Rutgers University Behavioral Health Care (UBHC), established in 1971, offers a full continuum of evidence based behavioral health and addiction services for children, adolescents, adults, and seniors throughout New Jersey. UBHC's 1,060 experienced behavioral health professionals and support staff are dedicated to treatment, prevention, and education. UBHC, one of the largest providers of behavioral health care in the country, has a budget of $260 million and has 15 sites throughout New Jersey. Services are readily accessible and include: inpatient, outpatient, partial hospitalization, screening, crisis stabilization, family/caregiver support, community outreach and case management, supportive housing, supported employment, prevention and consultation, employee assistance programs, and a licensed therapeutic school from preschool through high school. Specialty services include the New Jersey suicide prevention helpline and peer help lines for police, veterans, active military, teachers, mothers of special needs children and child protective service workers. In FY2016, UBHC treated 16,199 consumers, had 24,502 admissions, and touched the lives of 19,441 individual callers through peer support. In addition, UBHC is the primary mental health training resource for the New Jersey departments of Human Services, Children and Families, and Corrections, delivering 16,000 trainings each year.

Posting Summary

Rutgers, The State University of New Jersey is seeking a Per Diem Health Care Provider (Mom2Mom Spanish Speaking) in Telephone Helplines – Mom2Mom Program for Rutgers University Behavioral Health Care.

The primary purpose of the Per Diem Healthcare Provider position is to provide assessments for mothers throughout the State of New Jersey that meet quality and quantity standards within the Mom2Mom Program. Performs functions in support of the Mom2Mom Program mission as well as the Mom2Mom Program project goals providing streamlined, prompt, and “consumer friendly” access to UBHC services. Receives telephone requests for service, undertakes clinical assessment of the service need of the client or customer, and responds by offering a scheduled appointment or making other appropriate referrals or disposition. Demonstrates competency in recognizing the unique needs of New Jersey mothers and applying relevant assessment and treatment skills with regard to a wide range of clinical issues and an age group that includes birth through 65 years plus. A capacity for assessment services and management of all situations for mothers and their families will also be required.

Among the key duties of this position are the following:

  • As part of the Mom2Mom team, actively participates in ensuring the telephone calls/service requests are handled in an effective and “consumer friendly” manner.
  • Promptly accepts Mom2Mom telephone service requests, and when support staff is unavailable, responds to incoming calls within three (3) rings as observed by supervisor.
  • Assesses telephone service requests/referrals and responds in accordance with prescribed Mom2Mom procedures.
  • Assesses client's clinical condition in order to make/authorize an appropriate disposition.
  • Explains referral/disposition recommendations to caller in a clear and supportive fashion, as indicated by satisfactory rates of compliance determined by supervisor and employee.
  • Performs clinical assessment that provides adequate/accurate basis for mother's project triage and managed care authorization of the recommended disposition as indicated by outcome data.
  • Develops collaborative professional relationships with telephone-contact personnel in other UBHC units and outside agencies, as observed by supervisor.
  • Stays on-site to oversee daily operations and ensure that services are appropriately provided to clients and customers, providing immediate guidance as needed.
  • Conforms to specific unit policies regarding attendance, arrangements for covering planned absences, and notification about unanticipated absence or lateness, per supervisory observation.
  • Maintains cordial and cooperative work relationships with other unit staff and contributes positively to unit cohesiveness and morale, per feedback and as observed by supervisor.
  • Serves as a resource and liaison to the Volunteer Services supervisor to work collaboratively with the “mom” volunteers.
  • Develops resources within APS specific to mother's needs and requests to maximize service transitions.

    Minimum Education and Experience

  • Bachelor's Degree plus one (1) year work experience in the human services field.
  • Equivalent education, experience and/or training may be substituted for the degree requirement.
  • Certifications/Licenses

  • Applicants possessing a degree in Social Work must have an active New Jersey certification/licensure as required by the State Board of Social Work.
  • Valid driver's license.
  • Required Knowledge, Skills, and Abilities Preferred Qualifications

  • Candidates fluent in Spanish are highly preferred.
  • Preferred candidate should have background in working with developmentally disabled related experience.
  • Equipment Utilized Physical Demands and Work Environment

    Physical Demands: Occasional time spent driving to designated facilities to interview clients and meet staff. Moderate physical effort (lift/carry up to 25 pounds). Frequently walks, bends, stretches, pushes and pulls. Manual dexterity and mobility for charting. Lifts supplies/equipment/charts. Sitting while interviewing clients; may sit up to several hours in one place. Frequent use of telephone for crisis calls.

    Work Environment: Varied work settings include office, community agencies, and police departments. Subject to varying and unpredictable situations. Handles emergency or crisis situations. May be exposed to varying or extreme temperatures.
