  • NOTICE OF OPENING OF THE INTERNATIONAL SELECTION COMPETITION PROCEDURE FOR HIRING 1 DOCTORATE INITIAL LEVEL UNDER DECREE-LAW No. 57/2016, OF AUGUST 29, IN THE DRAFTING OF LAW No. 57/2017, OF JULY, 19.

    1. By order of 18-05-2021, from the Director of FEUP, Professor João Bernardo de Sena Esteves Falcão e Cunha, it was decided to open an international call for selection of a doctorate (a) initial level, within the scope of the project “Sustainable Management and Control of Agro-Production Systems” (SNAP), reference NORTE-01-0145-FEDER-000085, co-financed by the European Regional Development Fund (ERDF), through the North Portugal Regional Operational Programme (NORTE2020), under the PORTUGAL 2020 Partnership Agreement, from the SYSTEC Research Unit - Systems and Technology Research Center of the Faculty of Engineering of the University of Porto (FEUP), for the exercise of research activities scientific in the area of ​​Electrical and Computer Engineering, or Applied Mathematics, or Computer Science, or Informatics or similar areas, under an uncertain term work contract under the Code of Labor, never exceeding the maximum limit of six years.

    The SNAP project is led by CMUP and involves the research units SYSTEC, Green UPorto and ICT, and deals with the investigation of the agronomic, biological, and theoretical challenges of the system to develop a proof of concept of Plant Factory revealing how the limitations of the current state of art can be overcome. The objective is to improve the environmental and economic efficiency of the plant's plant, maximizing productivity and minimizing energy and to demonstrate a proof of concept underlying an economically and environmentally competitive Plant Factory.

    The researcher will be integrated in the Research team of the project coordinated by Professor Doctor Fernando Manuel Ferreira Lobo Pereira and will participate in R&D activities, contributing to the following activities of the project, predicted in the application: RL2 - Modeling, Simulation, Control and Optimal Management of Agro-production Systems:

    WP2 – Refinement of advanced concepts and methods

    WP3 – Modelling and estimation

    WP4 – Formulation of the decision and control architectures

    WP5 – Development of computational algorithms to solve the optimization, and prediction problems

    WP6 – Implementation via simulation of 3 potential concepts (verified hypothetical contexts)

    WP7 – Comparative Analysis of the obtained results

    WP8 – Dissemination, exploration, exploitation of the results

    2. The selected researcher may also perform teaching and training activities.

    3. Applicable legislation: Decree-Law no. 57/2016, of 29 August, which approves a regime for hiring doctorates aimed at stimulating scientific and technological employment in all areas of knowledge (RJEC), in the wording introduced by first amendment provided for in Law No. 57/2017, of July 19, Regulatory Decree No. 11-A / 2017, of December 29, Labor Code, approved by Law No. 7/2009, of December 12 February, in its current wording and Regulation No. 487/2020, of May 22 - Regulation of Research, Science and Technology Personnel of the University of Porto, in the current wording.

    4. Under the terms of art. 16 of DL no. 57/2016, of 29 August, the present tender procedure is exempted from the authorization of the members of the Government responsible for the areas of finance and Public Administration, namely that referred to in no. 3 of article 7 LTFP; obtaining the prior favorable opinion of the members of the Government responsible for the areas of finance and Public Administration, referred to in paragraph 5 of article 30 of the LTFP and the procedure for recruiting workers in a situation of requalification, referred to in article 265. LTFP.

    5. In accordance with article 13 of the RJEC and in accordance with the respective appointment order, the competition jury has the following composition:

    6. The workplace is in the Department of Electrical and Computer Engineering, Faculty of Engineering, University of Porto (FEUP).

    7. The monthly remuneration to be attributed is that provided for in paragraph 1 of article 2 of Regulatory Decree No. 11-A / 2017, of December 29, corresponding to level 33 of the single remuneration table, approved by Ordinance no. 1553-C / 2008, December 31, amounting to 2,134.73 Euros, on an exclusive dedication basis.

    8. National, foreign, and stateless candidates who hold a PhD in Electrotechnical and Computer Engineering, Applied Mathematics, Computer Science, Informatics, and related fields may be opposed to the competition. and holders of a scientific and professional curriculum that reveals a profile appropriate to the activity to be developed. If the doctorate has been awarded by a foreign higher education institution, it must comply with the provisions of Decree-Law No. 66/2018, of 16 August, and any formalities established there must be completed until the act of contracting.

    9. General requirements for admission to the competition are those defined in the previous point. To determining the appropriate profile for the activity to be developed, the following criteria are defined: candidates must have skills and previous experience in Mathematical and / or Computational Methods relevant to Optimization, Control, Estimation, and, eventually, the relevant associated methods processing of a large amount of information, as well as the sensitivity to the applications of this knowledge in Engineering.

    10. Under the terms of article 5 of the RJEC, the selection is made through the evaluation of the scientific and curricular path of the candidates.

    11. The evaluation of the scientific and curricular path, considering the adequacy and relevance of the profile to the activities to be carried out in the project, focusing on relevance, quality, and timeliness:

  • The scientific, technological, cultural, or artistic production of the last five years considered most relevant by the candidate.
  • Applied or practice-based research activities carried out in the past five years and considered to have the greatest impact by the candidate.
  • The activities of extension and dissemination of knowledge developed in the last five years, namely in the context of the promotion of culture and scientific practices, considered most relevant by the candidate.
  • Activities in the management of science, technology and innovation programs, or experience in observing and monitoring the scientific and technological system or higher education, in Portugal or abroad.
  • 12. The five-year period referred to in the previous number may be extended by the jury, at the request of the candidate, when based on suspension of scientific activity for socially protected reasons, namely, for reasons of parental leave, prolonged serious illness, and other legally protected situations of unavailability for work.

    13. This competition is open to carry out activities in the research areas of the RELIABLE project, referred to in point 1 below, designated as the area of preference.

    The evaluation criteria are:

    The Evaluation of the Scientific and Curricular Path (APCC) focuses on the three aspects described below and the final classification is obtained by the following formula: APCC = 0.2 HA + 0.4 PCC + 0.4 MCI.

    13.1. Academic Qualifications (HA)

    Evaluation of the candidate's training area:

    PhD in Electrical and Computer Engineering, Applied Mathematics, Computer Science, PhD in Computer Science, HA = 100 points.

    PhD in related areas, HA = up to 80 points.

    13.2. Evaluation of the Scientific and Curricular Path (PCC)

    Assessment of the relevance, quality, and timeliness of the scientific and curricular path. This assessment focuses on the parameters described below and the respective classification is obtained by the following formula: PCC = 0.6 PC + 0.4 AI

    13.2.1 Scientific Production (PC)

    Scientific production (PC), of the last five years, is evaluated. The classification of scientific production is obtained by: PC = 0.6 PCV + 0.4 PCQ.

    Quantitative assessment (PCV):

    Publications in ISI journals in the areas indicated in point 8, PCV = up to 100 points.

    Publications in related areas, PCV = up to 75 points.

    Publications in other areas, PCV = 0 points.

    Qualitative evaluation (PCQ): the candidate must provide copies of up to 5 articles that he considers most relevant, PCQ = up to 100 points.

    13.2.2 Research, Extension and Management Activities (AI)

    The activities of applied research, or based on practice, as well as extension and management, developed in the last five years are evaluated. This parameter includes: (i) participation in R&D projects, services, and technology transfer and (ii) participation in science management and knowledge dissemination activities, including the organization of conferences, symposia, and scientific cooperation activities. Activities in the area of preference, AI = up to 100 points values; activities in related areas, AI = up to 75 points; activities in other areas, AI = 0 values

    13.3. Motivation and Innovation Capacity (MCI)

    Evaluation of the candidate's motivation and innovation capacity. For this evaluation, the candidate must present the document described below and the respective classification is obtained by the following formula: MCI = CM

    13.3.1 Letter of Motivation (CM)

    Motivation letter describing the relevance of the scientific path to the position: CM = up to 100 points

    14. The evaluation process includes a professional selection interview (EPS) which is intended exclusively to clarify aspects related to the results of your investigation, for candidates with a Scientific and Curricular Assessment (APCC) greater than 80 points, and which will be classified on a scale of 0 to 100 points.

    15. The final classification system for candidates will be the weighted sum of the marks obtained in the Evaluation of the Scientific and Curricular Path (APCC) and Professional Selection Interview (EPS) (0.9 APCC + 0.1 EPS). The position can only be awarded to candidates whose final classification is equal to or higher than 80 points.

    16. The jury deliberates by means of a nominal vote based on the selection criteria adopted and disclosed, with no abstentions.

    17. Minutes are drawn up of the jury meetings, which contain a summary of what happened at them, as well as the votes cast by each of the members and the respective grounds and are provided to the candidates whenever requested.

    18. After concluding the application of the selection criteria, the jury proceeds to draw up the ordered list of approved candidates with the respective classification.

    19. The final decision of the jury is approved by the top manager of the institution, who is also responsible for deciding on hiring.

    20 Formalization of applications:

    20.1 Applications must be formalized, mandatorily, by email, to recursoshumanos@fe.up.pt, flp@fe.up.pt and sas.systec@fe.up.pt and must mention the reference FEUP-SNAP-IDC1.

    The application must include full name, number and date of identity card, Citizen Card, or civil identification number, tax identification number, date and place of birth, residence and contact address, including e-mail address and telephone number.

    20.2 The application is accompanied by documents proving the conditions provided for in points 7 and 8 for admission to this competition, namely:

  • Copy of certificate or diploma.
  • PhD thesis.
  • Detailed curriculum vitae
  • Other relevant documents for the evaluation of the qualification in a related scientific area.
  • Copy of the 5 most relevant publications.
  • Letter of motivation.
  • Letters of recommendation (optional).
  • Documents proving professional experience.
  • Information regarding scientific and technological production, applied research activities, knowledge extension and dissemination activities and management activities for science, technology, and innovation programs.
  • 20.3. The application period starts on the day following the publication of this notice and runs for ten (10) business days.

    21. Candidates who incorrectly formalize their application or who do not prove the general requirements required in this competition are excluded from admission to the competition. The jury has the option of requiring any candidate, in case of doubt, to present supporting documents for their statements.

    22. False statements made by candidates will be punished under the law.

    23. The list of admitted and excluded candidates, as well as the final ranking list, will be sent to the candidates by e-mail, with receipt of delivery of the notification.     24. Prior Hearing and Deadline for Final Decision: According to article 121 of the Code of Administrative Procedure, after being notified, candidates have 10 working days to comment. Within a maximum period of 90 days from the deadline for the submission of applications, the jury's final decisions are rendered.

    25. This competition is intended exclusively to fill the vacancy indicated and may be terminated until the final ranking list of candidates is approved and expires with the respective occupation of the job on offer.
