The department is especially interested in candidates who possess broad knowledge of NFPA standards, International Fire Code, applicable OSHA standards, in a university or other research environment and applicable Tennessee laws and regulations.

Work Schedule

Monday – Friday 8:00 a.m. – 4:30 p.m.

Must be able to work after normal business hours to address emergency situations when necessary.

While performing the duties of this job, the employee is regularly required to sit; use hands to handle, or feel; and talk or hear. The employee frequently is required to stand, walk, and reach with hands and arms. The employee is occasionally required to stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision.

Additional Working Conditions

Must be able to enter potentially hazardous environments, ascend and descend ladders and stairs, walk for considerable periods of time, stoop and lift up to 35 pounds unassisted. Will be exposed to outside weather conditions; exposure to noise, mechanical, electrical, thermal, biological, chemical, fire and radiation hazards in the course of exercising duties.

Supervises Fire Safety Technician. May be required, on occasion to supervise student workers as well.

Knowledge, Skills, and Abilities

Knowledge of OSHA standards and applicable IFC and NFPA codes.

Ability to use firefighting and analytical equipment, including portable fire extinguishers, oxygen analyzers, gas and toxic materials detectors, respirators and personal protective equipment. Ability to rapidly assess high- risk situations and immediately implement or recommend implementation of remedial actions to preserve lives, facilities and the environment. Ability to develop and present focused, effective training programs to a wide range of personnel and prepare effective written reports.

Excellent verbal and written communications skills. Proficiency in using a Windows Operating System as well as Microsoft Office applications (Word, Outlook, Excel, etc.). Strong interpersonal skills and demonstrate the ability to interact with employees at all levels campus wide and with outside regulatory agencies. Ability to work with a diverse group of people.

Ability to be flexible to address after hours emergencies when necessary.

Ability to manage programs and personnel, providing oversight and motivation to effectively implement associated duties.

Develops, maintains, and causes to be developed and maintained, databases of fire safety equipment and fire safety inspections; Utilizes assembled data to create and cause to be created reports required by federal, state, and local laws and regulations; submits reports to appropriate regulatory agencies as required by law; Analyzes data to assess levels of risks, guide audits and inspections, create warning signs and placards, prescribe training, and indicate need for remedial actions; administers other software systems for compliance tracking and risk reduction; Monitors data to assess compliance with local and state fire codes and regulations. Serves as the University's liaison with local fire departments, State Fire Marshal, and the University's insurance carrier regarding construction types and designs of buildings, fire prevention, and similar matters relating to fire and life safety.

Duties & Responsibilities

Supervises and trains employees, student workers and contractor performance associated with the portable fire extinguisher program. Prepares fire and life safety budget projections, monitors approved budget.

Prepares bid specifications and reviews bids for portable fire extinguisher purchase, maintenance and inspection; reviews contractor invoices for accuracy and compliance with contract terms, ensures correction of invoicing errors, and approves payment of acceptable invoices.

Provides recommendations and guidance on installation, modification, inspection and maintenance of campus fire alarm, fire suppression, and emergency lighting systems; provides guidance on plans and specifications for renovation and new construction projects; and provides oversight for testing of fire alarm, fire suppression, and emergency lighting systems.

Responds to fire alarms in campus facilities, including after hours, holiday and weekends. Investigates and reports on or assists authority having jurisdiction with investigating and reporting, causes of fires at University facilities. Provides appropriate data on evacuation planning and fire issues for Clery reporting; maintains fire log.

Audits and causes to be audited appropriate records and programs; audits, inspects, and causes to be audited and inspected fire safety equipment and buildings for compliance with applicable fire safety codes and regulations; Develops, causes to be developed, schedules, carries out, and prepares reports on inspections, audits, and tests associated with University facilities. Directs follow up on inspection, audit, and test results; initiates or recommends remedial actions to abate detected hazards, violations, and system failures; negotiates solutions for, and guides effective abatement of, hazards and regulatory deficiencies; monitors status of solution implementation and takes appropriate actions to promote resolution.

Works with administrators, faculty, staff, and students to promote compliance with all applicable fire safety codes and fire safety standards; Develops, implements, and manages University-wide programs designed to maintain regulatory compliance and protect personnel and university property. These programs include, but are not limited to, fire equipment maintenance and inspection, evacuation planning and drills, fire drills, fire and life safety building inspections, and associated training programs for personnel with varied backgrounds and needs. Delivers or causes to be delivered required fire safety training. Assists in promoting compliance with university emergency management programs.
