Responsible for the administration and management of all aspects of the GEAR UP program to include budget, personnel, implementation, and evaluation to ensure grant objectives are met as required by the U.S. Department of Education.

Description of Duties

• GEAR UP is a 7-year federal grant funded from 9/26/2017 to 9/25/2024.

• This is the 7th year of the grant and will support the GEAR UP cohort in the first year in college.

• Plans, directs and executes a project management plan to satisfactorily meet all objectives and sub-objectives of the grant requirements. • Develops short and long-range plans, budget requirements and documentation for assigned area. • Responsible for managing the programs budget and ensures all project related expenditures are compliant with the Federal Office of Management and Budget Circulars, university fiscal policies, and grant objectives. • Responsible for Grant writing to supplement and expand current program services. Complies with dollar for dollar match or in-kind contributions to the projects as required by the U.S. Department of Education. Provides leadership and management of the GEAR UP program within Brownsville ISD, Edinburg CISD, and La Joya ISD serving over 3,900 students. • Manages grant internal and external evaluation protocols such as evaluation framework, data collection, statistical analyses, survey services, and data base management. • Collaborates closely with grant partners to coordinate project services for students, parents, and teachers as outlined in the grant. • Executes contracts with grant partners following university established procurement processes. • Plans and executes professional development opportunities for project based staff and teachers to support grant objectives and build staff capacity. • Seeks and establishes GEAR UP partnerships with business, community and school entities to meet grant objectives. • Hires, supervises, trains and evaluates staff in all GEAR UP positions. • Develops and implements training procedures, standards, department guidelines, handbooks, forms, etc. to effectively manage all aspects of the grant. • Collaborates with university administration, faculty, and staff to provide college readiness services to grant students on the university campus(s). • Submits Annual Performance Report to the US Department of Education and creates a variety of reports for project stakeholders on a monthly, quarterly, and annual basis. • Attends local, state, and national conferences to showcase grant initiatives and to expand knowledge to support the implementation of the grant. • Performs other duties as assigned.

Master's degree in Education or related field from an accredited university.

Required Experience

Five (5) years of demonstrated experience in managing federal programs, and demonstrated leadership success in K-12 programs. Demonstrated experience working with the target population of grant.

Equipment

Use of standard office equipment. Personal vehicle for travel to remote sites on a frequent basis to establish the grant and to provide follow up support to campus staff, students, teachers, and parents.

Working Conditions

Needs to be able to successfully perform all required duties. Office Environment; some travel and weekend work is required. Exerting up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects.

Exceptional planning and organizational skills. Excellent verbal and written communication skills including writing reports and making effective presentations at meetings and/or conferences. Demonstrated ability to design, organize and coordinate complex projects and to work effectively with faculty, staff, students, administrators and others in secondary or higher education. Ability to meet deadlines and reporting requirements. Strong interpersonal skills and ability to build and cultivate relationships with a diverse group of constituents. Established experience in oversight of a multi-million dollar budget. Willingness to go above and beyond to contribute to the success of a dynamic team committed to a new project.
