Overview
Northern Illinois University (NIU) seeks a senior auditor to join our
Internal Audit team. Reporting directly to the University President, the
Internal Audit Department provides independent and objective assurance and
consulting services designed to add value and improve the University's
operations. This position requires specialized knowledge of accounting,
auditing, management, and information systems to perform audits that are
complex, sensitive, unusual, or without clear precedent, as well as audits
that are more routine in nature.

Position Summary
The Internal Auditor Assistant Manager is considered a senior-level auditor
position reporting to the Chief Internal Auditor and functions as the direct
supervisor of two graduate assistant internal auditors employed by the
department each academic year. This auditor will be responsible to plan and
execute audits, examine and evaluate information, communicate results, and
follow up on corrective actions taken. The successful candidate will perform
audits of complex organizational and functional activities of the University
in accordance with professional standards and code of ethics promulgated by
the Internal Audit Advisory Board established by the Fiscal Control and
Internal Auditing Act of the State of Illinois.
Essential Duties and Responsibilities
This position requires a management and internal control systems examination
and evaluation expert, who possesses the knowledge and skills essential to the
performance of internal audits. The Internal Auditor Assistant Manager will:
Plan and execute audits to evaluate the adequacy and effectiveness of the
financial and administrative controls over complex University activities.
This often requires gathering data that is not easily obtainable and must
be analyzed in a creative fashion.
Conduct audit testing to evaluate the adequacy and effectiveness of
internal controls.
Determine whether organizational units within the University are operating
in compliance with management instructions, applicable external
regulations, applicable University and Board of Trustees policies and
procedures, and in a manner consistent with federal and state laws and
regulations.
Perform audit work timely according to the pre-approved audit budget.
Maintain work papers to ensure adequate documentation and evidence to
support audit conclusions.
Develop and draft audit recommendations, which may not be readily
apparent, for the correction of unsatisfactory conditions, improvements in
operations, reductions in cost, and strengthen controls.
Perform or assist in the performance of special reviews at the request of
management.
Assist with selecting, training, supervising, overseeing the activities
and work product, and evaluating the internal audit graduate staff
assistant(s). This will also include assisting with documentation and
maintenance of procedures for the graduate assistant program.
Assist the Chief Internal Auditor with the department's external quality
assurance review required by the Institute of Internal Auditor's
International Standards for the Professional Practice of Internal Auditors
(Attribute Standard 1312 – External Assessments) and the related peer
review required by the State (IL) Internal Audit Advisory Board as
specified by the State of Illinois Fiscal Control and Internal Auditing
Act 30 ILCS 10/2005(f)(3)
Review and edit all internal audit reports and correspondence, as needed,
making suggestions to ensure that all reports are presented in a
consistent format. Aid all auditors during their report writing and
editing. Approve all draft reports and documentation, written by other
auditors, prior to submission to the Chief Internal Auditor.
Direct and supervise the activities of the graduate staff assistant(s),
extra help personnel, and/or other auditors, as assignments require.
Maintain proficiency and technical competence through professional
development and engagement.
Assist the Chief Internal Auditor with other supervisory or management
duties as assigned.
Promote the internal audit function while developing positive and
collaborative business partnerships with University departments.
Minimum Required Qualifications (Civil Service)
CREDENTIALS TO BE VERIFIED BY PLACEMENT OFFICER
1. Possession of a Bachelor's Degree in information technology, accounting,
business administration, finance or a related field
2. Two (2) years (24 months) of work experience performing duties
comparable to those listed for the Internal Auditor Associate
KNOWLEDGE , SKILLS, AND ABILITIES (KSAs)
1. Possession of the attributes required for the lower levels of this series
2. Thorough knowledge of federal and state laws, rules, and regulations
related to internal auditing
3. Thorough knowledge of the principles, theories, and practices used in
internal auditing and/or a knowledge of those used in specialized area(s)
4. Skill in detecting complex violations and non-compliance with laws,
regulations, and policies
5. Skill in explaining and interpreting complex irregularities
6. Skill in preparing complete and accurate reports of complex audits
7. Ability to plan, supervise, and evaluate the work activities of other
professional auditors and/or serve as a specialist
8. Ability to adapt auditing principles to difficult and complex work
problems
9. Project management and data analysis experience

Exam Details:
The Civil Service examination for this classification is a Credentials
Assessment, and is based on your application materials as submitted for
