Job Summary:
The Safety Officer/Building Project Manager serves as the Safety Officer for
Jacksonville State University (JSU) and plans, develops, implements,
administers, coordinates training, evaluates and maintains programs in areas
of occupational safety, industrial hygiene, laboratory safety, hazardous
waste, and environmental protection necessary to ensure a safe and healthy
environment for students, faculty, staff and visitors, and to protect JSU
against loses. Additionally, the manager assists with campus building
projects, including: hazardous materials, capital construction and special
projects; supports the coordination of the construction process from the
conceptual development stage through post occupancy and warranty period, in a
timely and cost effective manner; aid in the organization, planning, bidding,
scheduling, and implementation of projects; and provide for safety of JSU
employees and the general public.
Duties and Responsibilities:
Develops and implements fire safety, occupational safety, environmental
safety, industrial hygiene, laboratory and biological safety compliance
programs in coordination with the Associate Vice President, Auxiliary and
Business Services and the Director of Public Safety. Safety compliance
programs include, but are not limited to, lock out/tag out, fall
protection, powered industrial truck operations, aerial lift operations,
personal protective equipment, fall protection, lifting/back safety,
hazard communication, blood borne pathogens, respiratory protection,
indoor air quality, hearing protection, and building ventilation.
Develops and coordinates appropriate training programs in all curricula
(including, but not limited to fire safety, environmental health,
occupational safety, industrial hygiene, laboratory and biological safety,
sexual assault) that meet regulatory requirements for students, faculty
and staff.
Executes reviews, inspections and audits of fire safety, occupational
safety, environmental safety, industrial hygiene, laboratory and
biological safety, document findings and report opportunities to further
advance a healthy and safe environment at Jacksonville State University.
Serves on the Jacksonville State University Safety Committee in an ex-
officio role.
Maintains, tracks and records the following activities at Jacksonville
State University:
Campus safety training for students, staff and faculty.
Chemical inventories for academic units at Jacksonville State University.
Chemical Hygiene Plans for academic units with a frequency indicated by federal guidelines.
Serves as the primary representative for Jacksonville State University
with local, state and federal regulatory agencies during external
compliance inspections.
Ensures Material Safety Data Sheets (MSDS) are available as defined by
federal guidelines and chemicals and other hazardous materials are stored
and disposed of properly.
Prepares documentation on health, safety, and security of laboratories and
studios for reports and applications for accrediting agencies such as the
American Chemical Society, National Association of Schools of Art and
Design, National Association of Schools of Theatre, and others in Academic
Affairs.
Develops and maintains a process for reporting incidents, safety concerns,
hazard complaints, injuries, near misses and non-compliance violations for
annual reporting and identifies areas of high injury, accidents and/or
non-compliance and develop safety remediation programs.
Attends professional development meetings and/or educational opportunities
to maintain training on contemporary topics in laboratory and biological
safety, industrial hygiene, environmental safety and occupational safety.
Interface with staff, faculty, administration, project architects,
engineers and general contractors to assist with building planning and
programming compliance, planning, construction documents, bidding,
construction, equipment bid package/acquistion/installation and post
construction issue management.
Other related duties as assigned.
Required Minimum Qualifications:
Bachelor's degree in engineering, industrial hygiene, industrial safety,
occupational health, industrial management, construction management or a
related field
At least four (4) years of applicable experience
40 Hour Hazwopper OSHA certification within 90 days of employment
Valid driver's license
Preferred Qualifications:
Master's degree in engineering, industrial hygiene, industrial safety,
occupational health, industrial management, construction management or a
related field
Professional certification or eligibility (e.g., CHMM, CIH, CSP)
At least five (5) years' experience at an institution of higher
education
Experience maintaining a chemical inventory using Environmental Management
System (EMS) software
In-depth knowledge of and skill in training staff and student lab
assistants in EPA and OSHA best practices
Experience conducting safety inspections and identifying and resolving
violations
