Posting Summary

Rutgers, The State University of New Jersey, is seeking a Budget Analyst II for the University Budget Office, the university's central budgeting office. Under the limited direction of the Associate Vice President and Chief Budget Officer, this analyst performs complex budget projections, analyses of budget and actual activity, and cost feasibility studies to facilitate decision- making and planning. The Budget Analyst II prepares and presents business cases and budget proposals for specific projects or ongoing operational needs. This position is responsible for extensive and complex financial modeling and analyses using large, diverse data sets and requiring excellent analytical and technical skills. These analyses are a critical, key driver to the financial decision making processes of the senior leadership of the university and, subsequently the university's governing boards.

Among the key duties of this position are the following:

  • Monitors budgetary and financial activity for assigned units, including required reporting in support of that activity, and provide recommendations as needed.
  • Evaluates unit budgetary requests, including analysis of available funds, creating reports as needed.
  • Sets own work priorities and exercises independent judgment and problem- solving skills in making decisions concerning data analysis and recommendations.
  • Works closely with University offices to create and maintain unit-specific and University-wide financial reports, many of which are utilized for controlling and monitoring University-wide finances.
  • Communications are primarily with the Chief Budget Officer and Assistant Vice President, Financial Planning and Budget; Chancellors' Offices and other administrative and academic unit administrators and financial managers. Most communications relate to budget requests, budget or actual transactions, or system issues.
  • While reporting to the Associate VP and Chief Budget Officer, this position is called upon to work on various ad hoc projects to support the University President; the EVP-CFO and University Treasurer; the Board of Governors; and the University Senate.

    Qualifications

    Minimum Education and Experience

  • Bachelor's degree in accounting, finance, business administration, or a related field.
  • 5 or more years prior experience working in a financial or accounting position with increasing responsibility, preferably in higher education.
  • Certifications/Licenses Required Knowledge, Skills, and Abilities

  • Exceptional computer skills and expert/advanced experience using spreadsheets, charting and other software tools, such as Excel, Tableau, Access, PowerPoint. Must have expert level ability in pivot tables and other advanced spreadsheet functionality.
  • Analytical skills necessary for interpretation of budgetary, financial, and related management information.
  • Ability to balance risk while assessing options to various financial issues facing the university.
  • Ability to work independently to meet objectives.
  • Excellent attention to detail with a high degree of accuracy.
  • Excellent writing and communication skills.
  • Exercise good judgement and discretion, especially in dealing with sensitive or confidential financial or organizational matters.
  • Ability and desire to work cooperatively with people from all levels of the university in support of the office's service mission.
  • Ability to work effectively under time constraints and to respond flexibly and constructively under pressure.
  • Preferred Qualifications

    Immunization Requirements

    Under Policy 60.1.35 Immunization Policy for Rutgers Employees and Prospective Employees, Rutgers University requires all prospective employees to provide proof that they are fully vaccinated and have received a booster (where eligible) against COVID-19 prior to commencement of employment, unless the University has granted the individual a medical or religious exemption. Employees who are not eligible for a booster at the time of an offer of employment must provide proof they have received a booster upon eligibility and upload proof of same. Under Policy 100.3.1 Immunization Policy for Covered Individuals, if employment will commence during Flu Season, Rutgers University may require certain prospective employees to provide proof that they are vaccinated against Seasonal Influenza for the current Flu Season, unless the University has granted the individual a medical or religious exemption.
