    Title : Tools for improving the care pathway: analysis of health data governance from a law perspective

    DESCRIPTION

    The scholarship, during a maximum of three years, will allow the candidate to carry out a PHD Thesis, according to the following subject. The improvement and simplification of the care pathway is at the heart of an ethical and legal reflection on technological innovation in the health field. Within the framework of the thesis, the ambition is to build an ethical framework in order to support "Territoire de Santé Demain" (a public initiative led by the Eurometropole of Strasbourg and the University of Strasbourg) and its actions in their questioning of the ethical dimension (e.g., health ethics, research ethics, data ethics, AI ethics). It being understood that the question of data is central, in that it is sensitive data in the sense of the RGPD.

    The PHD projects has three dimensions:

  • Participate in the construction of an ethical framework whose role will be to structure the typology of questions and needs imagined, then to reference the existing ethical committees to be able to redirect actions to the relevant bodies.
  • To participate in the constitution of a "TSD" Ethics Committee, built on the basis of the diagnosis made in the first part, and in response to a lack on the territories. This committee could accompany TSD in general.
  • Participate in the configuration of a "TSD" Ethics Label, which could label the approach of certain actions
  • In addition, in parallel to the construction of this framework useful to SDT actions, the thesis will consider a reflection on the legal dimension of AI. Indeed, artificial intelligence in health opens very promising perspectives to improve the quality of care for the benefit of the patient and to reduce their cost - through a more personalized and predictive care - but also their safety - thanks to a reinforced support to medical decision and a better traceability. It can also contribute to improving access to healthcare for citizens, thanks to medical pre-diagnosis systems or assistance with orientation in the healthcare process. (Cédric Villani, 2017-2018 parliamentary mission, "Giving meaning to artificial intelligence"). From this point of view, improving the care pathway is central. That said, while the health sector is a place of numerous and rich potential innovations, the data processed there is particularly sensitive as it touches on the human, on life. Health applications are multiplying and involve many different players. Reflecting on these potentialities within a solid and shared ethical framework must constitute the originality and strength of the work that will be carried out in this framework. For example, the subject of consent to the sharing of health information, informed consent of the individual, is one of the key subjects to be developed in the framework of an ethical AI, both during the research phases and in the phases of operational implementation of AI algorithms. This requires trusted third-party infrastructures combined with AI approaches to bring a credible, readable ethical dimension to patients.

    The PHD Thesis will made under the direction of Dr. Thibault de Ravel d'Esclapon (PhD, HDR), in his affiliated laboratory.

    The contract will begin as soon as possible and will last, as maximum, three years.

    The candidate will have a Master completed (equivalent of a Master 2 in France) and would obligatory be fluent in French.
