Rutgers University Behavioral Health Care (UBHC), established in 1971, offers a full continuum of evidence based behavioral health and addiction services for children, adolescents, adults, and seniors throughout New Jersey. UBHC's 1,060 experienced behavioral health professionals and support staff are dedicated to treatment, prevention, and education. UBHC, one of the largest providers of behavioral health care in the country, has a budget of $260 million and has 15 sites throughout New Jersey. Services are readily accessible and include: inpatient, outpatient, partial hospitalization, screening, crisis stabilization, family/caregiver support, community outreach and case management, supportive housing, supported employment, prevention and consultation, employee assistance programs, and a licensed therapeutic school from preschool through high school. Specialty services include the New Jersey suicide prevention helpline and peer help lines for police, veterans, active military, teachers, mothers of special needs children and child protective service workers. In FY2016, UBHC treated 16,199 consumers, had 24,502 admissions, and touched the lives of 19,441 individual callers through peer support. In addition, UBHC is the primary mental health training resource for the New Jersey departments of Human Services, Children and Families, and Corrections, delivering 16,000 trainings each year.

Posting Summary

Rutgers, The State University of New Jersey is seeking a Program Manager in Behavioral Research and Training Institute – Traumatic Loss Coalitions for Youth within Rutgers University Behavioral Health Care.

Under the direction of the Program Director, provides administrative oversight of the program and supervision to program staff and coordinators located in each county throughout the state. Responsible for the management of operations, assures program viability and compliance with funder requirements and providing quarterly reports of levels of service and outcome measure data.

Among the key duties of this position are the following:

  • Provides administrative and supervisory oversight of the program including the development of a comprehensive range of services as indicated by the program's ability to accommodate consumer needs.
  • Provides effective leadership in fulfilling the goals of TLC by actively participating in policy and goal setting, providing constructive feedback to the TLC Coordinators and staff, and collaborating with host agency directors, stakeholder organizations and funders.
  • Supervises staff, provides performance evaluations, and in collaboration with the Director, responsible for hiring and disciplining staff. Provides supervision that helps staff to improve the effectiveness and efficiency of their service and provides ongoing in-service training for Coordinators to increase their leadership, prevention and trauma response skills.
  • Responsible for the day-to-day operations of the program by organizing and prioritizing work assignments. Delegates responsibilities to Coordinators and staff members, monitors compliance with all regulatory requirements, and provides high quality written assessments, work plans, and project reports.
  • Identifies, monitors, oversees and evaluates trainers and consultants who may provide services for Traumatic Loss Coalitions (TLC) and creates and assures efficacy to the Lead Response Team training.
  • Serves as an expert in media inquiries in regards to Suicide and Trauma and attends Superintendent Roundtables, Garden State Coalition for Schools meetings, and other state meetings.
  • Assesses individual strengths and needs and develops growth plans for the counties.
  • Oversees and assists in the development provision, dissemination of high quality prevention services and products and advocates for resources for effective programming.
  • Collaborates with other staff members, community, and collaborators to facilitate coordinated services.

    Minimum Education and Experience

  • Minimum of a Master's Degree in a behavioral health discipline and five (5) years of postgraduate experience in a relevant behavioral healthcare setting.
  • Two (2) years supervisory experience required.
  • An appropriate doctorate may be substituted for two (2) years of experience.
  • Certifications/Licenses

  • Independent professional licensure required.
  • Applicants possessing a degree in Social Work must have an active New Jersey certification/licensure as required by the State Board of Social Work.
  • A valid driver's license required.
  • Required Knowledge, Skills, and Abilities

  • To perform this job successfully, an individual must be able to effectively function during critical incidents and be able to effectively respond to decrease affect and reestablish a sense of control and structure.
  • Outstanding human relations and leadership skills, and the ability to function in a team environment required.
  • Demonstrated strong leadership skill needed to manage diverse needs and demands.
  • Computer knowledge in Microsoft Word, Outlook, Power Point.
  • Demonstrated knowledge is necessary of how to accomplish superior performance in a unionized environment.
  • Preferred Qualifications

  • LCADC preferred.
  • Experience in suicide prevention, intervention and postvention preferred.
  • Training in post-traumatic stress management; psychological first aid and certification as a crisis responder in the state of New Jersey preferred.
