Summary
Assist with planning, implementing and evaluating grant-funded programs
administered by Community Development (CD).
Essential Functions
Participate in special projects and assist in coordinating of services for
projects;
Gather and organize information to be presented at workshops or community
events;
Assist in providing technical assistance to applicants in preparing grant
applications;
Assist in preparation of contracts for subrecipients, contractors, and
vendors;
Prepare necessary correspondence to clients or applicants;
Evaluate reimbursement requests for accuracy, eligibility, and
completeness;
Prepare requests for payments including all necessary backup documentation
required for expenditure validation;
Prepare or update reports for program expenditures and performance;
Communicate clearly with clients and subrecipients regarding application
criteria and instructions;
Monitor subrecipients for compliance with federal and state regulations;
Perform casework duties including preparation and intake of applications
and related documents;
Maintain case files, loan files and subrecipient files for compliance with
federal and state programming regulations;
Maintain records of program case files and subrecipient case files in
accordance with federal, state and City of Lubbock records retention
policies;
Pass the HUD Certified Housing Counselors exam within 6-months of
employment;
Acquire and apply a working knowledge of HUD federal regulations and TDHCA
state regulations pertaining to programs administered by CD;
Perform related duties as required.
Qualifications
Knowledge of financial management and accounting, or experience, training or
education in a related field such as real estate and housing practices,
financial management, case management, or public services. Have a general
knowledge and understanding of HUD and TDHCA grants and programming.
Required- High school diploma or equivalent. Preferred- Two years of
extended education, training, or certifications related to grant
administration and accounting practices.
Knowledge and Abilities
Ability to:
Utilize various Microsoft Office programs for document creation,
reporting, and email.
Effectively navigate a Windows operating system.
Format reports and documents for reports in accordance with City
guidelines.
Understand requirements for document retention and confidentiality
practices.
Perform mathematical calculations utilizing spreadsheets or calculation
devices.
Coordinate with administrative staff on internal control procedures and
program regulations.
Communicate effectively with others.
Operate office equipment including computers, laptops, tablets, scanners,
printers, etc.
Follow instructions and department procedures for all work and
communicatory actions.
Provide excellent customer service.
Physical Requirements:
Occasionally lift and carry up to 25 pounds
Occasionally push and pull objects
Occasionally flex upper trunk forward while sitting or standing
Occasionally rotate upper trunk to the right or left or forward while
sitting or standing
Occasionally reach above, at and below shoulder heights
