    The Community Colleges of Spokane is seeking highly motivated and qualified individuals for the positions of Manager of Academic Grants & Manager of Professional & Technical Grants in the Provost Division.

    GENERAL DEFINITION

    The function of Office of Grants and Sponsored Research (OG&SR) is to assist faculty and staff in expanding the Community Colleges of Spokane's (CCS) capacity to secure external funding. The OG&SR provides centralized support for faculty, staff and administrators throughout the lifecycle of CCS grant projects.

    Under general direction of the Managing Director of Grants & Sponsored Research, this position will provide leadership and support during the lifecycle of CCS grants, with a focus on academic programs, federal, state and foundation grants.

    It is expected there will be a high level of coordination between the Grants Office staff members handling the pre-award and post-award functions. This position collaborates and coordinates with other CCS stakeholders in the Business Office, Institutional Research, faculty, staff and administrators. The Grants Manager assists in identification of appropriate funding opportunities, proposal development, and assists in grant writing supporting district and college initiatives. The Grants Manager helps provide technical assistance with grant applications and submission, consistent with the CCS mission, vision, and strategic priorities.

    This position is based out of Spokane, Washington and is an on-site position.

    CHARACTERISTIC DUTIES AND RESPONSIBILITIES

  • Pre-Award : Provide leadership and support in the identification and cultivation of funding opportunities, to include State and Federal agencies, corporations, and foundations to pursue grant funds aligned with the CCS mission and strategic goals.
  • Facilitate the grant process by preparing scoping documentation, writing query letters, status reporting, helping to write and edit grant applications, tracking deadlines and requirements, providing technical assistance, and identifying opportunities for continuous process improvement.
  • Involve appropriate faculty/staff volunteers in developing the proposal.
  • Track proposal signature process.
  • Respond to internal and external queries on drafted and submitted proposals.
  • Assist in the development of project budgets.
  • Research, interpret, and apply data points for grant applications.
  • Coordinate with the CCS Foundation on grant applications that require non-profit status.
  • Ensure quality, accuracy, and completeness of all submitted grant proposals well-researched, well-written, well-documented, with a well-developed budget.
  • Meet proposal deadlines by establishing priorities and target dates for information gathering, writing, review, approval, and transmittal.
  • Maintain records and submit reports related to grant opportunities.
  • Post-Award : Provide leadership and support in the management of post- award grants and external funding consistent with expectations outlined in the funding source, and CCS, State and Federal policies and procedures. Work with grant managers and responsible administrators to ensure that all post-award requirements for project implementation are met, including:
  • On-time achievement of deliverables.
  • Fiduciary compliance.
  • Monitoring of budget spend down.
  • Preparation and submission of reports.
  • Project close out procedures.
  • Review and interpretation of federal and state regulations.
  • Provide faculty and staff training on grants management best practices.
  • Quarterly production of the Grants Office newsletter.
  • Participate in professional development activities to remain proficient regarding grant processes, which may include attending meetings throughout the district and occasionally within the state, regional or at national venues.
  • Assist in Grants Office development and implementation of long-range planning, policies and procedures.
  • Model professional decorum and mutual respect in all personal interactions.
  • Comply with district policy, procedures and directives, state and federal regulations, orders and statutes and collective bargaining agreements.
  • Support and advance the CCS strategic plan, and perform other duties as assigned.

    REQUIRED COMPETENCIES (MINIMUM QUALIFICATIONS)

  • Associate degree in Technical Writing, Public Administration, Project Management, Business Administration or closely related field from an accredited institution, in which writing, research, analysis and communication coursework is significant. Or an equivalent mix of education and experience that demonstrates the candidate meets all competency requirements for this position.
  • Demonstrated experience in grant writing and grants management, including researching, writing, and submitting grant proposals to public and private entities, post-award grant or contract administration.
  • Demonstrated ability to review business processes for risk management and compliance and communicate results to stakeholders.
  • Exceptional written and oral communication skills.
  • Strong interpersonal skills with ability to maintain positive working relationships with others.
  • Proficiency as a facilitator to motivate, energize, persuade, and connect the right people, partnerships, and resources to accomplish goals.
  • Ability to perform multiple tasks in a fast-paced environment with multiple interruptions, a demonstrated talent for organization.
  • Ability to work independently in team-focused manner across complex, multi-dimensional institutions and with partner organizations.
  • Ability to conduct financial analysis and reporting using spreadsheets and other tools.
  • Ability to use office software and administrative systems, including but not limited to: Microsoft Excel, Word, Access, PowerPoint, Outlook; web applications and the Internet.

  • PREFERRED COMPETENCIES (DESIRED QUALIFICATIONS)

  • Bachelor's degree or higher in Technical Writing, Public Administration, Project Management, Business Administration, Higher Education Administration, or closely related field from an accredited institution.
  • Designation of Certified Research Administrator (CRA), Certified Financial Research Administrator (CFRA) or Certified Grants Management Specialist (CGMS).
  • Experience with the PeopleSoft Oracle Grants Module software.
  • Experience in higher education or a government agency.
  • CONDITIONS/TERMS OF EMPLOYMENT

    TOTAL COMPENSATION WITH BENEFITS : $77,839 - $86,558

    Total compensation is an estimate based upon adding the following amounts together:

  • Base compensation of $57,080 - $64,525, plus

  • The actual total will vary depending upon each employee's enrollment choices.

    Person hired must be able to provide acceptable documentation of U.S. Citizenship or lawful authorization to work in the United States. This is an absolute condition of employment.     This is a contracted, exempt management position. Medical, dental life and long term disability insurance benefits are provided as currently administered under the Public Employees Benefits Board; TIAA-Cref retirement plan. Vacation leave accrues at the rate of 14.67 hours per month (22 days per year) and sick leave accrues at the rate of one (1) day per month, effective upon employment.
