees at all levels
within the College, at other post-secondary institutions, and within
government.
Apply social science research methods such as designing and administering
confidential and non-confidential surveys, and using
statistical/quantitative analytical techniques. Manipulate confidential
and non-confidential data using a variety of tools, and analyze and
summarize the resulting information. Ensure excellent technical services
are provided, including quality-assurance techniques.
Identify needs, provide analysis and interpretation of a variety of
confidential and non-confidential information, and make recommendations as
required.
Communicate, both orally and in writing, information of a complex,
technical, or sensitive nature accurately, concisely, at an appropriate
level, and in an appropriate format. Effectively respond to, and
anticipate, the information needs of middle and senior management.
To Be Successful in this Role You Will Need
Established professional credibility as evidenced by a Master's degree in
Social Sciences, Statistics, Computing, or other relevant field; an
equivalent combination of education, training, and experience may be
considered;
Minimum 7 years of experience in post-secondary education or equivalent
experience in a related research public sector environment;
Knowledge of relational database design, data warehousing, and proficiency
in querying databases in an Oracle environment using such tools as SQL,
TOAD, MS Access, and Oracle Discoverer;
Demonstrated competence in office, spreadsheet, statistical, and research
software such as SPSS and Excel as well as data visualization software
such as Tableau or Power B.I.;
Demonstrated ability to work both independently and as part of a team,
with limited direct supervision;
Able to establish priorities in a changing or ambiguous environment,
modify work plans effectively, and work on multiple projects concurrently;
Excellent organization skills and ability to establish and meet deadlines.
Experience in project, administrative, and change management;
Demonstrated ability to apply critical thinking;
Highly self-motivated and directed;
Exercise sound judgement on issues of a sensitive, confidential, or
contentious nature;
Experience in a supervisory capacity would be an asset;
Experience with student information systems such as Banner is required;
Commitment to a respectful, team-orientated collaborative work
environment. Must be able to deal with sensitive issues with tact and
diplomacy.
