General Description / Primary Purpose
The Director Small Business Development Center, under the direction of the Dean of the Coggin College of Business, provides leadership and guidance for the regional Florida SBDC at UNF, in an 18-county service area.
Essential Duties
Job Function
Responsible for directing operations in compliance with FSBDC Network sub- contract and UNF policy. Ensures quality of all services and adapts to changing needs of small businesses in the region. Develops annual work plan to ensure that all contractual obligations are met. Establishes standards for Center operation. Formulates and administers the annual budget for the FSBDC, including federal and state dollars, cash-match dollars, program income and donations to the Foundation, and ensures prudent expenditure and reporting in accordance with UNF Office of Research and Sponsored Programs (ORSP) oversight. Prepares all programmatic reports required by FSBDC Network and other key stakeholders in a timely manner. Exercises leadership and direction for FSBDC staffing, with final decision-making authority on hiring, promotion, performance evaluation and termination of all staff.
Responsible for long-term strategic planning in the FSBDC and for integrating strategy with the FSBDC Network and its Headquarters. Director will serve on the statewide FSBDC Leadership Team and will act as the primary point of contact with the FSBDC State Director/CEO.
Responsible for integrating FSBDC into host institution's (UNF, Coggin College of Business) mission, serving public service and community outreach functions. Director will serve on the Dean's Executive Committee; will encourage participation of faculty and students in appropriate small business projects; will work with other colleges, units and departments to identify joint strategic opportunities; and will ensure adequate office space and facilities for the FSBDC.
Responsible for representing the FSBDC on appropriate internal and external boards and committees to develop stakeholder strategy and to attract and retain programmatic funding. Submits funding proposals to key stakeholders and negotiates scope of work. Director oversees legislative strategy and delegates relationship management as required. Promotes SBDC services and impact of the program to key stakeholders. Serves as a public speaker and information source to the local business community and the media, and communicates effectively with stakeholders and partners.
During declared emergencies, this position may be required to perform specific job related duties at a designated off campus location or place of residence.

Required Qualifications
A Master's degree from a regionally accredited college or university in a directly related area of specialization and six years of experience directly related to the job functions; or a Bachelor's degree from a regionally accredited college or university in a directly related area of specialization and eight years of experience directly related to the job functions.

Departmental Requirements
Masters Degree in Business Administration, with 6 years' experience in SBDC program management OR 10 years' significant management experience in educational program management or entrepreneurship. Knowledgeable about issues related to entrepreneurship, economic development and community development. Strong budget development and financial management skills, including grants management and compliance. Effective human resource management skills. Excellent oral and written communication skills.
