Position Title Director of Facilities Management

Position Summary
The Director of Facilities Management (DF) is responsible for the
administration and management of facilities operations in the areas of
building and respective systems operations and maintenance, grounds
maintenance, and custodial maintenance. Position also participates in the
planning and management of capital renewal and replacement budgets for
facility maintenance and improvements. The Director of Facilities Management
reports to the Associate Vice-President for Planning and Campus Management.
This position is considered a “Responsible Employee” under Title IX federal
regulations and “Mandatory Reporter” under Texas state law and the UIW Sexual
Misconduct Policy. As a Mandatory Reporter, this position requires you as the
employee to promptly report any incident that you witness or receive
information about Title IX violations. These reporting responsibilities are
set out in the UIW Sexual Misconduct Policy.
Job Duties
Job Duty Name Building and Respective Systems Operations and Maintenance
Description of Job Duties
Directs and manages staff in the maintenance and operation of buildings
and campus facilities to support academic and resident hall operations.
Assures the optimal functioning of building systems, to include
mechanical, electrical, HVAC, emergency generators, and plumbing systems.
Establishes, recommends, and implements approved policies and procedures
relevant to the efficient utilization of the department's human and fiscal
resources.
Supports efforts to reduce energy and water consumption and expenses.
Develops planned maintenance schedules for staff and contractors to follow
to ensure maximum life of capital equipment.
Develops preventative maintenance plans to ensure maximum life of capital
equipment; maintains an accurate database of facilities deficiencies and
deferred maintenance.
Oversees the Computerized Maintenance Management System; monitors progress
and completion of assignments; prepares and submits quarterly reports.
Solicits competitive bids on materials and labor when outsourcing projects
or services.
Provides weekly/monthly verbal and/or written progress reports to
supervisors and senior leadership.
Conducts performance appraisals of direct reports.
Ensures periodic and appropriate training for all personnel within
Facilities Management.
Identifies unsafe conditions and practices and recommends and/or
implements remedial action.
Maintains familiarity and strong working knowledge of recognized standards
of good practice and relevant government codes and regulations related to
fire, life-safety, building maintenance, renovation, and new construction.
Works closely with other campus departments, including EHSRM, Special
Events, Information Technology, Athletics, and Residential Life, to
minimize disruption of campus activities during maintenance and
construction projects.
Ensures preparation and submission of all payroll information; maintains
pertinent records and assists in resolution of discrepancies.
Maintains a collaborative work environment within the unit and the campus
community.
Participates in the budget planning and management.

Job Duty Name Grounds Maintenance & Custodial Services / Maintenance
Description of Job Duties
Directs the operation, budgeting, and maintenance of groundskeeping to
include irrigation systems, physical grounds upkeep to include external
trash/debris removal, and road maintenance.
Provides oversight for University's service providers and contractors used
for internal housekeeping, irrigation, and pest control.
Directs the operation, budgeting, and maintenance of external custodial
services group.
Ensures preparation and submission of all payroll information; maintains
pertinent records and assists in resolution of discrepancies.
Maintains a collaborative work environment within the unit and the campus
community.
Performs other duties as assigned.
Job Duty Name Supports Construction Projects
Description of Job Duties
Works with contractors and the Director of Planning, Design & Construction
to develop project scope, funding required for projects, and schedule for
completion for facilities renovation projects to include HVAC, electrical,
and plumbing.
Directs and oversees small scale renovation and repair projects to ensure
an environmentally safe and healthy campus.
Authorizes in-house certified license staff and external
contractors/engineers to secure building permits from necessary
authorities when required.
Provides monthly verbal and/or written progress reports to supervisors and
senior leadership.
Conducts performance appraisals of direct reports.
Prepares cost estimates and assists with feasibility studies.
Serves on various committees (e.g., Incident Command System, Campus
Safety Board, Sustainability Group, etc.) as assigned.
Performs other duties as assigned.
Qualifications
Knowledge Skills and Abilities
Extensive skills managing and leading facility maintenance and operations
departments comprised of skilled, semi-skilled, and unskilled staff.
Extensive skills leading emergency and routine repair, preventative
maintenance, housekeeping, and grounds maintenance departments in a
complex setting.
Practical knowledge of architectural programming, space planning, building
code compliance, construction cost budgeting, and design contract
management.
Practical knowledge in architectural or civil engineering design of
buildings, roads, and grounds; strong proficiency in reading and
interpreting building prints.
Extensive knowledge in the renovation of buildings and an understanding of
the administrative processes of project delivery.
Strong commitment to serve internal customers and achieve a high level of
satisfaction.
Experience with metric/data-based evaluation of overall organizational
efficiency and personnel performance.
Experience in graphics, spreadsheet, word processing, and database
computer applications such as Microsoft Access, Excel, Project, and Word.
Ability to establish and maintain effective working relationships with
diverse constituencies.
Excellent written and verbal communication skills.
Ability to work effectively with individuals from diverse communities and
cultures.
Employee shall adhere to all applicable rules and regulations of the
University, the Conference, and the NCAA.
Required Education
Bachelor's Degree in relevant field.
Required Work Experience
Minimum of five (5) years of leadership experience in the planning,
development, and operations of a complex facilities operations &
maintenance program.
Experience in construction management.
Preferred Qualifications
Master's Degree in relevant field.
Required Certifications, Licenses or Registrations
Valid Texas driver's license with the ability to be insured through UIW's
vehicle insurance carrier.
Must be 21 years of age.
Work Hours
Monday – Friday, 8:00 am – 5:00 pm, including but not limited to weekends and
nights for special events and emergency situations.
Physical Demands
Must be able to lift up to 40 lbs.
Ability to actively move about and across campuses on a regular basis in
performance of duties to include oversight, inspection, identification of
hazards, construction planning, and attend various meetings and events.
