    Call for hiring a Doctoral Researcher

    “ADDRESSING VACCINE HESITANCY IN EUROPE (VAX-TRUST)”, financiado pela Comissão Europeia (Horizon 2020), project ID 965280

    Pursuant to the provisions of Decree-Law n. 57/2016, of August 29, taking into account the legal regime to which it refers and contained in the same legal document, an international competition procedure for selection of a doctorate for the exercise of scientific research activities is in place, financed by European funds through European Commission (Horizon 2020), with the following framework and specifications:


    a) The decision to initiate the procedure is triggered by the opening procedure of hiring a junior doctoral researcher within the project “ADDRESSING VACCINE HESITANCY IN EUROPE (VAX-TRUST)”;

    b) the opening of the position aims to contribute to the design and implementation of the evaluation plan of the interventions developed within the scope of the project, which intend to reduce the hesitation to vaccination in selected European countries and, thus, to consolidate vaccination coverage through the strengthening of interactions between citizens and Health professionals;

    c) The researcher to hire is expected to: 1) contribute to improving the design and implementation of interventions; 2) monitor the implementers of the interventions in the selected European countries with the aim of making the necessary adjustments to the procedures and processes of interventions to increase the effectiveness of the project; 3) describe, monitor and correct unpredictable effects of interventions that compromise the reduction of hesitancy to vaccination in selected European countries; 4) contribute to the dialogue and reflection between the consortium partners to strengthen academic knowledge around hesitation to vaccination and the improvement of decision- making in this area.

    d) Candidates who, on a rating scale between 0 and 20 of the respective ranking criteria, do not reach 10 points, will not be allowed to take the position due to lack of absolute merit.


    a. National, foreign and stateless persons holding a PhD in Health Sciences and related areas;

    b. Holders of a scientific and professional curriculum that show a profile appropriate to the activity to be developed.

    If the doctoral degree has been awarded by a foreign higher education institution, it must comply with the provisions of Decree-Law No. 66/2018 of 16 August. The fulfillment of any formalities established therein must occur until the expiration date for the application.

    Failure by the candidate to present that recognition, within the terms established for the signature of the contract, will determine passage to the candidate ordered in 2nd place and so on.


    - Knowledge in health evaluation methodologies;

    - Academic and practical experience in planning and evaluating intervention programs and projects in health;

    - Prior involvement in international research teams;

    - Diversified knowledge of mixed research methodologies to allow to conduct autonomously methodological triangulations;

    - Experience in teaching and/or preparing training manuals in health evaluation;

    - Experience in organizing and supervising scientific meetings;

    - Ability to work autonomously in health evaluation;

    - Ability to work in a team;

    - Good oral and written skills as well as communicating to a wide range of audiences;

    - Good knowledge of the Portuguese and English language;

    - Availability for full time dedication;

    - Immediate availability to initiate the contract.


    - To define and apply the tools of planning and intervention analysis related to the interventions undertaken in the project;

    - To promote and participate in focus groups related to the planning analysis of project interventions;

    - To prepare the evaluability study of the project interventions and the respective report

    - To train local evaluators of interventions in selected European countries

    - To develop the analysis of the implementation of interventions and the respective report

    - To organize the final seminar of the project intervention evaluation study


    PhD holder, Level 33 of the Single Remuneration Table (TRU), in accordance with Regulatory Decree No. 11-A/2017, of 29 December.

    Indefinite-term employment contract, pursuant to article 18 and paragraph b) of paragraph 1 and paragraph 3 of article 6 of Decree-Law n.º 57/2016, of 29 August , amended by Law No. 57/2017, of 19 July, under the legal terms in force. The contract is expected to start in June 2022.


    The contract is valid for 9 months from the date of its signature, and the contract can be extended monthly until the end of the project. The validity will be maximum of the activities in the maximum case, until the contract cannot be any, exceeds 6 years in the terms of the law

    Curricular evaluation (Curriculum vitae and motivation letter, as specified in the general and special requirements) - 90%

    Interview (if needed) - 10%

    If there is no interview, because there is no more than one candidate or the curricular evaluation proves sufficient to order the candidates, the curricular evaluation will have a weight of 100%.
