Primary Purpose of the Organizational Unit:

The Division of Business and Finance at Fayetteville State University is dedicated to providing the community with timely and accurate financial information and accounting services to support students, faculty and staff. As the administrative unit responsible for the planning, coordination, and oversight of all financial operations, we consist of the following units: budget, business services, contracts and grants, controller, facilities management, materials management, systems and procedures, Title III and other related administration services.

Primary Purpose of the Position:

The primary purpose of the Director of Title III/Federal grants monitors the programmatic and fiscal activities of grants awarded to the University. The director performs accounting and administrative work necessary to maintain the University's federal grants (Title III/HERRF) and determines proper treatment and recording of transactions, assures compliance with rules, regulations, and policy, and exercises independent judgment in interpreting the policies and procedures.

Title III and HEERF: Prepares and oversees the preparation of the financial reports needed for all federal grants and associated contracts by compiling, researching, and analyzing data regarding the expenditures of the grants and contracts.

  • Assists the grant writers in the preparation of the grant and the administration of the grant monies by interpreting the policies and procedures of the University and the granting agencies.
  • Ensures efficient administrative processes by monitoring the expenditures of federal programs such as Title III and HEERF.
  • Improves cash flow by assuring timely billing and federal drawdowns of grant and contract receivables.
  • Monitors externally sponsored grants and contracts by reviewing and/or assuring the review of the daily and monthly activities within these accounts and making accounting corrections as appropriate.
  • Approves (or confirms the appropriateness of) expenditures of externally sponsored grants and contracts in accordance with federal, state, institutional, or other agency guidelines.
  • Federal Programs Promotes University compliance with federal and state law and regulations by maintaining a current working knowledge of federal and state regulations relevant to grants and contracts and communicating regulatory information to appropriate University administrators, staff, and faculty.

  • Supports compliance with regulations by developing and providing training content and educational materials for training of primary investigators. Prepares all required internal and external reports for all the federal grants.
  • Supports needed documentation for internal, external, and agency auditors by researching and analyzing financial activity of federal grants and contracts and the federal tax return for nonprofits (990 form).
  • Develops, recommends, and/or implements policies and procedures for the administration of federal grants and contracts, including the submission of applications, acceptance of awards, monitoring of project activities and expenditures, preparation of financial reports, and compliance with sponsor and University terms and conditions.
  • Remains competent and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses, and attending training and/or courses required.
  • Contributes to the overall success of the division of Business and Finance Division by performing all other duties and responsibilities as assigned, maintaining high levels of accuracy, maintaining a professional demeanor and appropriate levels of confidentiality, and providing excellent customer service.
  • Minimum Education And Experience Requirements:

    Bachelor's degree of or higher or equivalent from an accredited college or university and a minimum two (2) to five (5) years of successful grant development and monitoring experience in education higher education preferred, or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

    Knowledge, Skills And Abilities: Preferred Qualifications:

  • Experience of successfully managing (achieving grant deliverables) or having responsibility over grants which can include: applying for grants, monitoring compliance, and reporting activities, monitoring budgets in accordance with applicable fiscal restraints, and maintaining grant records.
