JOB SUMMARY

This position is responsible for directing the university's Upward Bound/TRIO program.

MAJOR DUTIES

Directs day-to-day program operations to meet the goals and objects of TRIO Upward Bound grant. Writes and submits grant applications for funding as required by the US Department of Education. Compiles, completes, and submits the required TRIO Upward Bound Annual Performance Report. Manages fund balances in accordance with federal regulations. Interprets and implements federal, state and university rules and regulations. Establishes policies and procedures for implementation of grant required services to participants. Designs, coordinates and supervises all project components, including grade- appropriate curriculum and program, workshops, event programs, and summer camp and trip. Oversees assessment monitoring and implementation of services and activities. Informs target schools of program objectives, services and procedures; serves as liaison to target schools and community partners. Coordinates, schedules and assists with services to target schools. Develops and implements new curriculum and programs related to high school success, college readiness, career exploration, and life skills. Serves as primary contact for participants' parents. Maintains database of participant information. Attends required training seminars. Performs related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION

Knowledge of grant writing principles and standards. Knowledge of federal grant regulations. Knowledge of program services design and implementation principles. Knowledge of program evaluation principles. Skill in the delegation of responsibility and authority. Skill in the operation of computers and job related software programs. Skill in decision making and problem solving. Skill in interpersonal relations and in dealing with the public. Skill in oral and written communication.

SUPERVISORY CONTROLS

The Assistant Vice President for Student Affairs assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.

GUIDELINES

Guidelines include TRIO regulations, Cost Principles for Educational Institutions, grant requirements, and university policies and procedures. These guidelines require judgment, selection and interpretation in application.

COMPLEXITY/SCOPE OF WORK

The work consists of varied management duties. The variety of tasks to be managed contributes to the complexity of the position. The purpose of this position is to direct the university's Upward Bound Program. Success in this position contributes to the success of program participants.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position has direct supervision over Upward Bound Academic Coordinator, part time administrative assistant, and part-time summer employees.

MINIMUM QUALIFICATIONS

Knowledge and level of competency commonly associated with the completion of a master's degree in a course of study related to the occupational field. Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years' experience or service. Possession of or ability to readily obtain a valid driver's license issued by the State of Oklahoma for the type of vehicle or equipment operated.

Annual salary $49,008.00 with excellent benefits, including generous leave time.
