Communication Technologies within the Office of Information Technology provides communication services to the entire NC State University community. The department provides communication services such as data and telephony along with converged services such as IP Telephony and IP Video to over 36,000 students and more than 8,000 faculty and staff. Supporting this continuously growing academic population is a distributed enterprise data network that provides over 102,000 network ports and more than 9,000 wireless access points with connectivity to the Internet and Internet2 along with over 16,000 phone lines including more than 1,000 life safety lines. Communication Technologies (ComTech) is viewed as the telephony and network service provider for the NC State University community and is responsible for designing, maintaining, and supporting the campus voice and data network infrastructures and all associated components.

Essential Job Duties

Direct a group of professionals in the design and installation for the fiber backbone, all inside network/telecom wiring, building network electronics, wireless infrastructure, and critical network and data center facilities. This includes overseeing the physical environment (including power and cooling) for NCSU's co-located enterprise data centers, MDFs, BDFs, IDFs, and fiber cross-connects; developing and maintaining adequate processes for both sustainability and usability of these facilities. Partner with the network director in setting campus network infrastructure standards and overseeing the planning, deployment, and maintenance of such infrastructure throughout campus.

This Director has a number of strategic and tactical responsibilities including but not limited to:

  • Defining business strategies and contributing to the enterprise's vision.
  • Researching new technology related to data centers, networking, and communications technologies.
  • Developing and managing long-term planning for large development projects.
  • Developing budget needs and recommendations.
  • Developing cost models and service level agreements.
  • Managing a diverse team of engineers, records technicians, and construction resources.
  • Prepares and presents implementation plans for projects related to campus- wide infrastructure (including base level infrastructure for private buildings on Centennial Campus).
  • Responsible for creation and maintenance of construction guidelines related to physical layer communications infrastructure.
  • Responsible for physical management of the two primary campus data centers including ensuring adequate power and cooling along with adequate processes for forecasting growth.
  • Directs research and development of new technologies to meet organizational needs through the acquisition and application of new technologies.
  • Maintains knowledge of current and emerging technologies in a wide variety of fields relevant to cabling, networking, voice communications, wireless, and data center management.
  • Coordinates long-term program and project planning for maintenance of data centers and communications infrastructure – often spanning 5-8 years and consisting of dozens of individual projects.
  • Maintains staffing levels, skillsets, and enhances methods and processes to ensure efficient delivery of services.
  • Routinely develops cost models, project roadmaps, service level agreements, and budget priorities.
  • Defines business strategies and contributes to the campus vision by establishing goals and determining needs based on evolving business requirements.
  • Solves problems by responding to business needs and making decisions.
  • Weighs alternatives and consequences to make informed decisions on both short and long term operational issues.
  • Recruits, hires and supervises staff and directs the development, enhancement, and maintenance of workflow processes and application support for a diverse group of team members including engineers, technicians, construction specialists, and facilities specialists.
  • Develops work plans, mentors staff, and provides opportunities to facilitate staff growth and development.
  • Important to note that the team directed by this individual includes dozens of electrical and wiring contractors in addition to the full time staff.

    Qualifications

    Minimum Education and Experience

    Bachelors degree with 8-10 years of experience in engineering and/or IT or a lesser degree with additional relevant experience

    Other Required Qualifications

  • Knowledge and experience with design of layer 1 network infrastructure including OSP (outside plant) and intra-building (pathways and cabling).
  • Extensive knowledge of industry standards related to telecom infrastructure (EIA/TIA, BICSI, etc.).
  • General, high-level working knowledge of enterprise data networking.
  • Broad knowledge of telephony systems, particularly as related to physical infrastructure.
  • Knowledge and/or experience with design of wireless network infrastructure (Wi-Fi, DAS, etc.).
  • Experience with medium-to-large commercial building construction project methods and practices, particularly as it relates to telecom infrastructure.
  • Working knowledge of support infrastructure (power, cooling, etc.) of critical enterprise facilities (data centers, MDFs, etc.).
  • Ability to prioritize among dozens of competing priorities and respond to constantly changing business demands.
  • Interpersonal Communication Skills – necessary for the diverse stakeholder groups with which this position interacts. Essential for negotiating with vendors in obtaining electrical and telecom installation services.
  • Project Management – necessary for the management of multiple complex projects concurrently in progress both from a team perspective as well as those led by this position
  • Budgeting – strong skills in developing total cost of ownership models, detailed budget projections, preparing project budgets for various campus and state level officials, and managing priorities within a constrained budget environment.
