Description
The Data Architect expands the college's use of data as a strategic enabler of
the College's goals and objectives by strategically designing, developing, and
implementing data models for enterprise-level applications and systems which
shall be architected at the following layers: conceptual, logical, business
area, and application. The Data Architect is the primary advocate of data
modeling methodologies and data processing best practices and is also
responsible for teaching data analysts and software engineers how to work
effectively with vast quantities of data.
The Data Architect generates and compiles system reports based on the issues
findings, probable causes and possible solutions; and applies proven
communication, analytical, and problem-solving skills to maximize the benefit
of IT system investments.
ORGANIZATIONAL RELATIONSHIPS
Responsible to the Director of Applications and has a support responsibility
to all other departments and college personnel as necessary.
Works closely with the Senior Director of Institutional Research and
Effectiveness to ensure consistent data and best practices.
SPECIFIC DUTIES AND RESPONSIBILITIES
Strategy & Planning
Develop and deliver long-term strategic goals for data architecture vision
and standards in conjunction with data users, department managers,
clients, and other key stakeholders.
Meet with decision makers, systems owners, and end users to define
business, financial, and operations requirements and systems goals, and
identify and resolve systems issues.
Create short-term tactical solutions to achieve long-term objectives and
an overall data management roadmap.
Establish processes for governing the identification, collection, and use
of college metadata; take steps to assure metadata accuracy and validity.
Establish methods and procedures for tracking data quality, completeness,
redundancy, and improvement.
Assist in the development of data management policies and procedures.
Conduct data capacity planning, life cycle, duration, usage requirements,
feasibility studies, and other tasks.
Create strategies and plans for data security, backup, disaster recovery,
business continuity, and archiving.
Ensure that data strategies and architectures are in regulatory
compliance.
Acquisition & Deployment
Conduct research and make recommendations on big data infrastructure,
database technologies, analytics tools, services, protocols, and standards
in support of procurement and development efforts.
Drive the collection of new data and the refinement of existing data
sources.
Ensure the success of enterprise-level application rollouts (e.g. ERP,
CRM, etc.)
Liaise with vendors and service providers to select the products or
services that best meet college goals.
Operational Management
Prepare and deliver reports, recommendations, or alternatives that address
existing and potential trouble areas in operating systems and applications
across the organization.
Address data-related problems regarding systems integration,
compatibility, and multiple-platform integration.
Assess and determine governance, stewardship, and frameworks for managing
data across the organization.
Develop and promote data management methodologies and standards.
Select and implement the appropriate tools, software, applications, and
systems to support data technology goals.
Oversee the mapping of data sources, data movement, interfaces, and
analytics, with the goal of ensuring data quality.
Develop tools and libraries that will help application team members more
efficiently interface with huge amounts of data.
Develop, implement, and maintain change control and testing processes for
modifications to algorithms and data analytics.
Collaborate with database and disaster recovery administrators to ensure
effective protection and integrity of data assets.
Collaborate with project managers and business unit leaders for all
projects involving enterprise data.
Act as a leader and advocate of data management, including coaching,
training, and career development to employees.
Develop and implement key components as needed to create testing criteria
to guarantee the fidelity and performance of data architecture.
Document the data architecture and environment in order to maintain a
current and accurate view of the larger data picture.
Identify and develop opportunities for data reuse, migration, or
retirement.

Qualifications
EDUCATION AND EXPERIENCE
Bachelor's degree in Computer Science, Business, Information Systems or
related field.
5 years of direct experience in software development and/or programming design
and systems management and/or 5 years working with enterprise database
technology or database languages such as SQL, NoSQL, PowerBI.
Five additional years of significant, related experience and/or training may
be considered in lieu of education.
KNOWLEDGE, SKILLS, AND ABILITIES
Demonstrable Knowledge and Understanding of, and Experience with:
Data architecture, data mining, large-scale data modeling, and business
requirements gathering/analysis;
Implementing enterprise data management processes, procedures, and
decision support;
Relational data structures, theories, principles, and practices;
Metadata management and associated processes;
Enterprise repository tools, data modeling tools, data mapping tools, and
data profiling tools;
Repository creation, and data and information system life cycle
methodologies;
Business requirements analysis, entity relationship planning, database
design and reporting structures;
At least one scripting languages fluency such as Python, Perl, PowerShell,
etc.;
SQL and/or NoSQL databases;
Map/reduce framework (hive/pig other tools for accessing data in
Hadoop/HBase cluster systems);
Programming with .NET, JAVA, C, etc.; and
Project management and applicable data privacy practices and laws.
Skills:

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT
Perform sedentary to light work in a ventilated, lighted, and temperature-
controlled office setting.
Frequent need to stand, stoop, walk, sit, lift light objects (up to 10
pounds) and perform other similar actions during the workday.
