Head of Tax, Treasury & Financial Reporting

Job Purpose

This Senior role has University Group wide responsibility for all requirements relating to the areas of Tax, Treasury, Financial Reporting, Insurance and Financial Control. The remit extends to both an internal and external perspective, including reporting to Finance Committee, Audit & Risk Committee, Investment Advisory Committee and lead operational contact for Banking, External Audit and Tax Advisors.

To support, manage and develop the individual managers of each functional area to ensure their respective teams deliver on their responsibilities, enabling the University to operate with strong and effective financial controls and that the financial integrity of the Group is upheld at all times.

Main Duties and Responsibilities

1. Lead, direct and manage the Tax, Treasury & Financial Reporting Function

  • Reviewing current practice and technical developments across the function, identifying weakness and areas for improvement in relation to policy, structure and practice.
  • Directly manage 4 professionally qualified managers and indirectly 8 staff members
  • Develop and encourage staff to uphold the University values and deliver the best outcomes for the University
  • Promote delivery of process improvements identifying areas of cross over between teams and learning opportunities
  • Embed and promote Service Excellence across the function.
  • Challenge staff to ensure that each area delivers what is needed both internally and externally, with performance measurable against agreed and reported KPIs to the Deputy Executive Director of Finance
  • Manage the team resource and identify changes required as a result of external factors or changes internally to support upcoming areas of key importance to the University, providing business cases as required
  • 2. Accountable for the strategic and continuous review of the University's financial control practices & policies, external benchmarking and regulations, to ensure University compliance

  • Accountable for the strategic and continuous review of the University's Financial Control Practices and Policies, external legislation and regulations to ensure compliance.
  • Shape, implement and maintain a strong internal control environment, specifically developing and maintaining a Financial Control Framework, to support the delivery of the University strategy; highlighting future financial challenges, risks and opportunities
  • Liaise with colleagues from all areas of the University to ensure they are kept up to date and informed on changes required to their processes and controls whether it be financial reporting, tax or insurance matters
  • Lead and support the managers to deliver projects required to incorporate changes in financial accounting standards and taxation both in the UK and internationally
  • 3. Oversee the provision of professional and specialist financial, tax and treasury support across the University which is aligned to delivery of strategic University objectives

  • To manage a responsive service that delivers specialist tax, accounting, treasury and insurance support required to fulfil the University Campus Development programme
  • Ensure the Senior Management team and other senior stakeholders across the University receive high quality financial advice and information on a timely basis to make informed decisions
  • Ensure appropriate support is provided when new commercial opportunities arise and a holistic approach is taken to incorporate both the University's aims and objectives and the financial and insurance implications
  • 4. Ensure the delivery of a clean external audit and Integrated Consolidated Financial Statements

  • Successfully oversee and support the annual audit process
  • Lead the successful delivery of the Statutory reporting process, managing risks and implementing solutions as required.
  • Lead the financial accounts team to deliver financial statements that are compliant from a financial accounting perspective and delivers all the requirements set out by the Scottish Funding Council.
  • Improve the financial statements on an annual basis to deliver an Integrated Financial report which s delivery and approach regarding ESG factors, risks and the Financial results.
  • Liaise with the auditors to ensure the University is kept up to date on the audit process and work to resolve all issues to ensure the delivery of a clean audit in a timely manner
  • Present the results of the University Financial Statements to the Audit & Risk and Finance Committee
  • 5. Lead the Procurement Processes to ensure compliance where External advisors and services are required by the Team

  • Ensure that tender exercises are carried out at appropriate times in the financial year to ensure suppliers are in place when required.
  • Review the content of the Tender documentation and the process to ensure that the content allows an informed decision to be made and the correct supplier offered the contract
  • Liaise with Procurement and the Legal team to ensure that Terms and Conditions of Supplier contracts are agreeable from the Finance department's perspective.
  • Liaise with the Deputy Executive Director of Finance and other internal stakeholders to ensure everyone is kept up to date with the process and appropriate approvals are sought as required
  • 6. Manage stakeholder relationships representing the Finance Office, and the wider University both internally and externally, providing high level advice and expertise and positively promoting the University

  • Promote the work of the team to the wider University to ensure sound business partnerships are formed thus encouraging all University staff to reach out to the team for financial, tax and insurance advice when new opportunities arise
  • Internally this would include academics, heads of finance, estates team, senior management, committees and subsidiary directors
  • Build relationships with all advisors, bankers and auditors, HMRC and act as an escalation point to resolve any issues
  • 7. Responsible for ensuring all statutory compliance requirements and returns are fulfilled in a timely manner

  • VAT return submissions
  • Corporation tax filings
  • Country by country reporting requirements
  • Financial Statement submissions to SFC and Companies House
  • Company Confirmation statements
  • OSCR reporting
  • National Statistics
  • Covenant Reporting requirements
  • Insurance policies and renewals information
  • Knowledge, Qualifications, Skills and Experience

    Knowledge/Qualifications

    Essential:

    A1 Ability to demonstrate the necessary strategic competencies required to undertake the duties associated with this level of post having acquired the necessary professional knowledge and leadership experience in similar or a number of different specialist roles.

    A2 Able to demonstrate requirements and the wider implications of external factors on the University's tax, treasury and accounting requirements

    A3 Professional Accounting qualification (CA or similar)

    A4 Ordinary/Honours Degree (SCQF Level 9, 10 or 11) or equivalent

    A5 Proven track record of dealing with complex financial reporting and tax matters in a large organisation

    A6 Expert VAT and Corporation tax knowledge and specifically how this applies to universities

    Desirable:

    B1 Working knowledge of Agresso

    B2 Professional Tax qualification (CTA or similar)

    D1 Advanced skills in the use of industry standard and specialist financial and accounting software packages.

    Experience

    Essential:

    E1 Significant post-qualification tax experience at a senior level within a large, complex environment E2 Experience of preparing and overseeing the financial accounts process within a University

    E3 Significant experience of managing professional service firms in both tax and accounting provision to ensure value for money, and timely and appropriate delivery

    E4 A strong track record of leadership and delivery at a senior financial level operating in a political or highly complex environment providing direction, delivering results, building on relationships and capability and demonstrating personal resilience

    E5 Extensive experience of leading and managing teams to deliver excellence

    E6 Experience of managing and controlling substantial budget / resources and an understanding of financial management procedures

    E7 Strong interpersonal skills including motivational, negotiating, influencing and networking nationally and internationally.

    Desirable:

    F1 Experience with direct taxes

    F2 Experience with partially exempt organisations and charities

    F3 Treasury, investments and corporate finance experience

    This post is to initially cover a maternity leave for up to 18 months or until the substantive postholder returns.
