Position Overview
Primary Purpose of Position
This position serves as an employment consultant for all matters associated
with the recruitment, screening, and selection approval of SHRA and EHRA non-
faculty employees. A primary responsibility of this role will be to provide
professional consultation and training on recruitment policies, procedures,
and best practices to campus managers engaged in the process of hiring
employees in these classifications. This position will be instrumental in
building our professional and support staff workforce and maintaining
compliance to all federal, state, and university system employment policies.
This individual will be responsible for working closely with other HR Managers
and Consultants in Class and Comp and Employee Relations to ensure that
recruitment efforts align with the University's vision, mission, and strategic
goals.
The Talent Solutions Consultant will work with the Talent Solutions Manager
and departmental hiring managers in planning, developing, and implementing
recruiting strategies. This position will be responsible for the refinement of
hiring processes and work flows to support operational efficiency. The
position will collaborate with Talent Solutions team members to evaluate and
streamline processes and develop innovative recruitment strategies to create
diverse high-quality candidate pools based on current and future University
needs.
Primary Function of Organizational Unit
North Carolina Agricultural and Technical State University is a progressive
university offering fully accredited academic programs to over 13,000
students. The University has over 1,600 permanent, currently employed faculty
and staff. The University is engaged in a transformational process to become
an interdisciplinary University with ambitious goals involving expanding and
diversifying resources, globalization, and information technology leadership
and establishing partnerships throughout the state and community. The Division
of Human Resources provides comprehensive programs and services to support,
attract and retain high performing faculty and staff at the University, as
well as, to develop an interdisciplinary workforce to effectively serve the
University in support of its mission.
North Carolina A&T State University HR Talent Solutions Unit is comprised of a
team of recruiters (coordinating SHRA, EHRA non-faculty, Temporary, Student
and New Hire Compliance) for the university. The Talent Solutions unit is
being restructured to bolster hiring effectiveness and support the Vice
Chancellor in executing key HR initiatives. Talent Solutions provides services
and consultation to campus & community customers involved in the recruitment &
selection processes.
Work Hours 8-5pm, M-F Extended hours may be required during peak periods to
meet business needs.

Duties
The Talent Solutions Consultant serves as a knowledgeable consultant and
advisor to hiring managers throughout the University in the development,
implementation, and execution of effective recruitment and selection
efforts. Provides proactive recruitment consultation, advisement, and
assistance to campus to accomplish the strategic talent acquisition needs
of the University that is customer focused and contributes to a high-level
of organizational excellence. This role will include developing and
delivering relevant training/education for hiring managers in talent
acquisition and employment policy.
Partners with hiring managers and organizational leaders to determine
talent needs and plan effectively for current and future talent
acquisition. Maintains professional relationships with both internal and
external clients, services, and resources to ensure current and future
staffing goals are achieved.
Builds applicant recruitment sources, recruitment outreach strategies and
community partnerships by researching and contacting a wide variety of
resources and services including, but not limited to, community services,
colleges, employment agencies, recruiters, media, and internet sites.
Must apply an in-depth knowledge of HR policies, procedures, best
practices and their theoretical bases to advise on compliance issues and
to know when policy or procedural exceptions are allowable. Uses
negotiation to build consensus with managers on complex employment
policies of which they may not be aware. Explains sensitive compensation
disparities while maintaining complete confidentiality as necessary.
Thoroughly understands market (external) and internal pa equity issues
when consulting on hiring ranges.
Guides and coaches clients and co-workers to support evaluation and
resolution of the most complex operational issues, often in overlapping HR
program areas.
With every posting, assists hiring officials with developing their job
posting(s); consults on job advertisement needs; identifying job
criteria concerning the job description. Applies an in-depth knowledge of
SHRA career banding competency profiles and EHRA classifications (SAAO
and IRIT) when guiding hiring managers. Explains SHRA career-banded
classifications and associated pay bands/ pay factors. Conveys information
on EHRA classifications and salary ranges. Understands temporary
employment policies in order to suggest options in difficult recruitment
situations. Reviews interview questions and assists managers in developing
behavioral and competency-based questions when necessary. Provides advice
on how to develop appropriate work samples, and addresses questions and
concerns with completing hiring proposal and the submission of selection
documentation. Negotiates starting salaries, using state-defined salary
ranges, ongoing compensation guidance, and review of internal equity.
Provides counsel to university employees seeking to make job changes.
Provides counsel to
internal and external applicants as regards the hiring process – to include
hiring timelines; how to submit applications; and general information
associated with University employment. Assists applicants on navigating the
application process, including troubleshooting account access issues in
PeopleAdmin. Follows up on issues needing policy interpretation or system
improvements with the Talent Solutions Manager and responds to clients
promptly.
Required Competency Program/Project Administration
Duties
In partnership with university leaders, hiring managers, and/or HR
partners, develops and executes immediate and long-term recruitment
strategies to meet unit business objectives and needs. The Talent
Solutions Consultant searches for, identifies, recruits, and evaluates
candidates with the necessary combination of experience, education and
skills to fill the wide variety of professional and staff positions in
assigned divisions of the university. The Talent Solutions Consultant
serves as a recruiter in attracting prospective candidates to NC A & T in
support of advancing its mission, vision, and goals to recruit a diverse
and highly talented workforce. As a professional talent acquisition
consultant, the position manages job vacancies for positions, including
posting positions in the PeopleAdmin system and screening applicants. The
role includes researching and incorporating a variety of strategies for
applicant attraction including external advertising, networking,
conducting queries within resume databases, social media platforms, and
participating in local and regional job fairs. Identifies projects to
improve the process for managers, employees, and candidates. The Talent
Solutions Consultant must know established HR procedures and practices in
terms of client needs and strategic goals to achieve results. Must apply
knowledge of how internal and external priorities affect recruitment
strategies, challenges and cycles in order to improve recruitment
programs.
Develops effective recruitment plans by studying organizational plans and
objectives and meeting with relevant leaders. Designs and delivers
training for hiring managers on all applicable Federal and State
employment and hiring regulations and university procedures, including
developing tools for effective interviewing methods and understanding how
to access and use the PeopleAdmin system.
Works with hiring departments to establish job postings to attract
qualified candidates. Reviews job postings for accurate information and
grammatical errors. Drafts/edits ad copy for external advertisements, as
requested and/or necessary. Posts and monitors the status of vacancy
announcements in PeopleAdmin, verifies the budgets assigned to vacancies,
and determines appropriate hiring ranges.
Reviews, screens and refers applications based upon established State
minimum training and education requirements and established preferred
qualifications Reviews selection documentation for compliance with EEO/AA
policies and procedures, this includes all selection documentation,
telephone reference checks, initial competency assessment, interview
questions, and non-selection criteria. Works with hiring officials to
resolve non-compliance issues before approval of hiring proposal.
Initiates criminal background checks upon receipt of selection
documentation and review results. Checks for a successful background check
completion and directs any convictions to the Talent Solutions Manager;
verifying I-9 is completed and up-to-date in applicable system.
Consuls with Employee Relations Director as necessary determining
employment eligibility for candidates with confirmed criminal convictions.
Prepares employment offers under NC OSHR authorized salary administration
policies and guidelines or UNC System Office approved salary ranges.
Conducts and obtains necessary approvals for salary assessments to
determine compliant salary offers, extend job offers to selected
candidates, and complete hiring proposal workflows in PeopleAdmin.
Compares salary recommendations with the existing internal equity
structure. Consults with the Talent Solutions Manager before the approval
of salary exceptions. Communicates approved range of pay to hiring
officials and initiates all new hire/transfer processes.
Serves as a system administrator for the PeopleAdmin system, including
providing access and instruction of use to University hiring managers,
search committee members, and applicants; and troubleshooting issues in
order to provide problem resolution for system functionality. Incumbent
will complete PeopleAdmin certification training to help provide basic
user troubleshooting and support.
Develops metrics to ensure timely posting of jobs, filling of positions,
and onboarding of new hires. It will be the duty of the consultant to
check People Admin to ensure all selected employees were carried out to
completion and their entirety weekly. This includes, but is not limited to
Banner set up in PPAIDEN and PEAEMPL; completion of all applicable
employment forms; and set up of employment folder.
Presents auditing finds to the Manager of Talent Solutions bi-weekly.
Notifies Manager of Talent Solutions of any unusual trends (e.g.: high
turnover in specific classes, a large number of vacancies in a particular
department, declined offers in particular classes, inability to recruit
certain types of employees).
Required Competency Communication
Duties
Communicates verbally and in writing with supervisors, employees, and
applicants on the recruitment process for the University. Responsible for
providing factual and procedural information, in regards to all matters on
the recruitment and selection process of SHRA employees, to candidates and
hiring managers. Topics may include: how to obtain employment, procedures
for completing and submitting appointment paperwork, quotes for
advertisement ads, and other information.
Provides excellent customer service to applicants during all stages of the
application and selection process. Advises applicants of other openings
for which their qualifications would match the requirements.
Applies knowledge of email protocol and excellent grammatical skills in
all communications. Prepares written communication to the University of
North Carolina System office and/or Office of State Human Resources
(OSHR) for salary exceptions, when required.
Develops interesting presentation material for live workshops and online
training methods. Incorporates business language and uses policy and
procedural resources to ensure accuracy of communication.
Promotes and markets the attractiveness of working at NCA&T in all
communication. Persuades managers and candidates of the beneficial
outcomes of integrity in employment actions. Conveys sensitive information
appropriately, and understands others' reactions to messages that are
harder to accept when they are not the anticipated outcome.
