  • A call for applications is now open for the attribution of (1) research grant within the scope of the R&D project “Cognitive CMMS Cognitive Computerized Maintenance Management System”, with reference POCI-01-0247-FEDER-033574, co-financed by Fundo Europeu de Desenvolvimento Regional (FEDER), through the Operational Program Competitividade e Internacionalização (POCI), under the following conditions:

    Scientific Area: Civil Engineering or related fields.

    Recipient category: PhD students.

    Requirement for granting the fellowship:

    • The applicants may apply without prior registration in the course for which the fellowship is open. The requirement to enroll in a degree course or non- academic degree course will be verified on the date of contracting the fellowship.

    • Only fellowships whose selected applicants present a valid proof of enrollment in a degree course or non-academic degree course will be contracted, according to the type of the fellowship, issued by the academic services of the Higher Education Institution, indicating, respectively, the academic year or its duration (star and term).

    Candidates profile:

    Mandatory requirements:

    • Hold a Master in Civil Engineering, Sustainability of the Built Environment, or related fields;

    On the date of the respective hiring, candidates must prove enrolment in the following course:

    • PhD in Civil Engineering, Sustainability of the Built Environment, or similar.

    Preferential factors:

    • Knowledge and experience at the level of BIM-FM, either by previous academic work, or by proven professional experience;

    • Previous experience writing information requirements for BIM models;

    • Portuguese language proficiency;

    • English language proficiency.

    Applicants eligibility: Applicants must comply with the eligibility conditions laid down in article 9 of the Research Grants Regulation of the Portuguese Foundation for Science and Technology (2019).

    Workplan and objectives to be achieved: Activity to be developed cantered on the component of BIM modelling definitions and case studies. The main objectives and results to be achieved are as follows:

    • Updating the state of the art on the use of BIM methodologies in the context of Building Maintenance Management, with a particular focus on modelling rules;

    • Testing of BIM models and interoperability to establish modelling rules for passing information to the existing platform. Focus on the interaction with data from sensors and IoT networks, previously modelled / fed into the BIM model. This task will be carried out in coordination with the team of the “Centro de Computação Gráfica – CCG (https:// www. ccg.pt/)”;

    • Writing of BIM modelling rules manual for the context of the work to be developed in the Cognitive CMMS project. Metrics definition for automatic verification of compliance with the modelling rules (i.e. quality of models verification) upon import (implementation of these rules in software will be in charge of other members of the Cognitive CMMS consortium);

    • Application in pilot case studies, including the realization of BIM models. The works will be coordinated with another fellow from the same project in a collaborative way.

    Applicable legislation and regulations: Research Fellowship Holder Statutes, approved by Law no. 40/2004 of August 18, in its current version published by Decree-Law no. 123/2019 of august 28; Regulation of Scientific Research Fellowships of the University of Minho (RBIC), published in “Diário da República”, 2nd serie, no. 119, through dispatch no. 6524/2020 of 22-06-2020, ratified by ratification declaration no. 447/2021 of 22-06-2021 and Regulation of Research Studentships and Fellowships (RBI) of the Foundation for Science and Technology, I.P. - in force.

    Host/Contracting institution and scientific supervision: The workplan will be carried out in the Civil Engineering Department of University of Minho, Guimarães, in the Institute for Sustainability and Innovation in Structural Engineering, under the scientific supervision of the Professor Miguel Ângelo Dias Azenha e do Doctor José Luís Duarte Granja.

    Fellowship duration: The grant will take place for a period of 9 months, with a provisional starting date on October of 2021.

    Exclusivity regime: The grantee will perform the activities under exclusivity, as foreseen in article 5º of the Research Fellow Statutes and applicable regulations.

    Selection panel:

    • President: Professor Doctor Miguel Ângelo Dias Azenha, ISISE, University of Minho.

    • Effective members: Doctor José Luís Duarte Granja e Doctor Hélder Manuel Silva Sousa, ISISE, University of Minho.

    • Substitute members: Professor Doctor José Manuel Sena Cruz e Professor Doctor Daniel Vitorino Castro Oliveira, ISISE, University of Minho.

    The first effective member will substitute the President of the selection panel in case of impediment, being nominate the first substitute member in the place of the first effective member.

    Criteria and procedures for applications assessment and selection: The applications assessment will focus on the candidate's Merit, following evaluation criteria, valued on a scale of 0 to 5 points:

    Candidate's Merit – CM (100%):

    A) Academic path (considering the classifications of academic degrees), with a weighting of 60%;

    B) Personal curriculum (considering professional and scientific background), with a weighting of 35%;

    C) Motivation letter, with a weighting of 5%.

    The final classification of the candidate's merit will be obtained by the following formula:

    CM = (A×0,60) + (B×0,35) + (C×0,05)

    Candidates with a CM less than 3.5 points will be immediately excluded.

    An interview may be carried out to decide which candidate will be selected, which will be carried out at most to the four best ranked candidates based on the criterion “candidate's merit”. This selection interview will be carried out partially in English and partially in Portuguese to assess: (i) the mastery of these languages (30%); (ii) also evaluating the capacity for expression and critical sense (60%); (iii) motivation and sense of responsibility (10%).

    If the interview is carried out, it will have a weight of 30% in the final classification, and the Candidate's Merit (CM) will have a weight of 70% in the final classification.

    The academic degrees and diplomas documents, or their respective recognition when awarded by foreign higher education institutions are not mandatory in the application phase, being replaced by a declaration of honour of the candidate with the contents of academic results. The documents of academic qualification or respective recognition will be required in the contracting phase and must attest facts that occurred on a date prior to the application. In situations of divergence between the information contained in the declaration and the documentation submitted for contracting the grant, only the information contained in the latter will be consider. If the documents proving the ownership of the academic degree and diploma, or the respective recognition under the terms of Decree-Law No. 66/2018, of August 16, do not correspond to the classifications awarded in the evaluation of the academic path, which can change the candidate's ranking, the fellowship won't be contracted.

    Notes: Applicants with degrees obtained abroad must present proof of recognition of qualifications in Portugal and conversion of the final classification obtained in them to the Portuguese classification scale or declaration under the terms indicated in the previous point. Candidates who do not comply with one of these provisions, the selection panel will assign “0” in the grade of the graduation and/or master course. Candidates will be evaluated on the remaining parameters.

    Regarding the academic degrees and diplomas, the following should be noted:

    • In the case of a degree granted by a foreign higher education institution, and in order to ensure the application of the principle of equal treatment to candidates holding foreign and national academic degrees, it is mandatory to recognize the degree and convert the respective final grading to the Portuguese grading scale;

    • The recognition of foreign academic degrees and diplomas, as well as the conversion of the final grading into the Portuguese grading scale, can be requested at any public higher education institution, or at the Directorate- General for Higher Education (DGES, only in the case of automatic recognition). Regarding this matter, it is mandatory to consult the DGES portal at the following address: https:// www. dges.gov.pt;

    • Applicants with diplomas issued by foreign higher education institutions can submit an application and will be evaluated with the same criteria as candidates with diplomas issued by Portuguese institutions, if they present, in their application, proof of recognition of academic degrees and conversion of the final grading into the Portuguese grading scale under the applicable legislation;

    • In any case, the scholarships contracts with candidates with diplomas issued by foreign institutions will only be signed upon presentation of proof of recognition of academic degrees, as indicated above;

    • Only candidates who have completed the required qualification by the end of the application period will be admitted. If they do not yet have the official degree certificate, a declaration of honor from the candidate stating that he/she has completed the qualifications required by the end of the application period, will be accepted. At the time of the respective hiring the candidate must present the official degree certificate.

    Disclosure of results: The provisional results of applications, based in the selection panel minutes, will be send to the applicants by email.

    If case of unfavourable results, the candidates have a period of 10 working days to comment, if desired, in a prior hearing to interested parties, pursuant to articles 121 and 122 of the Code of Administrative Procedure (DL no. 4 / 2015 of January 7th).

    Complaint and appeal procedures: The final results of the evaluation will be sent by email to all applicants, enclosing for that purpose, the minutes of the selection panel deliberations.

    The selected candidate must inform its willingness to accept the grant, in writing. In case of rejection, the fellowship will be awarded to the next candidate in the ordered list of applicants.

    The ordered applicants on the final ranking list will be placed in a reserve list which is valid for a period of three months.

    The final decision can be contested within 15 working days, by sending to the President of the selection panel the corresponding claim. Interested parties may also submit an optional hierarchical appeal, addressed to the Pro-Rector for Research and Projects, Professor Filipe Vaz.

    Applications must be formalized by sending an application letter with the following documents:

    • Identity Card/Citizen Card/Passport/Residence Permit;

    • Applicant's Curriculum Vitae, in Portuguese or English;

    • Certificates of qualification of the academic degrees held, specifying the final grade and, if possible, the grades obtained in all subjects taken, or, alternatively, the applicant's declaration of honour that he completed the master's degree by the end of the term of application;

    • Record of recognition of the requested academic degree awarded by foreign higher education institutions and record of the conversion of the respective final grade to the Portuguese grading scale, or, alternatively, the applicant's declaration of honour that he obtained the recognition of the foreign degree until the end the application deadline;

    • Motivation letter, in Portuguese or in English;

    • Document that proves mastery of the English language;

    • Document that proves mastery of the Portuguese language (may be replaced by a declaration of honour, in case it is the applicant's mother tongue).

    Fellowship contractualization: The fellowship will be attributed by signing a fellowship contract between the University of Minho and the fellow, accordingly with the contract minute (annex IV of the Regulation of Research Fellowships of the University of Minho).

    The following documents must be sent, at the time of granting the grant, for the purpose of contracting it:

    a) Copy of the Civil Identification document(s)/Passport/Visa/Residence and Tax documents;

    b) Copy of the qualification certificates of the academic degrees held;

    c) Presentation of the registration of recognition of foreign academic degrees and conversion of the respective final classifications to the Portuguese classification scale, if applicable;

    d) Document proving enrollment in the Doctoral Program, identified in this Notice;

    e) Science ID;

    f) NIB/IBAN (document of the Bank with the name of the candidate);

    g) Tax Identification Number (NIF);

    h) Digital mobile key (digital signature).

    The contract may only be concluded after all the documentation required is collected, which must take place within a maximum period of 6 months.

    Once all the documentation has been received, the contracting entity has a period of 15 working days to conclude the scholarship contract. Once received, the fellow must return the contract duly signed within 15 working days.

    The activities under the fellowship contract can only began after proper authorization by the contracting entity.

    Term and cancellation of fellowship contracts: At the end of the fellowship, the grantee is obliged to present a Final Report of the work carried out, in accordance with the objectives and evaluation criteria defined with the scientific advisor, within 30 days after the end of the scholarship.

    The final report must be prepared in accordance with Annex I of the Scientific Research Fellowships Regulation of the University of Minho (RBIC), published in Diário da República, 2nd Série, no. 119, through dispatch no. 6524/2020 of 22-06-2020, ratified by ratification declaration no. 447/2021 of 22-06-2021.

    Benefits

    Amount of the research grant: The value stipend (Monthly Maintenance Allowance) is 1104,64 euros per month, according to the table of scholarships of FCT, I.P. in the country (Appendix I - Table of monthly maintenance allowances for the FCT I.P. Research Scholarship Regulation): https:// www. fct.pt/apoios/bolsas/valores.

    Payments are made by bank transfer on the 23rd of each month to the account identified by the scholarship holder.

    Other benefits: Reimbursement of Voluntary Social Security (Social Security contributions), corresponding to the 1st level of discounts and personal accident insurance.
