Title Programs Manager - TRIO Position Type Full-Time Department TRIO Job Summary

Summary Provides leadership and administrative oversight of all aspects of the federal TRIO Student Support Service (SSS) and Talent Search grant programs designed to support the success of low-income, first-generation students (total of 665 students yearly). The position has the authority to establish resources, guidelines, operational plans for both programs and serves as the formal liaison between the institution and the Department of Education. Located on the Corinth Campus.

Responsibilities & Duties

  • Provides leadership and direction for the programs.
  • Hire, train, supervise and evaluate all program staff.
  • Assess and evaluate program activities to recommend any needed changes to program strategies, services and effectiveness.
  • Identify the budgetary needs of the programs in order to develop program budgets. Identify and determine if budget transfers/adjustment throughout the fiscal year. Monitor and approve all expenditures. Use professional judgement to interpret Federal Regulations and OMB circulars. Determine what necessary documentation and justifications are needed during an audit.
  • Assess and evaluate program activities through summative and formative program evaluation and assessment plan for both programs. Develop assessment and evaluation methods and tools.
  • Provide academic, career, personal and financial aid counseling to program participants. Develop and revise program forms on an as needed basis.
  • Make final decision of accepting students into the programs based on need, eligibility and proper documentation.
  • Develop, implement and direct activities to recruit, retain and assist qualified students to become part of each program.
  • Prepares annual performance report, submit to the Department of Education and maintain accurate/necessary documentation for record retention.
  • Disseminate program information to stakeholders through presentations and reports.
  • Other duties as assigned. Responsibilities and duties may change based on the need of the department and the institution.
  • Required Education

    Master's degree required in education, counseling, social work, higher administration or appropriate field related in Project objectives

    Required Skills & Abilities

    Knowledge and Skills

  • Ability to administer and manage educational opportunity related programs.
  • Knowledge of educational advising strategies, learning styles, and developing non-cognitive behaviors for success for Eligible Students.
  • Knowledge of practices of administrative organization and management.
  • Knowledge of applicable federal, state, local, rules, and regulations.
  • Ability to develop budgets and monitor expenditures.
  • Ability to collect and analyze data and conduct internal Project evaluations.
  • Ability to provide leadership and establish effective working relationships.
  • Knowledge of barriers to postsecondary education faced by low income and potential first-generation college students.
  • Professional or personal experiences in overcoming barriers similar to those confronting Participants.
  • Ability to confidently and frequently make and implement high-level decisions in the best interest of the student participants, TRIO staff and NCTC that demonstrates thorough knowledge of program and compliance requirements.
  • Must have previous experience in counseling or assisting special student populations. Must exhibit an aptitude, interest, and ability to deal effectively with disadvantaged students.
  • Must have a good working knowledge of two-year college's goals, transfer requirements and technical-occupational training.
  • Must have a theoretical and applied understanding of college student personnel services and developmental/transitional education programming
  • Preferred Skills & Abilities Required Experience

  • 5 years' experience in the areas of staff supervision; budget management; program development and evaluation; reporting, and compliance with federal regulations;
  • 5 years' experience with federal TRIO programs, academic support programs, or similar programs for disadvantaged/ low-income, potential 1st generation college students in grades; 6-12. Experience in administrative management, student support services, or related field;
  • Professional or personal experience in overcoming barriers similar to those confronting Project Participants;
  • Must have previous experience in counseling or assisting special student populations. Must exhibit an aptitude, interest, and ability to deal effectively with disadvantaged students;
  • Must have a good working knowledge of two-year college's goals, transfer requirements and technical-occupational training;
  • Must have a theoretical and applied understanding of college student personnel services and developmental/transitional education programming.
  • Preferred Experience

    Administrative experience preferably with TRIO Student Support Services (SSS) and TRIO Talent Search (TS). Preferably have previous experience in budgetary planning and dispersing. Experienced personally or worked with individuals from low-income, first generation, or disabled backgrounds.
