Financial Systems Project Manager

The University of Oxford, renowned for its tradition of academic excellence, is embarking on a comprehensive digital transformation. As part of this initiative, we seek a highly skilled and motivated Project Manager to support our finance transformation.

This pivotal role offers an exciting opportunity to define, manage, and deliver large and complex projects, working closely with Subject Matter Experts (SMEs) across the Finance Division and the wider University.

About the Role:

The successful candidate will be responsible for overseeing the financial performance and resource allocation of assigned projects. They will play a critical role in fostering cultural and process change, essential to the success of our transformation initiatives.

Key Responsibilities:

  • Stakeholder Communication: Ensure all relevant project information is communicated to key stakeholders, keeping sponsors, boards, and other stakeholders fully briefed on progress.
  • Stakeholder Engagement: Establish and maintain close links with stakeholders to understand business needs, identify, develop, and assess project proposals.
  • Business Issue Comprehension: Understand the business issues and data challenges within the University and the Higher Education sector to verify and agree on project scope and objectives.
  • Project Proposals: Develop project proposals, identifying objectives, scope, resource requirements, costs, and benefits.
  • Project Management: Apply and enforce project management methodologies and standards to ensure successful project delivery.
  • Supplier Management: Negotiate and manage relationships with external suppliers to ensure successful project delivery.
  • Project Planning: Create and maintain detailed project plans, ensuring projects are completed on time, within budget, and to the agreed quality standards.
  • Resource Management: Work with various departments to secure necessary resources for effective project delivery.
  • Risk Management: Identify and manage risks, agreeing on mitigation and action plans with stakeholders.
  • Change Management: Manage changes to project scope and priorities using formal change control processes.
  • Technical Awareness: Stay informed about changes in technology and systems to propose appropriate, cost-effective solutions.
  • Team Management: Manage and motivate the project team, ensuring project objectives are achieved and lessons learned are shared.
  • Performance Management: Monitor and manage staff performance, feeding into the annual Performance Development Review process.
  • Continuous Improvement: Identify and suggest improvements to ensure effective programme operation.
  • Audit Preparation: Engage with external audit and assurance reviews, implementing feedback to improve performance.
  • EDI Promotion: Promote equality, diversity, and inclusion (EDI) principles within interactions and among team members.
  • Additional Tasks: Undertake other tasks or projects as required, supporting and providing cover for colleagues as needed.
  • Selection Criteria:

    Essential:

  • Degree-level education or equivalent.
  • Significant experience with Oracle R12 EBS and/or Oracle Cloud.
  • Proven project management experience with successful implementation of enterprise-wide applications.
  • Experience in managing large-scale business change initiatives.
  • Proven accountability for sizable budgets.
  • Proficiency with industry-standard project management methodologies and tools.
  • Successful risk mitigation and quality management experience.
  • Experience working in complex environments with multiple concurrent activities.
  • Proven experience in managing and motivating teams, including both business and technical staff.
  • Strong negotiation skills and experience managing third-party supplier relationships.
  • Proven ability to manage, plan, and execute tasks involving business and IT collaboration.
  • Excellent written and verbal communication skills.
  • Desirable:

  • An accounting qualification or equivalent experience.
  • Experience within the University or a similar Higher Education institution.
