Applications are invited for appointment as Assistant Director of Estates
(Capital Projects) in the Estates Office (Ref.: 524607), to commence as
soon as possible, on a two- or three-year fixed-term basis.
Reporting to the Director of Estates, this Assistant Director will act as the
Project Director of the Pokfield Campus Development and other relevant capital
projects as appropriate and overseeing the project management and delivery of
the project in over-expected quality, within time and with rigid cost
management and control. He/She will lead and manage a project team of
professionals and managing the performance of the consultants and contractors,
and under his/her leadership to perform duties successfully, professionally
and collaboratively.
The appointee will be responsible for the overall project management of the
project and is expected to perform professionally to complete the tasks,
including but not limited to:
To act as the Project Lead and professionally and critically managing the performance and progress of works of contractors and devise an effective project management system for close monitoring and quick action plans, responsible for timely reporting to the Director of Estates and senior management on any potential risks of the project and the proposed action items;
To oversee the overall site management and planning, deriving effecting site safety and quality management strategies and driving the project team and contractor to achieve expected standard;
To oversee the overall design management and provide professional solutions and advice on all design matters, including but not limited to design feasibility studies, master planning proposals and detailed design proposals;
To act as key leader in stakeholders' engagement and management, understanding stakeholders' requirements, conduct effective communication and coordination, and to deliver the project successfully to the stakeholders' expectation and satisfaction;
To oversee the management of consultants team and to ensure proper delivery of services by the consultants within time and up to the expected standard of the University;
To work closely with the Finance and Enterprises Office on all project finance matters and to oversee and manage the projects expenditures, provide professional advice on risk management and devise contingency plans;
To act as a key coordinator with government officials and external parties, and to work closely with other offices on all public relationship matters and manage the relationships with both internal and external parties;
To lead the team in driving of excellence in quality and zero-tolerance in safety, while adhering to the overarching goals of keeping the project on time and budget within the signed-off scope.
Qualified candidates should possess the following qualifications, experience
and personal attributes:
Relevant postgraduate and professional qualification in Engineering,
Construction, Architecture or related disciplines with at least 15 years'
relevant post qualification experience, and full membership of HKIE, HKIA
or similar professional bodies;
Solid hands-on experience in large scale development project management
and delivery, experience in large scale projects of complex geotechnical
design preferred;
Experience of leadership and management of a wide variety of professional
and support staff in complex organization and in multi-location
environment;
Proven experience in senior leadership capacity in managing complex
capital projects with varying scope and multiple stages of completion;
Possess assertive and collaborative skills capable of maintaining momentum
of the project and driving it to successful conclusion in a professional
and politically sensitive manner;
Capable of financial/risk management with experience in overseeing the
project budgetary control and expenditure, and establishing high level
effective relationships across the organization and with a range of
external organizations and stakeholders;
Experience in managing government funded capital construction projects or
government subvention projects is a plus;
A self-starter and self-motivated team leader with a strategic vision and
the capacity to execute upon that vision without significant supervision;
Strong leadership, multitasking, analytical, organizational, time
management, critical problem-solving skills and capability to work under
pressure; and
Excellent command of written and spoken English and Chinese.

A highly competitive salary commensurate with qualifications and experience
will be offered, in addition to annual leave and medical benefits. The
appointment will attract a contract-end gratuity and University contribution
to a retirement benefits scheme, totalling up to 15% of basic salary. Housing
