Under broad supervision from the Associate Director of Human Resources, the incumbent plans, organizes, directs and controls the administration of employee benefits and retirement offered by LSU Health New Orleans. The incumbent provides managerial leadership for the benefits section and ensures compliance with applicable Human Resources, university, state, and federal policies and regulations.
Additional Position Information
Management • Manages the Benefits team in all aspects of administering employee and retiree benefit programs which include state and supplemental retirement plans, health and voluntary insurance plans, and leave administration (including FMLA, leave without pay, and workers compensation claims). • Trains, educates, and supervises benefits staff. • Establishes and monitors department priorities and work standards. Leads the Benefits team by setting clear objectives, providing feedback, and facilitating professional growth.
• Implements a cross-training program for the benefits team to foster versatility and enhance skill sets, ensuring smooth operations during times of staff absences or peak demand periods.
• Ensures a continuous high level of customer service. • Measures basic Key Performance Indicators (KPIs) for the benefits team to track productivity and service levels. • Encourages a culture of continuous improvement within the Benefits department, seeking feedback, and implementing best practices. • Establishes University policies and procedures relating to benefit programs and assures legal compliance for all plans. • Performs periodic data entry audits to verify accuracy and identify issues.
Employee Consultation and Benefits Enrollment • Counsels employees and retirees on retirement and insurance options. • Oversees and develops the benefits component of the New employee orientation and the Resident orientation program.
Relationship & Vendor Management • Works with benefit vendors, state retirement system offices, the Office of Group Benefits, and LSU A&M's Benefits Office to implement all applicable benefit programs and resolve benefit issues in a timely manner. • Effectively collaborates with Payroll, Accounts Receivable and other internal departments to resolve enrollment and invoicing issues.
Benefits HRIS and Affordable Care Act Administration • Manages the HR effort for compliance with all aspects of the Affordable Care Act. • Liaisons with other LSU agencies to discuss best approaches regarding ACA compliance and automation. • Works closely with Information Technology regarding the automation and testing of data, coding of 1094-C and 1095-C forms, and for benefit program changes. • Ensures benefit webpages are monitored for functionality and are updated as needed. • Participates in system testing for software upgrades, patches and releases.
Employee Communication & Education • Designs, implements and maintains benefits communication and education programs designed to enhance employee understanding of all benefits. • In collaboration with the Benefits Team, plans and executes benefits orientations, annual enrollment meetings, and benefits fairs including the development and communication of education materials.
Leave Administration • Manages the workers' compensation Transitional Return to Work Plan. • Collaborates with Return to Work Teams to determine eligibility for returning to work with restrictions.
Strong preference for previous Higher Education and/or State agency experience.
