    Position Information

    Position Title Contract Specialist

    Serves as the University's open-end contracts administrator which includes bidding, awarding and renewing contracts and contract management duties to ensure positive results and optimized savings.

  • Assists the procurement function and advises internal and external customers concerning procurement procedures and requirements used in the competitive bid, Request for Proposal (RFP), Request for Qualifications (RFQ) and other methods of procurement.
  • Reviews submitted bids and proposals for accuracy, completeness, adherence to specifications and regulations, language and terms and other contractual matters.
  • Research and reviews cooperative contracts to see if they can be utilized by the university. Works with vendors to meet university and State of WV policies and procedures.
  • Perform full range of pre-award procurement actions that are complex in nature, where specialized judgment or advanced experience is required to determine method and process for procurement.
  • Proofreads contract-related documents for accuracy, examining them for correctness and other considerations, and recommends solutions.
  • Maintains contract records and files and may prepares ad-hoc reports on contracts, expenditures, and related contract information.
  • Monitors contract expiration dates and processes contract modification requests including, but not limited to, needed time extensions, vendor limit increases, price adjustments and closeouts.
  • Makes recommendations on changes in contracting strategy, including consideration of consolidations of inter-governmental cooperative approaches.
  • Expedites contracts as needed.
  • Perform other duties as assigned.
  • Salary Range $39,500 - $51,400 - Salary may be increased based off education, experience, and internal equity. Salary Type Salary Time Type Full-Time Work Location MU - Marshall University

    Required Qualifications


    Bachelor's Degree from an accredited college or university in Business or Public Administration, Business Law, Finance, Accounting Purchasing or closely related field.


    Minimum three (3) years progressively responsible experience in purchasing

    Preferred Qualifications



    Minimum five (5) years progressively responsible experience in public purchasing, including contract management responsibilities.
