Job Title Budget Analyst

Full Time/Part Time Full Time FLSA Exempt General Job Description

This is a professional position responsible for assisting the Budget Director with departmental and institutional budgetary analysis. Responsible for assisting with and/or coordinating the preparation of institutional budget reports and providing technical assistance on institutional budgetary matters. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Reports to the Budget Director.

Essential Job Functions

  • Assists the budget director with complex institutional budgetary analysis.
  • Works with Financial Reporting to develop new funds, orgs, and programs (FOPs).
  • Monitors FOPs for negative balances and works with colleges and department personnel to correct related problems.
  • Monitors and analyzes divisional salary and wage accounts and completes budget transfers to correct related problems.
  • Enters journal vouchers for all budget transfers between different funds. Enters budget transfer vouchers as needed.
  • Performs formula funding analyses, revenue forecasting, budget versus actual comparisons, and other evaluations to aid in budget decisions.
  • Provides guidance and assistance to university personnel with regard to institutional budgetary matters.
  • Queries, compiles, and analyzes budget data in support of the development of institutional budgets, including the annual budget.
  • Assists with preparation for the state ABEST/USAS reconciliation in the ABEST system quarterly.
  • Assists the budget director with the development and preparation of the institutional Legislative Appropriations Request.
  • Assists with preparation of institutional budget reports required by the state.
  • Interprets and explains university policies and procedures related to institutional and departmental budgets.
  • Prepares and analyzes various special, quarterly, monthly, and ad hoc reports.
  • Identifies and incorporates continuous changes in federal and/or state policies and procedures, ensuring university and department compliance.
  • Compiles budget data and various reports for disbursement.
  • Compiles and analyzes peer comparison budgets and other financial data as needed.
  • Assists with preparation of budget correspondence for the website, University Budget Council, and the campus community.
  • Oversees a variety of complex special projects, as assigned.
  • Non-Essential Job Functions

  • Coordinates budget training.
  • May represent the department on various university committees.
  • Performs other related duties as assigned.

  • Ability to compile, organize, interpret, and communicate financial data and results in a concise format.
  • Ability to communicate effectively in both oral and written form.
  • Ability to explain policies and procedures to staff and the public.
  • Ability to establish and maintain a good rapport with university faculty and staff, students, and the general public.
  • Ability to work with and maintain confidential information.
  • Ability to set priorities and complete assignments on time.
  • Ability to learn office- and university-specific software.
  • Physical Demands Required Education

    Bachelor's degree in finance, accounting, business or a related field is required.

    Required Experience and Training

    Three years of related experience is required. Experience in accounting, forecasting, reconciliation, and/or budgeting is required. Additional education may substitute for experience on a basis set forth by the Department of Human Resources.

    Preferred Qualifications

    Master's degree is preferred.

    Special Conditions for Eligibility

    This is a security-sensitive position subject to criminal record check. This is an IT-sensitive position subject to the Computer and Network Security policy.

    Min Pay Rate $45,000 Mid Pay Rate $62,000 Salary Information Salary Grade - 7 Specific Job Requirements/Duties for this Posting

    This position may be eligible for telecommuting as defined in policy 11.27, Telecommuting Arrangements for Staff Employees.

    This position is eligible for participation in the Teacher Retirement System of Texas (TRS) retirement plan, subject to the position being at least 20 hours per week and at least 135 days in length.
