The Central Operations Director is responsible for managing Campus Stores, Mail Services, Contracts, Real Estate and Data Management units as well as coordination with University Information Technology staff. Management responsibilities include: ensuring that services are provided to the University community that are of high quality, effective, and in compliance with applicable regulations and industry standards; ensuring the success and effectiveness of Service Excellence efforts; establishing and implementing program guidelines, operating procedures and reporting systems; and determining staffing, equipment & capital needs.

This position is a member of Facilities Management Leadership and participates in strategic planning efforts for the entire department

Position Details

General Statement

The Central Operations Director will collaborate and lead efforts to support the University through broad administrative direction, achieve University goals and objectives, comply with state and federal laws and regulations, and maintain construction and maintenance industry standards. Actions are subject to guidance from top administration and the exercise of authority is limited only by the parameters established by the AVP of Facilities Management and MSU policies and procedures, State fiscal rules, and personnel policies. The position is responsible for developing and implementing organizational and operational changes necessary to attain objectives for areas of direction. The Director will work with other FM leadership to develop strategies, policies, and guidelines to enhance overall service levels.

Duties and Responsibilities

  • Responsible for managing Campus Stores, Mail Services, Contracts, Real Estate, and Data Management units and coordination with University Information Technology staff. Responsibilities include:

  • Ensuring that services are provided to the University community that are of high quality, effective, and in compliance with applicable regulations and industry standards.
  • Establishing and implementing program guidelines, operating procedures, and reporting systems for each of these units.
  • Determining staffing, equipment, and capital needs for Facilities Management as well as campus.
  • Ensures central operational functions support Service Excellence ( https: // www. montana.edu/serviceexcellence/).
  • Manages staff and personnel

  • Administration of approximately 24 FTE staff in 5 distinct units mentioned above.
  • Ensure compliance with employment law, union contracts, and State & University policies.
  • Monitoring staff performance and providing coaching, counseling, and training as necessary.
  • Appraise performance and provide recommendations for staff development, termination, and hiring as appropriate.
  • Coordinates with an affiliated unit that support Facilities Management: University Information Technology.
  • Support of FM as assigned by the AVP.
  • Representing FM at special events, meetings, and on committees (on campus and at the state level), attending special training and conferences, and coordinating or directing special projects.
  • Plan, organize, and manage resources for specific project goals and objectives in all areas of responsibility.
  • May be called to serve on MSU's Emergency Operations Center.
  • Other duties as assigned.
  • Required Qualifications – Experience, Education, Knowledge & Skills

  • Bachelor's degree in Business, Management, Industrial Engineering, Operations Management, Real Estate or related field.
  • Progressively responsible operational management experience in a large, multi-unit organization, preferably in a public environment.
  • Demonstrated experience with a complex administrative information system, computerized maintenance management systems, real estate management systems, contracts and/or inventory management.
  • Demonstrated success in resource (personnel and budget) supervision and management.
  • Demonstrated successful project management skills.
  • Preferred Qualifications – Experience, Education, Knowledge & Skills

  • Master's degree in Business Administration, Management, Industrial Engineering or related field OR 8+ years working in a supervisory role in a related position.
  • Experience in a public institution environment.
  • Experience working with state and local government agencies.
  • Knowledge of the concepts and theories of mail services, maintenance management, inventory, data management and real estate planning.

    Physical Demands

    Position duties may require occasional investigation and inspection of facilities, systems, and equipment involving confined areas, manholes, vaults, tunnels, roofs, catwalks, and ladders. Position requires exposure to temperature extremes, noise, heights, energized utility systems, and chemical, biological, and radiological hazards. The position may require occasional travel.
