Position Description Accountable for the operational success of assigned academic department in the Paul L. Foster School of Medicine (PLFSOM). Provide complex and detailed administrative oversight of the Department's financial and operational performance with regard to clinical and technical revenues, state appropriations, grants and contract income, and designated funds and gifts. Additionally, this position provides professional-level administrative support for the Department Chair and faculty.

Major/Essential Functions Oversee dept finan. systems incl. clin./tech. revenues, state appropriations, grant/contract income, designated funds/gifts rcvd by dept. Work w/PLFSOM admin to develop/monitor operating parameters & ensure financial oversight/control of dept. Oversee annual prep/monitoring of dept budgets w/recommendations to Dept Chair on issues of org. effectiveness/fiscal mgmt Oversee mgmt of dept-based portions of revenue cycle. Direct reimb. analysis. Identify issues/implement solutions to optimize charge capture, lag, coding accuracy & initial denials. Verify, document/approve financial writeoff's Approve dept purchases/purchasing policies ensuring alignment w/TTUHSC El Paso/TTUS requirements. Prepare finan./admin rpts for Dept Chair. Interpret/analyze finan. statements; analyze budgets for capital/operational needs Develop bus. planning for dept clin. enterprise/academic units. Manage expenditures in accordance w/relevant guidelines. Collaborate w/responsible offices/leaders to set clin. fee schedule/determine targets for gross/net collection rates, contracted reimbursement rates/Master Service Agreements (MSA) Oversee physician productivity/facility utilization in concert w/Dept Chair & Med Director. Review benchmarks (including but not limited to cFTEs) to monitor clinician productivity & make recommendations to Chair for cFTE or benchmark adjustments Manage development/execution of research, educ./admin. strategic planning initiatives. Ensure alignment w/TTUHSC El Paso mission/institutional strategic goals Establish/maintain effective institutional partnerships to improve pt. satisfaction scores. Work w/Dept Chair, Med Director, other relevant leaders in implementing technology/workflow optimization to improve clin. practice. Monitor adherence to dept policies & procedures Participate in clinician relation/leadership development programs. Responsible for mgmt of physical/facility resources Maintain compliance w/regulatory & oversight orgs., ensure dept practice meets regulatory requirements & develops outreach in context of healthcare reform. Work w/Dept Chair to determine provider resource allocation to achieve established dept/clinical priorities Participate in development/implementation of short/long range plans/strategies to meet mission of dept as it relates to PLFSOM, TTUHSC El Paso & community. Participate in committee activities at levels of dept, PLFSOM & TTUHSC El Paso. Coordinate IT support for Dept & Practice in consultation w/TTUHSC El Paso & TTU IT depts Develop/execute dept contracts & MSA's in collaboration w/Clinical Affairs leadership, PLFSOM Admin. & Office of General Counsel Supervise non-clinical admin support staff. Oversee hiring, termination, training, payroll, evaluation & employee relations activities for non-clinical admin support staff W/Dept. Chair & Faculty Affairs, lead faculty recruitment. Ensure all TTUS, HSCEP OP's, Regents Rules, EEO, HR & related policies/procedures are observed at all times. Oversee dept faculty onboarding including EMR access, payer enrollment, provider templates, & Values-Based Culture integration Interpret/ensure compliance w/all policies/procedures related to facilities used by dept personnel. Responsible for facility resources. Define/identify funding for equip. requirements at all locations & prepare justifications/business plans in support of capital budgeting proposals Professionally/effectively interact w/all levels of TTUHSC El Paso executive leadership & w/PLFSOM Admin., physicians, admin. support staff, patients & members of the community Adhere to policies, procedures & practices (Regents Rules, TTUS, HSECEP OPs, etc.) Demonstrate, display & act in accordance w/TTUHSC EP's Values (Service, Respect, Accountability, Integrity, Advancement, Teamwork).
