    State Retirement Plan - https:// www. mass.gov/treasury/retirement/state- board-of-retire/

The State Retirement Plan is a defined benefit plan governed by Massachusetts General Laws, Chapter 32. The plan's retirement allowance is determined by a formula based on:

  • Age at retirement
  • Total years of creditable state service
  • Average of highest 5 consecutive years of salary
  • Group classification
  • An employee is vested in the state retirement system once the employee has accumulated the equivalent of 10 years of full-time state service. Vesting is a term that means an employee has fulfilled the criteria to receive a lifetime retirement allowance from the state if the employee does not withdraw retirement contributions after separation from service.

An employee is eligible for retirement at age 60 with more than 10 full-time years of service.

If an employee leaves state service, the employee may roll over his/her retirement contributions into another tax-qualified plan, or the employee may receive a refund with 20% deducted for federal taxes. Under certain circumstances, there may be a federal tax penalty for early withdrawal of retirement contributions.

Optional Retirement Plan - https:// www. mass.edu/forfacstaff/orp/home.asp The ORP is a defined contribution plan. An employee's retirement benefit would be based on the total amount contributed and allocated to ORP investment funds and the investment experience of those funds. An employee is vested immediately for the employee's own contribution plus the Commonwealth's contribution which is 4.3%.

There are currently two ORP Providers to receive and invest ORP contributions: Fidelity, or TIAA.

Retirement Plans (Voluntary) MassArt employees can contribute additional money towards retirement if they are interested. There are two different plans they can participate in.

    Smart Plan - https: // mass-smart.empower- retirement.com/participant/#/login?accu=Massachusetts&accu=MassachusettsWR&contentUrl=prelogin.educate.eduSeminars&specificBundle=preLogin

The Smart Plan is run by Empower Retirement. They offer pre and post-tax investment options.

    403b - https:// www. mass.edu/forfacstaff/otherretirement/403bhome.asp

The 403b has 3 different providers, TIAA, Fidelity and AIG Valic.

Social Security Massachusetts state employees do not have Social Security taxes withheld from their earnings. Employees retiring with a state pension who also are eligible for Social Security benefits may have their Social Security benefits reduced by Social Security's windfall elimination provision (www. ssa.gov/pubs/10045.html) or government pension offset (www. ssa.gov/pubs/10007.html). Since individual circumstances vary, employees should contact their local Social Security office to find out whether these regulations may affect their Social Security benefits.

Personal Leave Faculty are credited with 1 personal day per semester. Personal leave cannot be carried over into the academic year.

Sick Leave Sick leave accrues on an hour-per-hour basis and is awarded at the end of each biweekly pay period. Faculty accrue 10 days per year during the academic year. Time off the payroll and leaves of absence without pay will automatically pro- rate and reduce an employee's sick leave accrual amounts.

    Tuition Remission

After 6 months of employment, an employee, spouse and dependent children may be eligible for tuition benefits in certain state-supported programs at the Massachusetts community colleges, state universities, or UMASS.

There is also a tuition benefit with the ProArts Colleges (MassArt, School of the Museum of Fine Arts, Emerson, Boston Conservatory, Berklee College of Music, and Boston Architectural Center) and the Colleges of the Fenway Schools (Emmanuel College, Massachusetts College of Art & Design, Massachusetts College of Pharmacy and Health Sciences, Simmons, amd Wentworth Institute of Technology).

Qualified Transportation Benefits Program (QTBP) / Subsidy The QTBP allows employees to pay for transportation and parking expenses incurred commuting to and from work using pre-tax dollars. MassArt also offers employees that participate in the QTBP $20 per month towards the cost of their transportation as long as they do not also have access to MassArt parking.
