    This project is part of the research project “Green Land Uses in Urban Regions”, funded by the ANR (GreenLand ANR-21-CE03-0013) and of the research project “Environmental trade-offs in cities” funded by the Conseil Régional de Bourgogne-Franche-Comté (Envi-cities).

    The urban areas are under the influence of environmental public policies. Evaluating policies is stated in the European Commission's 6th Environmental Action Programme. As a consequence, there is a growing literature about the effects of public policies but studies are still scarce at the urban scale, especially for French cities. They mainly focus on the competition between agricultural and urban land use (e.g. Chanel et al., 2014; Coisnon et al., 2014) or on urban traffic-related pollution (see Legras and Védrine, 2020 for a review). Further impact analyses are required because several public policies shape the environmental allocations of urban spaces through planning, zoning or conservation policies such as greenbelts, low emission zones, etc. The PhD student will shed light on the roles and the impacts of environmental policies.

    First, attention should be devoted to the influence of the urban structure to assess the influence of the public policies. The relationship between the urban structure and the policies is two-ways: the policies is based on the effects of the intra-urban environmental issues and in returns, the resulting urban structure is changing under the influence of the environmental policies. So, the direct and indirect impact of the policies has to be carefully assessed.

    Second, environmental policies operate at various scales of intervention. One of the objectives is to focus on the combination of local/global policies to examine complementary or substitute effects.

    Third, these policies affect various environmental issues, with potential ambiguous effects or unintended consequences. These various sources of complexity in addition to neighborhood and feedback effects require careful consideration.

  • Economics: Master Degree or equivalent


    Applicants must hold a master's degree in economics, with a strong theoretical background and training in statistical and econometric techniques. The candidate should have excellent academic qualifications. A knowledge in quantitative evaluation of public policies would be appreciated.
