Job Purpose and General Statement of Duties:
Facilities Management – Oversees the supervising staff of Maintenance of Grounds, Maintenance of Buildings, Custodial Services, Transportation, Physical Plant Services and Physical Plant Operations. Supervises the Office Staff in Facilities Management Administration and management the utilities of the campus.
The Director is responsible for the planning, coordination, evaluation and direction of the facilities management and operations activities of the university. These responsibilities include the physical condition of the buildings, grounds and equipment and the participation in the planning, design, review, and integration of campus construction projects. Activities include but not be limited to maintenance of all HVAC systems, lighting, plumbing, electrical, telephone data and service repairs to all University buildings, equipment, and property.
Capital Projects – Responsible for managing major capital projects, relating to the renovation, upgrading and expansion of university building and grounds. The Director is responsible to plan, coordinate, design, oversee project construction as well as preparing and managing the budgets for these projects. The Director works closely with university leadership, committees, and stakeholders in assessing, qualifying, and analyzing campus and facility needs and providing strategic and long-term campus and facility planning services. The Director oversees all campus capital projects, including those that may be outsourced for implementation. The Director is involved in long range facilities strategic planning, including the development and modification of the College's Facilities Master Plan and other strategic initiatives.
Accountability:
The Director of Facilities and Capital Projects is a dual reporting structure, to the Vice President for Business and Finance (CFO) and President's Office.
Required Qualifications
The Director of Facilities and Capital Projects will ensure that all construction projects are completed in compliance with the policies set out by the Bureau of Buildings and IHL. Throughout the project, the Director will work with the architect, interior designer, consultants, development team and contractor, to ensure that the delivery of all products and services are kept in line with the progress schedule. Helps to ensure prompt problem solving on issues relating to all aspects of the project; will attend regular construction meetings and visit sites on a regular basis; plays a hands-on role in securing development, building and occupancy permits; and will work with the Vice President/CFO and contractors, to maintain appropriate financial and administrative systems and procedures related to the project budget.
Responsibilities include management/procurement and capital budgeting of campus operating activities affiliated with building maintenance, custodial/environmental services, landscape construction, ground maintenance, transportation/fleet management, emergency response coordination, workplace safety, management, campus planning, and real property management.

Knowledge of operational, maintenance and repair requirements for buildings, grounds and transportation infrastructure; knowledge of federal and state codes and regulation safety practices; knowledge of operational, maintenance and repair requirements for buildings and transportation infrastructure;; strong interpersonal skills; including communication (written and oral), negotiation, mediation and conflict resolution; a commitment to collaborative and consultative processes; supervisory skills; management skills (budget and project)
Job Specifications: (Acceptable Experience and Training)
Master's degree in engineering, planning and/or construction management related field or an equivalent combination of education and experiences to perform the primary duties of the position; five years of full-time or equated experience in a community college or university setting dealing with capital planning and construction projects preferred knowledge of operational, maintenance and repair requirements for buildings, grounds and transportation infrastructure; knowledge of federal and state codes and regulation safety practices; knowledge of operational, maintenance and repair requirements for buildings, grounds and transportation infrastructure; knowledge of federal and state codes/regulations involving construction, fire and safety, and sanitation
