Job Description GENERAL DESCRIPTION

The Campus Operations Manager (COM) reports directly to the Vice Chancellor for Finance and Administration and oversees ASU-Beebe Heber Springs Campus operations, collaborating with all departments and personnel to foster a safe, welcoming, and efficient learning environment. This role manages budgets, facilities, events, and campus resources; supports recruitment, enrollment, and student activities; serves as the campus Title IX investigator; and builds relationships with community partners and stakeholders. The position also leads process improvements, ensures regulatory compliance, addresses student and employee concerns, and collaborates across departments to support institutional goals and enhance campus effectiveness. The position directly supervises 2 staff members.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Promotes a positive work experience for staff and students by maintaining and promoting a campus climate that encourages staff communication, interaction and problem solving.

2. Initiates community outreach activities to enhance community engagement with campuses.

3. Develops and maintains internal and external relationships; participates in a variety of meetings,
committees, task forces, and other related groups to communicate information regarding services, programs, areas of opportunity, and other information; represents the campus on committees, advocacy groups, and civic groups.

4. Manages and oversees assigned staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.

5. Manages the implementation of internal operations for the campus, which may include: planning, coordinating, administering, and evaluating programs, projects, processes, procedures, systems, standards, and/or service offerings; ensuring compliance with Federal, State, and Local laws, regulations, codes, and/or standards; coordinating activities between multiple service areas; and working to integrate and coordinate service areas.

6. Develops and implements project plans; troubleshoots project plans and implements solutions; evaluates program and project performance.

7. Prepares, reviews, interprets, and analyzes a variety of complex and multi-faceted information, records, data, forms, schedules, calendars, surveys, and reports; makes recommendations based on findings.

8. Assists the Vice Chancellor for Finance & Administration in the preparation and administration of a budget, including grant and capital equipment budgets if applicable; prepares cost estimates for budget recommendations; submits justifications for budget items.

9. Identifies and leads collaborative process improvement activities to gain efficiencies and productivity within the assigned campus and for the college as a whole.

10. Coordinates and supports student activities on campus. 

11. Serves as Title IX investigator on assigned campus.

12. Investigates and responds appropriately with student and staff complaints and concerns.

13. Coordinates and supports academic, recruitment, and enrollment functions by providing collaboration as needed and maintains relationships with high school officials.

14. Coordinates graduation events as needed.

15. Manages all internal and external requests made of the campus regarding meeting space and campus resource availability.

16. Supports the work of campus-based and non-campus-based personnel.

17. Performs or coordinates building open or lock-up, as well as the resolution of minor building maintenance/service in the absence of the custodial/maintenance staff as needed.

18. Coordinates with campus security to ensure the personal health and safety of students, faculty and staff, and all guests on campus as well as preserving and protecting campus equipment and infrastructure.

  • Bachelor’s Degree
  • 3 years of Higher Education Experience
  • 3 years of Supervisory Experience
  • Or equivalent combination of education and experience
