Bachelor's degree in a related field with at least three years previous purchasing experience in a large organization, preferably in state or government purchasing or experience in a related field. Certified Texas Contract Developer ( CTCD) certification required and is preferred that applicant holds a Certified Texas Contract Manager ( CTCM) certification as well or agree to get certification within six (6) months. Additional experience may be considered in lieu of education but not in lieu of CTCD.

Nature & Purpose of Position

Performs advanced, specialized, and technical purchasing work to obtain goods and services at the time and place needed, in the right quality and quantity, using correct procedures and judgment to meet the needs of the University at the best value, consistent with market conditions, while maintaining fairness and integrity.

Primary Responsibilities

Handles customer related issues for assigned departments; has authority to resolve purchasing matters of a non-routine matter. Schedules and trains assigned departments on University policies and procedures. Responsible for various departmental procurement(s) with little supervision within assigned threshold. Processes procurements more than established threshold with the guidance of Procurement management. Establishes and writes specifications, oversees Request for Proposal processes, and ensures policy and procedural guidelines are followed using complete authority and independent judgement. Receives and reviews requisitions from departments daily and follows up in a timely manner for any missing documentation or requested information; determines if requests are appropriate and consistent with the mission of the University. Uses total autonomy and judgement and determines the method of procurement. Develops terms, conditions, and product/service specifications; works with requesting department to assure needs are met. Identifies potential strategic sources of supply using Texas Comptroller of Public Accounts, Centralized Master Bidder's list, purchasing cooperatives and other sources. Enters orders into the Texas SmartBuy contract system and assists departments with purchases through purchasing cooperatives or contracts to ensure the University is getting the best value on the market. Provides reporting information to Procurement management team and HUB Coordinator as requested. Documents purchasing files. Follows up and expedites deliveries; conducts quality assurance to see that needs are met. Develops and maintains advanced knowledge of commodities, markets, law, and procedures. Works continually on strategic sourcing to ensure routine purchased commodities and services are purchased from the best value source on the market for the University. Solicits informal and formal bids, either through an Invitation for Bid or Request for Proposal through the Universities automated eProcurement system, per the request of departments. Responsible for administration of solicitation including development of specifications and statement of work, identification and preparation of evaluation criteria, facilitating evaluation team meetings, preparation of and advertising of solicitation documents, tabulation of respondent's bids/proposals, evaluation of respondent bids/proposals, negotiation of proposals, and works with the Contract Specialist to prepare and complete contract award documents. Monitors HUB participation and reports results. Assists with developing and formulating new procurement policies, the review of existing policies, and updating current policies. Collaborates with other institutions of higher education, sister institutions and group purchasing organizations, internal and external stakeholders to assess aggregation opportunities and emerging trends. Participation in regional and national procurement organizations or purchasing cooperative meetings, trainings and conferences is required, as assigned by Procurement management. Assists Procurement management in benchmarking to achieve goals. Performs other related duties as assigned.

Other Specifications

Interprets or applies complex policies, manuals, directives, procedures, or instructions. Requires the exercise of independent judgment. Some travel may be involved annually. Must maintain continuing education hours for CTCD certification. Frequent contact with administrators, faculty, staff, departments, and vendors.

Up to 20% of this position, over the fiscal year during off-peak periods, may be performed remotely as determined by the supervisor.
