DUTIES

OVERALL PURPOSE General Accountability: The Manager is responsible, all accounts payable functions related to the balance sheet including payroll entries. Additionally, they are responsible for the development, daily maintenance, integrity, and operations of a diverse range of systems. The Manager provides strategic direction, supervision and leadership within the Accounting Function. The primary focus of this position is to oversee the day-to-day operations of the accounts payable functions and banking functions, provide employee-focused service and a primary contact for departments with the University for all vendor payments and employee reimbursements. In conjunction with the Director, Finance, the Manager is responsible for development and implementation of internal controls as well as processes to ensure integrity and accuracy of the financial accounting systems (particularly in the areas of the accounts payable and banking function) while maintaining a high level of customer service for the University's internal and external customers. They will also be responsible for project implementation or to assist so other departments can complete projects.

Organization and Structure: The Manager, Accounting reports to the Director, Finance and has direct supervision of the accounts payable processing, the banking function, and the transactional accounting of the Finance Department.

This position is an integral part of the senior Financial Services team and works collaboratively with all Directors and Managers in the team to achieve the strategic and operational goals of the Financial Services division and the University. Specifically the team is responsible for the full scope of financial services and will work together to prepare financial statements, analysis, internal and external reporting, review and implement new systems, business processes, procurement, warehousing and internal controls.

Nature and Scope: The Manager is responsible for providing analysis, advice and business support to all levels of management including financial analysis, variance analysis, reporting, collective agreement application & interpretation and ensuring compliance through current knowledge of applicable tax and payroll legislation and regulations specifically as it pertains to GST and PST.

The scope of this position includes ongoing assessment and streamlining of services provided to all staff that require the services of the Financial Services department, however, the primary group will include: Employees and Managers.

MAJOR RESPONSIBILITIES

  • Responsible for the daily operational functions and the long-term planning for the accounts payable and banking functions and services to ensure congruency with TRU's vision and the achievement of the Financial Services Division goals and objectives.
  • Establishing work plans, performance standards and priorities used for motivating, training, directing, and evaluating staff that establish and maintain an employee-focused approach in the delivery of the accounting function services throughout the TRU community.
  • Responsible for the supervising, directing, hiring, terminating and evaluation of staff.
  • Oversees and is responsible for the University's Accounts Payable function including payments to TRU employees, students and vendors by working collaboratively with the various other departments including Payroll and Procurement Services.
  • Responsible for ensuring staff perform collection, timely remittance, and reporting of all regulatory items, including but not limited to: GST and PST.
  • Ensures compliance with applicable laws, government regulations, professional practice, labor standards, collective agreement compliance, and commodity tax legislation and regulations.
  • In conjunction with the Director, Finance, review, develop, monitor and amend systems procedures and business processes to ensure internal controls are appropriate, functional and operational.
  • In conjunction with the Director, Finance and the Financial Services team responsible to review and improve business processes and streamline transactional processing.
  • Collection and analysis of data to enable monitoring and forecasting of expenditures for all members of management and external reporting requirements
  • Acts as the main contact and liaison for employees, managers, Human Resources, and external agencies to resolve payroll, benefit and accounts payable related issues and concerns.
  • Responsible for assisting Financial Reporting in the annual preparation of Financial Information Act report as well as the annual yearend financial statements
  • Oversight of T4A production and ad hoc reports
  • Investigate and facilitate best practice methodologies for TRU by providing tools to enable self-sufficiency and operational efficiency.
  • Establishes key performance indicators and benchmarks that are consistent with other universities and public sector operations.
  • Assists in the preparation and review of financial statements, reports and other items including monthly, quarterly and year-end working papers, continuity schedules and other reports.
  • Ensuring the maintenance of historical Accounts Payable and banking record archives in compliance with legislation and TRU policy.
  • Other duties, reports or assignments as delegated or assigned.

    QUALIFICATIONS

    REQUIRED KNOWLEDGE/SKILLS Qualifications and Experience:

  • Canadian professional accounting designation, CPA.
  • Minimum 5 years managerial experience in a complex computerized accounting environment.

  • Demonstrated ability to supervise, lead and motivate staff to achieve goals.
