Posting Summary

Rutgers, The State University of New Jersey is seeking a Labor Relations Specialist for the Office of University Labor Relations. Reporting to the Associate Vice President for Labor Relations, this position is responsible for assisting in the negotiation, interpretation, and administration of collective negotiations agreements for Rutgers University.

Among the key duties of this position are the following:

  • Participates in collective negotiations, designs and delivers workshops on employee and labor relations subjects, and develops and administers University employee and labor relations policies and procedures.
  • Resolves a wide variety of complex employee – supervisor – and union- related employee relations and labor relations issues.
  • Advises supervisors and employees about labor and employee relations matters.
  • Implements the programs and other negotiated processes and procedures set forth in the various staff and academic collective negotiations agreements, as well as provides guidance regarding such programs, procedures and processes.
  • Conducts research on existing, new, and anticipated legislation as requested.
  • Provides guidance on grievance procedures.
  • In collaboration with University Human Resources, provides recommendations for new and existing human resources policies.
  • Works on a regular basis with the Office of Senior Vice President and General Counsel (“OGC”) on the presentation of, and strategy for, grievance and disciplinary arbitrations, PERC proceedings, and contract interpretation issues.

  • Position Status Full Time Hours Per Week Daily Work Shift Work Arrangement

    Consistent with the current application of Rutgers Policy 60.3.22, this position may be eligible for a hybrid work arrangement. The flexible work arrangements outlined in Rutgers Policy 60.3.22 are part of a pilot program that is effective September 1, 2022 through August 31, 2023. Therefore, there is no guarantee that this flexible work arrangement will continue beyond that date.     Qualifications

    Minimum Education and Experience

  • Requires a bachelor's degree in a relevant field such as labor relations, human resources or business administration.
  • Five years of progressively more complex experience, preferably in labor relations or human resources in a unionized environment.
  • Certifications/Licenses Required Knowledge, Skills, and Abilities

  • Knowledge of employment and labor law
  • Proficiency in the use of databases and software
  • Excellent verbal and written communication skills
  • Preferred Qualifications

  • A relevant advanced degree or law degree
  • Prior experience in higher education and/or the public sector
  • Experience in employee or labor relations in an academic medical center or healthcare facility
  • Experience costing proposals and wages in labor negotiations.
  • Use of personal vehicle in order to travel for business demands; a valid driver's license

    Immunization Requirements

    Under Policy 60.1.35 Immunization Policy for Rutgers Employees and Prospective Employees, Rutgers University requires all prospective employees to provide proof that they are fully vaccinated and have received a booster (where eligible) against COVID-19 prior to commencement of employment, unless the University has granted the individual a medical or religious exemption. Employees who are not eligible for a booster at the time of an offer of employment must provide proof they have received a booster upon eligibility and upload proof of same. Under Policy 100.3.1 Immunization Policy for Covered Individuals, if employment will commence during Flu Season, Rutgers University may require certain prospective employees to provide proof that they are vaccinated against Seasonal Influenza for the current Flu Season, unless the University has granted the individual a medical or religious exemption.
