Job Purpose

Lead and shape the strategic direction across the related themes of policy, employee

relations and case management, continuously reflecting, evaluating and improving our

P&OD service in support of the People & OD strategy. To include:

• Directing the work of the P&OD Case Management Hub, ensuring a high-level of

• service is maintained across a range of complex casework and that continuous

• improvement mechanisms are in place to drive the long-term growth in

• organisational capability around ER casework.

• Directing the work of the Policy & ER function to ensure that policy activity supports

• long-term strategic direction and that the University's policy framework continues to

• grow into areas of emerging best practice through the planning, implementation and

• management of strategically-aligned ER related projects or initiatives.

• Leading on the development and maintenance of key senior and strategic

• relationships (including campus trade unions and the POD Executive Team) and

• oversee the smooth running of formal partnership working mechanisms in order to

• foster a conducive and constructive ER climate.

Main Duties and Responsibilities

1. Direct the work of the P&OD Case Management Hub, ensuring a high-level of service

is maintained across a range of complex casework and that continuous improvement

is in place to drive the long-term growth in organisational ER casework capability.

Oversee evaluation mechanisms and KPIs and ensure that practice aligns with policy

to ensure responsive improvements are implemented as dictated by data or

feedback.

2. Lead and shape the strategic direction across the related themes of policy, employee

relations and case management ensuring that component parts operate in harmony

in a symbiotic environment, continuously reflecting, evaluating and improving P&OD

service delivery and ensuring compliance with set standards.

3. Lead on the development and maintenance of key senior and strategic relationships

(including campus trade unions and the POD Executive Team) and oversee the

smooth running of formal partnership working mechanisms in order to foster a

conducive and constructive ER climate, directing the work of others in order to

manage the employee relations committee framework (including the Joint

Committee for Consultation and Negotiation, Collective Consultation Forum and the

Policy Review Group) on behalf of the Executive Director of P&OD.

4. Direct the work of the Policy and Employee Relations Partner to align the policy

development agenda with strategic priorities or emerging challenges, ensuring that

continuous improvement practices drive best practice across the P&OD policy

framework. Direct and support the Policy and Employee Relations Partner to deliver

success through the process of developing and implementing new policies and

procedures, ensuring full and practice-informed engagement with P&OD colleagues

in the Colleges and University Services, Trade Union Representatives and Senior

Management to ensure a consistently high standard of delivery.

5. Coach, mentor and develop a team of experienced professional colleagues across

policy, ER and case management to continually build individual and team capability,

motivating the team to deliver success that supports the P&OD Strategy.

Serve as the subject matter expert for escalated policy and ER issues, providing

specialist advice and consistent interpretation of policies and procedures to

colleagues across P&OD on often complex matters.

6. Plan, implement and manage strategically-aligned projects or initiatives in support of

the delivery of the P&OD Strategy and associated operational plans, including

evaluating and improving relationships between policy/ER/case management and

other P&OD stakeholders (e.g. HRBP teams or other hubs) and optimising

structures/working arrangements at the hub/inter-hub level to drive service

excellence in support of the P&OD Strategy.

7. Analyse complex data and take appropriate action (often driven by insights) to

improve service provision or strategic policy/project activity, engaging and updating

senior stakeholders as appropriate.

8. Manage the relationship with the University's external legal advisors, co- ordinating

the capture of precedence and reflecting changes as necessary in policy and

guidance materials.

Knowledge, Qualifications, Skills and Experience

Knowledge/Qualifications

Essential

A1 Degree or equivalent or equivalent professional HR experience

A2 Full member of the Chartered Institute of Personnel and Development (CIPD)

A3 Up to date expert knowledge of the employment law framework and HR best practice

Desirable

B1 An understanding of the Higher Education sector

Skills

Essential

C1 Ability to lead, motivate and co-ordinate the work of high-performing teams of HR

professionals across a multi-disciplinary structure and in complex areas of HR delivery

C2 Highly adept communication skills, both written and verbal, such as to convey complex

information, to influence others or to recommend arguments or a specific- course of action

to a range of audiences including senior managers, non-specialists and HR professionals.

C3 Ability to network effectively and build relationships across an organisation, particularly

with senior stakeholders (both in and outside of P&OD)

C4 Ability to plan over a long period to deliver strategic change in support of applicable

organisational strategies

C5 Ability to influence colleagues at all levels of the organisation, tactfully but assertively if

required

C6 Project management and planning skills to drive long-term progress across multiple

themes, co-ordinating and directing the work of others in an organised and effective

manner to deliver amongst competing demands to specified deadlines

C7 Highly organised and able to prioritise own work and the work of professional colleagues

whilst maintaining different work streams and working with multiple stakeholders.

C8 Coaching and mentoring skills, to support the continuous improvement of the immediate

team and wider P&OD capabilities in support of excellence within the delivery model.

C9 Advanced data analysis and problem-solving skills in order to obtain, interpret, evaluate

and react to relevant metrics in order to take appropriate decisions on the correct course of

action in often complex scenarios

Experience

Essential

D1 Experience in leading experienced multi-disciplinary HR teams across complex areas of

delivery

D2 Experience of building and maintaining relationships with key stakeholders to deliver

operational and strategic success

D3 Significant experience of delivery in an ER related role in a unionised environment,

including building positive relationships with trade union representatives

D4 Experience in overseeing an organisations full HR policy framework, directing

professional colleagues to develop policies and utilising data analytics to influence decision

making

D5 Experience of managing complex projects which impact directly on organisational

strategy and developing innovative solutions to multifaceted challenges

D6 Highly developed understanding across multiple HR themes (including ER and policy in

particular), built through a track record of success in leading others in the provision of high quality advice and guidance across a range of complex HR

Terms and Conditions

Salary will be Grade 9, £57,696 - £64,914 per annum.

This post is full time (35 hours per week) and open ended (permanent).
