About Cerebral Palsy Lifespan Health and Well-being (CP-Life) Research Centre

Cerebral palsy (CP) is caused by damage to the immature brain and primarily affects motor skills. CP is the most frequent cause of permanent motor function difficulties in children. People with CP often experience associated impairments such as vision, hearing, cognition, and communication impairments. CP is a non-progressive condition; the brain damage itself cannot be cured and does not change over time. However people with CP may experience changes in their motor skills and complications, such as pain and bone and joint disorders, throughout life.

CP-Life Research Centre is located in the School of Physiotherapy in RCSI. The mission of the CP-Life Research Centre is to generate and translate evidence into improvements in services and supports for people with CP through high quality research and innovation.

Summary of Post

Population-based CP registers have existed on the island of Ireland and internationally for several decades. These registers aim to collect population data on CP to inform and improve understanding of the condition, to raise standards of care for people with CP, disseminate knowledge for people with CP, health professionals and key stakeholders, and facilitate research. Notably, two major networks that pool data from population-based registers, the Surveillance of CP in Europe (SCPE) and the Australian CP Register (ACPR) networks, have advanced understanding of trends in birth prevalence and profile of CP internationally. However, there are currently no active CP Registers in the Republic of Ireland.

We are seeking to recruit a Register Manager with responsibility for developing and implementing an Irish National Cerebral Palsy Register. The Register Manager will report to Dr Jennifer Ryan, Director CP-Life Research Centre, and work closely with the National Office of Clinical Audit (NOCA). NOCA establishes and maintains national clinical audits across several clinical areas including intensive care, major trauma, hip fractures, arthroplasty, and mortality. NOCA is funded by the Health Service Executive Quality Improvement Division and operationally supported by the Royal College of Surgeons in Ireland. The purpose of NOCA national clinical audits is to improve the quality of care provided to patients and to improve their outcomes.

This post is funded as part of ELEVATE, a 5-year research programme focused on early brain injury and CP, funded by SFI and the Cerebral Palsy Foundation through SFI's Strategic Partnership Programme.

Specifically, the duties of the post are:

  • Work closely with the wider development team, including the Principal Investigator, Clinical Lead, Technical Lead, NOCA, and steering committee to:

  • Determine the scope, objectives and dataset of the register

  • Develop governance structure for implementing the register, aligned to the NOCA governance standards

  • Identify ethical and information governance considerations

  • Identify IT solutions

  • Oversee compliance with relevant national and international policies, procedures and guidelines

  • Identify national/topic-specific reports coming from the register

  • Engage with national and international stakeholders such as the HSE and Surveillance of CP in Europe network

  • Lead public involvement

  • Develop all necessary protocols and documentation

  • Develop training and education materials

  • Co-ordinate data sharing agreements and database management

  • Obtain ethical approval as required

  • Create data dictionaries/meta-data

  • Lead site engagement with local clinical teams

  • Lead process mapping and testing at sites

  • Lead training for site personnel

  • Monitor and escalate data quality issues relating to the register

  • Organise steering committee meetings

  • Assist in planning, writing, design and analsyis of data for reports including a national report, summary report, quarterly reports

  • Present on the development of the register and data at relevant conferences and meetings

  • Qualifications:

  • Postgraduate qualification in relevant field

  • Project Management training would be desirable.

  • Knowledge & Experience – (Essential):

  • Strong communication skills (verbal and written) to engage with all stakeholders including clinical, technical and the public

  • Experience of research or clinical audit methodologies (i.e., data collection, validating, reporting)

  • Conscientious and motivated individual with experience of leading change

  • Track record of building positive working relationships with relevant stakeholders

  • Strong decision-making and problem solving skills

  • Experience of writing reports or research publications

  • Experience of speaking at events and conferences

  • Excellent administrative skills

  • Strong IT skills

  • Flexibility: can operate flexibly within a busy environment, shift focus when required, prioritise conflicting demands

  • Ability to work as part of a team

  • Knowledge & Experience (Desirable):

  • Project management experience

  • Involvement in quality improvement initiatives

  • Knowledge of cerebral palsy

  • Understanding of GDPR and data protection

  • Understanding and experience of research ethics process

  • Clinical experience

  • Experience of developing and delivering training programmes

  • Experience in role with budgetary responsibility and financial management experience

  • Driving licence and access to car
