Starting salary for this position is: $15.89
Employees will start at step C (monthly salary) of the salary schedule and
will receive salary Step advancement after 12 months and salary step
advancement every 12 months thereafter until they reach the top of the salary
range. Each salary step advancement will be approximately a 5% increase in
salary.

The Community Colleges of Spokane is seeking a highly motivated and
qualified individual for the position of Family Service Coordinator PT/Hourly
in the Head Start Department.
GENERAL DEFINITION
Under general direction of the Center Manager, the Family Services Coordinator
(FSC) performs work that assures the delivery of health and social services
to enrolled children and their families. Acts as a team member with staff,
parents and Center Manager to provide integrated services to children and
families. Maintain individual child and family records and statistics of
service provision for an assigned caseload and compile data for program
reports.
This position will recruit and enroll children, develop family relationships,
identify and assess needs, and coordinate plans of action for an assigned
caseload. The FSC will utilize social service skills to educate and assist
families in supporting educational, personal, social, health and vocational
concerns/goals.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES
Recruit Head Start, ECEAP and Early Head Start children and their
families; register and enroll children. Once enrolled provide
comprehensive children/family social services for an assigned case load
e.g., health (medical and dental); mental health; nutrition; and
disability education, resources, and referrals ensuring Head Start
performance standards are maintained.
Manager children's attendance and maintain full enrollment.
Develop an ongoing Family Strengths and Partnership Agreement (FSPA) for
each family;' work with a direct service team and other community agencies
to provide a support system for families.
Provide and follow-up on social service resources and referrals; develop
individualized transition plans with Direct Services Team for families.
Conduct home visits; co-facilitate case management with assigned direct
service team and communicate with parents on a regular basis.
Assess individual/group education needs and interest of parents. Involve
parents in program leadership and governance.
Communicate with families regarding health status of their child. Compile,
analyze and act upon health information. Conduct health screens for
vision, hearing, height, weight, and head circumference (as required);
assist families in obtaining well child exams, dental exams, hematocrits
and immunizations.
Provide and follow-up on health education, resources and referrals for
child and families. Review and follow-up on child's health and diet
history to include food allergies.
Consult with program's Registered Dietician, staff and parents regarding
nutritional concerns.
Provide and follow-up on nutrition education, resources and referrals;
determine eligibility for United States Department of Agriculture
(USDA)reimbursement.
Work with direct service teams to provide and follow-up on mental health
education, resources, referrals and ensure that children are referred for
special services.
Maintain required documentation for individual child files and electronic
database; maintain ongoing documentation of communication with families,
referrals and follow-up to referrals. Maintain records of volunteer
activity.
Request and purchase supplies.
Support teachers in classroom daily operations when needed.
Attend agency training as required by supervisor and program.
Model professional decorum and mutual respect in all personal
interactions.
Complies with district policy, procedures and directives, state and
federal regulations, orders and statute and collective bargaining
agreements.
Support and advance the CCS strategic plan, and perform related duties as
required.
Indicates this is an essential duty .
This position is eligible for bargaining unit representation.
COMPETENCIES & OTHER REQUIREMENTS
REQUIRED COMPETENCIES (MINIMUM QUALIFICATIONS)
Ability to calculate immunization schedules and conduct health screens
with children ages one month to five years.
Current First Aid/CPR training or ability to obtain (as available through
CCS).
Ability to work as a member of a team.
Must be able to manage time and multi-task in a fast-paced environment.
Strong interpersonal skills.
Ability to communicate effectively in written and oral English.
Understand and complete work assignments and meet program deadlines.
Complete required reports accurately and in a timely manner.
Ability to maintain confidentiality.

PREFERRED COMPETENCIES (DESIRED QUALIFICATIONS)
Bachelor's degree in Social Work, Human Services, Family Services,
Counseling or related field from an accredited institution.
Two (2) or more years related experience.
Work experience in the health or social work fields working with children
ages one month to five years and their families.
Experience in working with low-income families from a variety of cultural
groups, especially English as a Second Language (ESL).
Experience or knowledge of community health and social service providers.
Knowledge/Experience with ChildPlus database.
Ability to maintain accurate and thorough electronic and manual files and
records.
Knowledge of early childhood education theory and practices, including
child development, developmentally appropriate practices, observation and
ongoing assessment, individualizing, planning, special services, and
referrals.
CONDITIONS/TERMS OF EMPLOYMENT
HOURS OF WORK
Work schedule will be determined by the supervisor.
Majority of positions work during the day; some positions work for the
evening program.
At the time of the interview, you will be advised if the position
available is for the evening program.
Position is eligible for paid sick leave benefit with an accrual rate of
one hour for every 40 hours worked.
Part-time hourly positions are not intended to exceed 1050 hours of work
within any 12-month period from the original hire date.
If a part-time hourly position exceeds 1050 hours from the original hire
date or July 1, 2022, whichever is later, an employee has a right per WAC
357-19-450 to petition for remedial action within 30 days of exceeding the
1050-hour limit.
PHYSICAL REQUIREMENTS
Work is equally performed in indoor temperature-controlled office
environment, and outdoor uncontrolled elements.
Frequent use of computer and exposure to terminal screens.
Frequent repetitive hand/wrist motions and finger manipulation.
Frequent oral and auditory communication with others.
Frequent kneeling, stooping, crouching, crawling, climbing and twisting.
Move up to 25 lbs. frequently and up to 50 lbs. occasionally.
Requires communication ability necessary to understand instructions and
recognize hazardous, unsafe or poisonous materials and/or products.
Occasional exposure to fumes, dust, odors and/or biohazards.
Work is active in nature.
CONDITIONS OF EMPLOYMENT
Cyclic schedule (less than 12-months/40-hours a week).
This position is overtime eligible.
6-month probationary period; may be extended up to 12 months.
Proof of COVID-19 vaccination.
Post-Offer medical exam which includes tuberculin screening and submission
of documentation indicating Measles, Mumps & Rubella (MMR) vaccination
or immunity.
Pre-employment Post-offer criminal history/child abuse information check.
Requires travel locally and/or regionally. If using personal vehicle proof
of driver's license and car insurance required.
