Job Title MEL, Senior Program Associate (Limited Term)
The Senior Program Associate – MEL independently oversees research initiatives
within the Pulte Institute for Global Development. This includes a full range
of professional level work that includes research design; setting up
Monitoring, Evaluation, and Learning Systems; liaising with technical teams
and donors; budget management; and costing. The Senior Program Associate – MEL
supports effective implementation of externally-funded projects, with a
particular lens of establishing effective systems that will advance Pulte's
aim to purposely link research to the policy and practice spheres. Of
particular note are a number of projects incorporating research translation
and systems-level analysis/strengthening around a global education research
program, evidence gap maps, and coordinating retro-spec impact evaluations.
The Senior Program Associate – MEL also supports the budget management and
costing functions that could help inform how to scale up development
The Senior Program Associate – MEL will assist in developing proposals for
funding organizations, helping to expand the overall Pulte portfolio in line
with the Pulte strategic plan and developing financial resources to support
individual faculty needs. This includes identifying, researching, writing, and
budgeting proposals for grants and project work funded by federal agencies,
corporations, and foundations alongside senior leadership within the
Institute. The Senior Program Associate – MEL will also assist in the
financial management and reporting of the University-funded and grant-funded
budgets, and will work closely with colleagues in Notre Dame Research and the
Keough School of Global Affairs to do so. This position will inform program
strategies and goals, direct long-term planning and develop policies and
procedures related to projects in the Pulte Institute.
This is a 3 year limited term position with a preferred candidate.
Master's degree or advanced certification beyond Bachelor's
Collaborative work ethic and high degree of independence and initiative
Experience in designing and setting up MEL systems.
Potential travel to Low-Middle Income countries.
Strong oral and written skills required.
Strong cost forecasting and budget management skills.
Fluency in either Spanish or French.
Previous work with funding organizations such as corporations,
foundations, and federal agencies (e.g., USAID, DOS, NSF, NIH)
Comprehensive knowledge of principles, practices, procedures and federal
Deep understanding of the international Health, Education, Humanitarian,
or Human Rights space
Experience in conducting research.
